The Group has begun to move from a Group Executlve to a Board
of Trustees. This transltion ha8 proved to be more challenglng than
expected, wlth a number of exlstlng Group Executlve member8 not
wlshlng to adopt the new Trustee role and optSng k+ be team
members.
The Group Is to be managed by the Board of Trustees (prevlously
the Group Executive Commltlee), that act collectively as charlty
Trustees of the Scout Group and In the best Interests of Its
members.

The Board of Trusiees exists to support the Group
Scout Leader in meeting the responsibllities of their
appointment and are responsible to:
Comply with the Policy, Organisation and Rules of The Scout
Assoclatlon.
Protect and malntain any property and equlpment owned by
andlor used by the Group.
Manage the Group finances.
Provide insurance for people. propety and equlpment.
Provlde sufficient resources for Scoutlng to operate. Thig

adult support, and fundralslng activltles.
Promote and support the development of Scouting In the
local area.
Manag8 and Implement th8 Safety Pollcy locally.

Members of the Executive Committee are required to
complete a programme of mandattyy training within the first
5 months ofioining the committee. They are also cleared for
working with Childr￿ by the Disdosure and Barring Service.

The Board of Trustees has identified the major rlsks
to whth they believe the Group is exposed. These have been
reviewed and systems have been eslablished to mitigate
against them.

Damage to the bulldlng, property and oqulpmont
This Is assessed as a Medium risk with good controls. The
building is equipped with fire detectors, alarms and
exfinguishers. In the event of damage. the Group thDuld
request the use of buildings, property and equipment from
naghbouring organisations such as the church, community
centre and other S￿ut Groups. Similar reciprocal
arrangements exist these organisations. The Group has
sufficient buildings arKI contents Insuran￿ in place to mmigate
against permanent loss. except for that due to fl(Mxling.
Injury to leaders. helpers, supporters and members
This is assessed as a Medium risk with good controls. All
Leaders are trained to minimtse Injury to themselves and
others. Written Risk Assessments are urKlertaken before all
activities and a pr(Kess of dynamlc rlsk assessrnent is
continued during acbvities. Through annual membership fees,
the Group contributes lo the sc<￿t Association's natK*nal
accident insurance pdicy.

The Group is primarily reliant upon income from membership
subscriptions and fundraising. The Group holds a reseNe to
ensure the w)tinuty of activiP'8s shoukl there be a major
reduction in income. The Committee has the optlon to raise
Subscripti￿ fees to In(Tease the income to the group on an
ongoing basis. *ier temporarily or pemianently.

The Group is totally reliant upon volunteers to run and
administer th8 aclivitte5 of The Group. If there was a reduction in the
number of leaders to an unacceptable levd in
a particular section or the Group as a whole. there would have
to be a contraction, Consolidation or closure of a secllon. In
the w￿Sta$e s¢￿ar10, this could result in the complete
dosure of the Grwp. The Group Is always actlvely recruiting
for additional Leader8.

Based on the predl¢ted growth of St Ives and the demand
for scwtlng, thls Is assess&l as a Low risk. The Group provldes
activities ft)r all young people aged 6 to 18. If there was a

The Aim of The Scout Association is lo promote the development
of young people in achieving their full physical, intellectual, social
and spiritual potentials, as individuals, as responsible citizens and
as members of their local national and international communities.
The method of achieving the Aim of the Association is by providing
an enjoyable and attractive scheme of progressive training, based
on the Scout Promise and Law and guided by adult leadership.
The Group meets the Charity Commission's public benefit criteria
under both the advancement of education and the advan￿ment of
itizenship or community development headings.

Community Activities
The Group supports the Royal British Legion at the Annual
Remembrance Parade, the Town Mayors inaugural Parade and the
District St. George's Day Parade
Supporting Members of the group who have attended the 2023
World Scout Jamboree in South Korea
Policy on Grant Making..
The Group does not make grants to other bodies. however it
does occasionally make donations to other scouting charilies.

The Group has maintained its numbers (wilh a slight increase)

Achievements and performance
The group renewed it's Partnership Agreement with Nulli Secundi
Explorer Unit and assists in providing scL)uting to 18 Explorers.
With ￿ntinUed support, it is expected to see the section continue
to grow.
With the continued support ofour Parents and the exceptional
contribution of our Leaders. the group now has a slable platform
which will enable us to be able to continue to offer Scouting to
Young Persons within the communily throughout 2024

Brief statement of the charity's
policy on reserv8S
The Group's policy on reserves is lo hold sufficient resources to
continue the charitable activities of the group should income and
fundraising activities fall short. Additionally, due lo the nature of
Holt Island, the Group holds reserves to fund maintenance and
repair work as required. The Trustee Board considers that the
group should hold a sum equivalent to 6 months running costs,
plus £10,000 circa £16.000.

The Groups key fundraising is focused on activity weekends for
scouting groups based in Cromwell District. This has again proved
to be successful with these acb'vity weekends planned again for
2024.

The Group does not have sufficient funds to invest in longer temi
investments. The Group has therefore adopted a risk averse
strategy to the investment of its funds. All funds are held in cash
using only mainstream banks or building societies.

Planned fundraising will be focused on the District Activity
weekend.
Review of equipment held by the group has identified the need for
replacemenvadditional tentslKayakslCanoes which will enable
the Group to be able to accommodate the increased youth
numbers- to be partlfully funded by the planned fundraising
events.
