## **National Committee Chairman’s Report 2024** 

I would like to welcome everyone here to our Association AGM and as all the following reports will show, we continue to have adventures, achieve a great number of completed courses 

Firstly, as always, a huge thank you to all those that have once again been at the coalface, doing their best to ensure our Association continues and grows.  Our NC remains small in size, and members continue to take on more than one role to support the function of our association.  There continues to be constant talk about how things should be done, could be done, but very rarely does anyone stand up to be counted and demonstrate how it can be done.  If we were an internet-based organisation, these individuals would be considered Keyboard Warriors.  Always an opinion but never an understanding or willingness to actually stand up and be counted.  With several NC vacancies still available.  It would be fantastic to see members apply for and take on the mantles of these roles, so that all our NC members can focus on the role they actually applied for, and not be spread far and wide spinning plates.  I look forward to welcoming anyone who would like to come and join us and support in the constructive development and continuation of our association. 

I would like to take this opportunity to say a big well done to all those that have attended and successfully passed their PTCs and their Woodbeads practical elements in this last year, building on the success of the 2023 Wood Beads course, I understand we have had another successful year.  I appreciate that there is great trepidation with the announcement earlier this year that a PTC needs to be attended within the next two years for all leaders that have not already attended one, and I also understand that this does pose logistical concerns for some of our membership.  But there are reasons for this which will be explained later. 

It is amazing to once again see so many groups holding camps and experiences for their Beavers, Wolf Cubs, Scouts, Senior Scouts and Rovers.  I hope that you have all had fantastic adventures while on these camps and trips. 

Once again, you will hear and read that we still have much to work on and achieve. I look forward to continuing to work with you all, as we continue to move forward and grow.

Just a quick note to emphasize I am always open to a phone call, message, or email from anyone if they need any information, support, or just a chat. If I can help, I’m more than happy to. The Beaver Safety badge is now up and running and I look forward and hope to receive any feedback from groups about their experience adding this to their beaver curriculum and would love to hear any creative ideas you use to teach the different aspects of the badge. 

The updated Beaver Handbook will be available on the website asap, as there were not any issues or comments brought regarding it.

## **HQ Commissioner - Wolf Cub** 

Another great PTC attended by Wolf Cub leaders all so enthusiastically joining in the session and wanting to learn, it really does make me happy.  Again, at the Woodbeads I was blown away by the passion of the Wolf Cub leaders all wanting to make a difference to the lives of the young people that attend their groups. I and the other leaders also learn things when we do training which we also take back to our groups such as new games. 

If anyone has a question about the Wolf Cubs programme, please drop me an email and I will answer as soon as possible.

I hope everyone has got back to scouting properly over the past 12 months. Since the updated Qualification and supervision document was produced, please note that all Scout First Class hikes should only take place in terrain Zero which is defined below. 

Terrain Zero: Terrain which meets all the following criteria: - - is less than 500 metres above sea level. - is within 30 minutes travelling time from a road which can take an ordinary road going ambulance, or a building which is occupied (such as a farm) or another means of summoning help (such as an operational telephone box) - contains no element of scrambling.

As the First Class hike is not accompanied and should have minimal supervision, being the culmination of a Scouts training, there is no need to go into Terrain One. If anyone wishes to make a change to a proficiency badge, please get in touch with me over the coming year and remember that these badges are as named ie being proficient not just having tried the subject.

## **HQ Commissioner – Senior Scouts** 


I was very proud to have awarded to Senior Scouts the following badges Six Venturer badges awarded. 

Three Bushman’s Thongs Awarded. One St Georges Awards. 

Well done to all. 

I have received multiple enquiries regarding running a Discovery Award in 2025 and we have organised a committee to organise this event, keep an eye out for notices coming out soon. 

Once again, I would stress that the senior awards scheme is a staged scheme, and these awards should be applied for as they are done rather than waiting until the full programme has been completed then applying for everything all at once. In the case of St Georges awards which people expect to be awarded at St Georges Day Parades I would appreciate all applications be made no later than the new year.

## **HQ Commissioner - Training** 


Busy year for Training across the Association and the courses we deliver. 

Safeguarding is run over Zoom and works well as it means we can deliver the training to lots of members from different areas at the same time. 

First Aid Training is proving a bit more difficult as we only have 2 Trainers now who both live in the North and who both have very busy and demanding jobs, Looking for Trainers for the South of the Country if anyone is available and has the time and relevant skills. 

The courses we now offer for First Aid Training are Emergency First Aid at Work Plus (1 day course) and Outdoor First Aid (2-day course) 

Lots of changes following the Great Orme Inquest, and the Coroner’s report regarding the short comings of The Scout Association, we needed to reflect these findings within our Association’s training, we have trialled and updated the PTC and Woodbeads training courses, therefore, as well as covering the structure and basic running of the B-PSA and its forms and ceremonies it is also now to include training for all leaders to be able to take and supervise members in Terrain Zero, it is now compulsory (as is training in TSA) for every leader to attend a PTC within 2 years of receiving a warrant. 

The New Hill Walking Permit Scheme course is for Terrain 1 and is equivalent to what was Safety on the Hills.  Copies of the new Scheme are available from HQ Training Commissioner. Permits will be issued by The Training Commissioner on completion of the relevant course for each terrain and are renewable every 5 years. The Q&S document has been updated to reflect these changes. 

PTC and Woodbeads training have been very well attended and I am very pleased and impressed with the commitment and enthusiasm of the leaders coming through, whether they be new leaders or experienced leaders who until now have not had the time or encouragement to attend. I look forward to presenting lots of completed Woodbeads on future events.

Basis of preparing the fJllaDcial statements
These f￿ancial staiements have been prepared in accordance wilh Financial Reporting Standard 102 "The
Financial Reporting Siandard applicable in the UK and Republic of Ireland" including the piovisions of Se¢iiotJ
IA "Stnall Entiiies" and the Companies Act 2006. The financial sthtement5 have b*n prepared Under ihe
historical cost Convention.
Turnover
Turnover is measured at the fair value of the considerdtion received or receivable. excluding discounts. rebate%,
value added ¢ax and other sales taxes.
Tangible fixed assets
Depreciation is provided ai the following annual rates in order to ￿lte off each asset over its estimated useful
life.
Stoeks
Stocks are valued ai the lower of cost and net realisable value, afier making due allowance for obsoleie and slow
moving items.
Taxation
Taxation for the year comprises current and deferred tax. Tax 15 recogniqed in the Income Statement. except to
the extent that it relates io items ieco¥nised in other ¢omprehensive income or directly in equiry.
Current or defetted t&xation asseis and liabilitie% are not discounted.
Cu]Tent tax is recognised at the amouni of t&x payable using the lax rates and laws that have been enacted or
substantively enacied by the balance sheet da￿.
Deferred tax
Defetred 15 recognised in respect of all timing differences thai have originated bui noi reversed at the
balance sheet dale.
Timing differences arise from the inclusion of income and expenses in tax a5$￿$M¢ni$ in periods different from
those in which they are recognised iT] flnancial sthiements. Deferred is mea%ured using tax rates and laws
that have been enacted or substantively enacied by the year end and that are expe¢ted io apply to the reversal of
the timing difference.
Unrelieved tax 10&ses and other deferred assets are recognised only to the exteni that it is probable that they
will be recovered againsi the reveTsal of deferred lax liabilities or other future taxable profits.
Hire purchase and leasing commitments
Rentsls paid under operating lease% are charged to profit or loss on a straight line basis over the period of the

the examination which gives me cause to believe that in, any material respect..

Basis of preparing the fJllaDcial statements
These f￿ancial staiements have been prepared in accordance wilh Financial Reporting Standard 102 "The
Financial Reporting Siandard applicable in the UK and Republic of Ireland" including the piovisions of Se¢iiotJ
IA "Stnall Entiiies" and the Companies Act 2006. The financial sthtement5 have b*n prepared Under ihe
historical cost Convention.
Turnover
Turnover is measured at the fair value of the considerdtion received or receivable. excluding discounts. rebate%,
value added ¢ax and other sales taxes.
Tangible fixed assets
Depreciation is provided ai the following annual rates in order to ￿lte off each asset over its estimated useful
life.
Stoeks
Stocks are valued ai the lower of cost and net realisable value, afier making due allowance for obsoleie and slow
moving items.
Taxation
Taxation for the year comprises current and deferred tax. Tax 15 recogniqed in the Income Statement. except to
the extent that it relates io items ieco¥nised in other ¢omprehensive income or directly in equiry.
Current or defetted t&xation asseis and liabilitie% are not discounted.
Cu]Tent tax is recognised at the amouni of t&x payable using the lax rates and laws that have been enacted or
substantively enacied by the balance sheet da￿.
Deferred tax
Defetred 15 recognised in respect of all timing differences thai have originated bui noi reversed at the
balance sheet dale.
Timing differences arise from the inclusion of income and expenses in tax a5$￿$M¢ni$ in periods different from
those in which they are recognised iT] flnancial sthiements. Deferred is mea%ured using tax rates and laws
that have been enacted or substantively enacied by the year end and that are expe¢ted io apply to the reversal of
the timing difference.
Unrelieved tax 10&ses and other deferred assets are recognised only to the exteni that it is probable that they
will be recovered againsi the reveTsal of deferred lax liabilities or other future taxable profits.
Hire purchase and leasing commitments
Rentsls paid under operating lease% are charged to profit or loss on a straight line basis over the period of the
lease.
