AB – raised concerns about Beaver age lowering to 4, as she thinks that is too young for Beaver syllabus – if advertised on website, groups may come under fre for not taking them. - Groups discretion as to take them, covered with insurance & ratios will remain the same. JB wants the squirrel section not 4-year-old Beavers, written syllabus. Still a work in process – included it now due to insurance purposes & why it was communicated now to include 4-year-olds into insurance renewal. |

| 5 | Treasurers Report: SB – asked a question about how many people are doing DofE – AW has breakdown. Windsor are pleased that the numbers are rising, costs have gone up per participant £25.50 Bronze & Silver, £32.50 Gold but this doesn’t come through our accounts it goes straight into DofE. The meeting was advised that a grant for £300 from DofE towards this year’s licence fees has been awarded MS – to send CB copies of previous 5 yrs accounts AB – showing as unaudited on CC website – SB to look into RR – Thanks to Karl E for amount of work done in a short amount of time. |

National Committee Chairman’s Report 2023
Once again, we have reached our Association AGM and as all the following reports will show, we have had lots of adventures, achieved a great number of completed courses, and have indeed completed some activities well in advance of recent years.
So, firstly, a huge thank you to all those that have once again been at the coalface, doing their best to ensure our association remains. As our NC has decreased in size, there are more responsibilities and jobs to be picked up by those of us who continue as members of the NC. There is as ever, constant talk about how things should be done, could be done, but very rarely does anyone stand up to be counted. So, on that note, I bid welcome to the NC Alan Wilson who took up the mantle of HQ commissioner for Senior Scouts, we thank you.
Again, as you will note, there are still a number of key vacancies needing to be filled, and anyone that feels they can offer support in these areas, please do stand up and be counted. There is enough going on for the NC to look at, support and deal with, without our own association desperately doing its best to continuing trying to self-destruct from within.
Observations over, I would like to say a big well done to all those that have attended and successfully passed their PTCs and their Wood Beads practical elements. It has been a while since we have run any of these courses, and they were both very well attended. This year’s Wood Beads was the first that I have attend other than as a candidate. I would love to say it was a restful experience as a member of the crew, but honesty prevails. You are all so needy…….. but none the less, a worthwhile experience. I look forward to supporting many events to come.
It has been great to hear of so many groups holding camps and experiences for their Beavers, Wolf Cubs, Scouts and Senior Scouts. It is great to see us get back to Scouting, as it should be. Long may this continue.
Again, as you will hear and read, we still have a road to travel, and lots to look at, lots to work on and lots to achieve. I look forward to working with you all, as we continue to move forward and grow.
There is a lot to understand as we move forward, and I do urge that all General Scout Council members, take time to read and understand all that we discuss here, and work with us as we move our association forward.

With the new term approaching, I would like to reiterate that I’m always happy to help with advice, etc. for any beaver colonies, and feel free to get in touch with me via email, even if you just want an easy chat.
Following on from the last AGM there have been updates and changes to the Beaver handbook, these include:

Added Beaver Record card for easy access.
This has been sent to go out for the three-month rule. For this to hopefully be agreed on and used going forward.
There has been a yearly PTC and Woodbeads course that I hope all beaver leaders found useful and enjoyable, and I hope to see you wearing your Woodbeads with pride after all the hard work you put in.
The 40-year Beaver badge should no longer be on uniform and replaced with the new Coronation badge.
The insurance is now available for children from 4 years to be part of a beaver colony, however it is a beaver colony/group decision. Regards,

HQ Commissioner - Wolf Cub
I hope that you are all enjoying being back with your packs, taking part in lots of cubbing adventures.
I have been trying to find out the whereabouts of the two Wolves that were going around the visiting all groups, if you know where they and their diaries are please let me know.
I have been very pleased to meet the Wolf Cub leaders that attend both the PTC and Woodbeads courses. I hope that they are well on with their written element and I’m confident they will be awarded their Woodbeads very soon.

HQ Commissioner - Scouts
Hello,
I hope everyone has got back to scouting properly over the past 12 months.
After the coronation of King Charles 111, the Scout Handbook was updated changing Queen to King in the appropriate places. This version was sent out by email to GSMs and will be updated on the website as soon as we can.
Since the updated Qualification and supervision document was produced in March 2023, please note that all Scout First Class hikes should only take place in terrain Zero which is defined below. Terrain Zero: Terrain which meets all the following criteria: - - is less than 500 metres above sea level. - is within 30 minutes travelling time from a road which can take an ordinary road going ambulance, or a building which is occupied (such as a farm) or another means of summoning help (such as an operational telephone box) - contains no element of scrambling.
As the First Class hike is not accompanied and should have minimal supervision, being the culmination of a Scouts training, there is no need, unless under special circumstances, to go into Terrain One.
I am currently working on updating the proficiency badges, if anyone wishes to make a change, please get in touch with me over the coming year and remember that these badges are as named ie being proficient not just having tried the subject.

HQ Commissioner – Senior Scouts
I hope that you are all back doing what Senior Scouts do best, scouting at its finest.
Over the past year I have approved ten Venturer Badges, three Bushman’s Badges and my greatest pleasure was to award six St Georges Awards. Well done to all and I would like to wish them all the very best in their future scouting journey.
As you may be aware I am stepping away from my position of HQ Commissioner - Senior Scouts and I would like to wish Alan the best in taking on this position.
I am now going to be taking on HQ Commissioner – Rovers and would like any Rover Crew or individual Rover to know that I am willing to try and answer any questions on Rovers and would be very happy to be invited to or indeed to officiate at Rover investitures.

HQ Commissioner - Training
I am pleased to say that we are now fully back to running all our internal Training courses.
Safeguarding is available to be ran F2F or on Zoom, which seems to be working well as it means we can have lots of leaders from different areas on the same course.
First Aid is being delivered well and we are offering either the oneday Emergency Outdoor First Aid or the more in depth 2 day Outdoor First Aid course, both of which now cover everything we need to know to be able to keep our members safe or to act on an emergency in any situation. (Although we all hope we will never have to). Our only difficulty at the minute is the fact that all the First Aid Trainers are from the North of the country, and I urge anyone from other parts of the country with the skill and willingness to take on the role to contact me.
Safety on the Hills is our internal training to help leaders understand what is required to be able to take our member on hikes, and check details for expeditions, as well as supervising our members when doing their more challenging expeditions themselves, for things like, First Class and Venturer hike, this is currently ran by one person in Northumbria as a 2 day training weekend, and then a separate 2 day assessment weekend. This course is proving difficult to manage at present as one person cannot deliver this training for the whole association. I am looking at ways to help make this training easier to deliver and accessible for all geographically.
PTC & Woodbeads training has been very well attended and I hope it continues to do so, this training is as important as any of the mandatory training we do as it ensures all our leaders are, for a better phrase “singing from the same sheet”. It is extremely beneficial not only for the candidates who are new to the association but also for those who may have been doing things for a while and may need a quick refresher on ceremonies or how to fill in forms or even how to access things online now.
I am very proud of each and every set of Woodbeads I present, as it shows that we are doing things right and following the training and values set out by Baden-Powell.
