Objectives and activities
Objects
The Lharity'5 objectives are to relieve the suffering and distress of pug dogs in need of care and attention,
inLluding vettriiiary. attention.
Oljjeclives, slrolegies andoclivilie5
Our national network of volunteers take surrender calls from within their areas and arrange pick up, transport
and placement in temporary foster homes. This allows a veterinary health check: behaviournl assessment and
neutering if necessary.
These volunteers also receive applications from applicants wishiiig to adopt a rescue pug, hoinc check suitable
applicants and arrange adoption. At all stages. the volunteer ensures microchip details are iipdatcd.
We attend appropriate events where we can give advice regarding the breed and raise awareness of our charity.
Local social event5 are also organised to share information and raise awareness and funds althou
with the
COVID-19 pandeinic: these activitie5 have been severely restricted. Several fundraising activities are ongoin
throu¥hout the year chiefly via our presence on social media and the web.
Publlc benefll
We relieve the mentsl srress for pug owners who. flir whatever reason. find themselves unable to keep iheir pet
pugs. We unite surrendered pugs with suitable forever homes where the new om'ner has a particular wish to offer
a home to a rescue pug. We offer support and advice to any pug owner whl) contacts us.
The trustees confiTm that tliey have complied with the reqiiirements of sectioii 17 of the Charities Act 2011 to
have due regard to the public benefit guidance piiblished bj. the Charity Commission for England and Wales.
Use of voltsnteers
We continue 10 realise the value L)f our many volunteers who give their time freely. Many have part or full-time
jobs and our work can require a quick response, often at unsociable times. Often the WL)rk L)f surrender is
emotionally challenging but our workers act sensibly yet sensitively.
Our supporters are devoted and continue tl) help us meet L)ur not inconsiderable expenses.

We have no staff, just unpaid volunteers. No one receives remuneration or benefits other than reimbut5einent of
authori5ed costs incutTed in the day to day work of our charity.
We cannot overemphasize our appreciation of our volunteers. The unpaid hours they give, often fjtting in the
charity work around their full or part-tiine jobs, enables us to boast that over 90°/o of our ani)ual income was
spent directly on the welfare of pugs surrendered to us.
We continue to receive generous support. not just financially. Some of these supporters remaiii anonymous and
many without any individual acknowledgement. We are grateful for these kindhearted people without whoni we
would be unable to continue our work.
AchieVe￿ents and performance
The Charity has had a good year, despite a number of challenges. The Charity rescued all pugs in need of rescue
and all were placed successfully in foster homes andlor pem)anent homes. With the cost of living crisis, there
has been an increase in the number of pugs being given up, as their owners simply can no longer afford them.
As in previoiis yeaTS, we have seen a lot of older piigs in need of our assistgnce, usually with often costly
medical Conditions, meaning that our veterinary bills hgve been very high. The vast majority of Ihese pugs with
long-temi medical condiiions were placed successfully in long-temi foster, where they will remain for the rest of
their lives. We hgve also seen an increase in 'bonded pairs, (again, often older dogs), who are dogs who have
formed a special bond with each other and cannot be separated. These have been placed in foster and we have
been successful in finding suiiable permanent hoines for them, biit as there are two dogs rgiher than one. this can
be little more challenging. Nevertheles5, all dogs have received the treatment they have needed and are placed
either in foster or it] pemianent hojnes.
PDWRA had a success￿7 stand at Cnifts dog show earlier this year, which allowed Ll5 to provide advice and
infoTmation about the breed and to increase awareness of our charity and its activities. The stand received many
visitor5 and was well-attended by volunteer5.

media activitie5, which are currentl}. Staffed entirely by voluiiteers. Our Social media presence assists us greatly
with fundraising. We have also received several substantial legacies this year.
One of our big challenges this year has been the need for more human resources. We have a coiisthnt need to
recruit volunteers and ihis can be challeiiging. as it is a commitment and it is of course unpaid. We are currently
about to launch another campaign to recruit more people.

Finaneial revie
Expenditure exceeded income by £107k due largely to increased levels of artivity and the impact of high
iiiflation on veterinary fees in ?023. The gain in investment value of £104k offset the difference, resiilting in a
modc%t net deficit for the year of £3k although thi% is a noll-cash item. The associatioii didn't receive any major
Icgacies in 20?3. however the it did rcccive si)me bequests for which the trustees are very grate￿]. Income from
charitable activities grem. slightly in 2023 but not to the same extent that the association's costs did however th¢
ndraising consiiliancy hired by association in Jul}, 2023 are a¢tively pursuing ne￿, income opporrunities ￿..hICh
should yield gromth iii income with effect from 2024.
The association's net position has stabilised now following the pandemic pressures earlier iii the decade such
that the net balance of unrestricted funds has remained largel), the same apart from the £3k deficit inC￿￿ed iii
2023 and when combiiied with the very low level of risk arising from accllmulated creditor balances (£12k at
the end of 202i), then tht associatitsn is able to continue to fund its woik for con)ing years as long as it
¢oi)tinues to receive similai level of intoine froin its SUPPOrters and fund raisers.
Polifjy oll reserves
Veterinary bills fonned most of our totsl expenditure. Such bills are Unpredictable alld difficult to budget for
but, with Ihe invaluable support of our veterinary advisors, we continue to make concerted efforts to eliminate
unnecessary costs. The reserve amount is reviewed annually and as we did not need to draw on it during 2022, it
may well be reduced in the future.
Our policy with substsntial legacies is, where possible, to add these to our existing investments which are spread
over 3 different COIF funds, utilising only the interest generated.

The charity is operated under the rules of its constitution deed adopted 2010211978 and most recently amended

Recruiimenl appoinlmenl ofiruslees
Potential new Irustees are identified by two means..
{ l) by adverrisement, primarily in PDWRA newsletters and other publications; and
{2) by existing trustees generally, but not exclusively. from active volunieers who have shown both skills which
would be an asset to the governing body and the necessary commitment to the charity.
Following a successful interview, potential trustees are proposed and seconded by existing trustees and, if
supported by a 314 majority of serving trustees, take up their position following successful background checks
where appropriate.
Statement of Responsibilities

The trustees are responsible for keeping proper accliunting records that disclose ￿'1th reasonable accuracy at any

Charities Act 2011, the Charities (Accounts and Reports) Regiilations 2008, and the provisions of the
constitution. The trustees are also responsible for safeguarding the assets of the charity and hence for taking
reasonable steps for the prevention and detection of fraud and other irregularities.

Charity) for the year elided 31 December 2023.
Responsibilities and basis of report
As the trustees of the charity you are responsible for the preparation of the accounts in accordance with the
requirements of the Charities Act 2011 ('Ihe Act'l.
I report in respeci of my examination of the Charity's accounts carried out under section 145 of the 2011 Act
and in Cgrrying out my examiiiation I have followed all the applicable directions given by the Charity
Commission under section 145(5Xb) of the Act.

Statement of compliance
The financial siatements have been prepared in accL)rdance w'ith the second editilin of the Charities Statement of
Recommended Practice issued in October 2019, the Financial Reporting Standard applicable in the United
Kingdom and Republic of Ireland {FRS 102) and the Charities Act 2011.
Basis of preparation
The Puq Dog Welfgre & Rescue Association meets the defillition of a public benefit entity under FRS 102.
Assets and liabiliiies are initially recognised at historical cost or trgnsa¢tion vglue unless otherwise stated in the
relevant accounting policy notes.
Going eoneern
-l-he financial stsiements have been prepared on a going concern basis.
The trustees assess whether the use of going concem is appropriate i.e. whether there are any material
uncertainties related to events or conditions that Jnay cast signific￿lt doubt on the ability of the charity to

of approval of the financial statements.

Charitable expcnditure comprises those costs incurred by the charity iii the delivery of its activities and services

indirect nature necessary to support them.

The charity is considered to pass the tests set out in Paragraph I S¢hedule 6 of the Finance Art 2010 and
thcrcfore it meets the definition of a charitable ci)mpany for UK corporation tax purpo%es. Accordingly, th¢
charity is potentially exempt from taxation in respect of income or capitsl gains received withiii categaries
covered by Chapter 3 Part I l of the Corporation Tax Art 2010 or Section 256 of the Taxation of Chargcabl¢
Gains Act 1992, to th¢ extent that such income or gains are applied ¢x¢lu5ively to ¢haritable purposes.
Fixed asset investments
Fixed asset investments. other tha]i programme related investments, are iiicluded at maTket value at the balance
sheet date. Reali5ed gains and losses oil iiive5tinents are calculated as the differeiice betweeii sales proceeds and
their Tnarket value at the start of the year, or their subsequent cost, and are charLFed or credited to the Statement
of Financial Activitie5 in the period of disposal.
Unrealised gains and losses represent the movement in market values diiring the year and are credited or
Charged to the Statement of Financial Activities based on the market value at the year end.
Trade debtors
Trade debtors are amounts due from customers for merchandise sold or services perfonned in the ordinary
Coutse of busii)ess.
Trade debtors are recognised initially at the transaction price. They are subsequei)tly ineasured at amortised Cost
using the effective interest method. less provision for impaimient. A provision for the impaimient of debtors is
esiablished when there is objective evidence that the charity will not be able to colleci all amounts due
according to the original tem)s of the receivables.
Cash and cash equivalents
Cash and cash equivalents comprise cash on hand and call deposits, and other short-tem) highly liquid
investments that are readily convertible to a known amount of cash and are subject to an insignificant risk of
change in value.
Trade creditor5
Trnde creditlirs are obligations to pay for goods or services Ihat have been acquired in the ordinary course of
business from suppliers. Accounts pavable are classified as current liabilities if the charity does not have an
uncondiiional right, at Ihe end of the reporting period. to defer settlement of the creditor for at leasi tw'elve
months after the reporting date. If there is an unconditional right to defer settlement for at least twelve months
after the reporting date, tho. are presented as non-current liabilities.
Trade creditors are recognised initially at th¢ transa¢tion price and subsequently measured at amortised ¢ost
using the effective interest method.
