(II) TO ADVANCE THE MUSICAL EDUCATION OF MUSICIANS AT THE OUTSET OF THEIR CAREERS AS PERFORMING ARTISTS BY PROVIDING THEM WITH SUPPORT, SPECIALIST TRAINING AND THE OPPORTUNITIES TO PERFORM AND WORK IN PUBLIC.
