Structure. Governance and Managèmènt
Burdens, Charitable Foundation (BCFI is consliluled as a charitable Irusl, which was formed on 6 April
1977 by Mr Wilfred Thomas Burden and Mrs Annie Eli£abelh Mildred Burden. boih of whom were
Trustees until their deaths in 1983 and 1992 respectivèly. Th8 present Twstees endeavour to govern
and direct the affairs of BCF in a manner which they believe accords wilh the wishes and intents of the
s&tllors and within the idealisms that they lypifled. BCF 1$ gov8med by a deed of settlement dated 6
April 1977.
The strategic manag8m6nl of BCF 18 carrf8d out by the Board of Trustees with approprlate
professional assistsnc8. Day-to-day runrnlng of BCF was carrled out during th8 year ended 30 June
2021 by Sally Schof18￿ with external support, as required.
Other than Edmund Jenkins, all the present Trustees are des￿ndantS of the founder, Mr W T Burden.
2nd historically mel formally al least twice a year bul slnce the start of the COVID pandemic, the
Iruslees have met more frequentty. All meetlngs have been done remotely rather than in person.
Prospective new Trustees have normally allended one or more of such meellngs before belng invited
formally lo become a Iruslée. Their background as to experience, skill, age and Iwalion Is ¢Jlverse
and their commitment to BCF is both v8luab16 and valued.
BCF owns 100QA ol th8 subsidiary company, BCF Capital Limited. whl¢h holds investments and
donates th6 company's profits lo BCF via Gift Aid. In order to further its charllable works, the charlly
works ckjsely with Assoclallons Burklnabe pour la Promotion des Aveuglgs el Malvoyanls {'UN-
ABPAM')- Butkina Faso's equlvalanl of the National Federation of the Blind in the UK.
Objectives and Actlvlties
BCF'S main activity is Ihe making of day-to-day payments lo Support charitable organisalions out of
thè income ol the trust fund.. there are no formal Teslriclions on the charitable activities that can be
supported, bul the Tnjslees. main activities Cur￿n11Y embrace the prevention and relief of acute
poverty, substantially through the M￿luM of education and healthcare and most espe¢lally in
countries such as those of sub-saharan Afri¢a. In 2004 funding from BCF financed the origlnal
building and establishment of a subslanlk?I primsry school, La Renaissance, in Ouagadougou Ilhe
capital city of Burkina Fasol, which is now owned and governed by a local foundation set up for the
purpose.

Achlevements and Performance
UN-ABPAM initiated a project lo build 8 much- needed secondary school In Ouagadougou and in
2021 buildlng work started and has progressed well during the yèar. BCF has agr86d lo make a grant
of É150,OIK) towards th8 Cost ofthe project ar7d during the year payments made amounl8d lo
109,000 lapproxlmat$ly £98.000). BCF secur8d via a generous anonymous donation a major part of
tha funds required and working in cooperalSon vAlh the TicTac Foundation ABPAM in Belgium, found
Ihe remainder of the funds required. In addlllon, funds dor¢ated in memory of AJ Burden, a previous

chair of Trustees, who died In sap1am￿r 2019, wer& ringfenced by the trustees for thls prolect and
havè bèèn usèd accordingly.

The Trustees confirm they have complled with their duly lo have due regard lo the guKlance on public
beneflt, published by the Charity Commission, in exercising Iheir powers and duties.

Foundation's Charllable purpose is enshrined in ils objects and the strategy pursued by the Trustees
continues lo support tha Foundatlon's aims and objectives.
Plan$ for Future Perlods
BCF'S current focus remains upon more broadly promoting and enabllng the education of b15nd 2nd
visually impaired young people in Burkina Faso. primarily by funding Ihelr education and whilst
onlinuing lo provide financial support for La R8naissance School lo the extent that it is still requlred.
BCF operates through ils own office in Ouagadougou working in close co-operation with the UN-
ABPAThA. In addillon lo the secondary school. another long-lèrm, signtficanl project is that of selllng up
a vocational school in parallal lo the secondary school which BCF'S IrL¢slees view 8s being of
considerable value for the young vlsually impaired young people in Burkina Faso,

The investment tx)wers of the Tn¢slees are unlimited. in that they may r8lain or make investments al
thelr complete discretion provlded Always that they estlmale that the rglurn Ilkely lo ba achieved is
consistent with the risk assumgd. In Ihls régard, investment decislons arè taken after havlng sought
and consldered appropriate advlce.
The present strategy of the Trust88s is cenlred on securing sufficient 51JStalnable income lo fulfil Ihelr
objective of continuing lo support their work In Burkina Faso.

The Trustees have ahmays recognised their technical power lo apply virtually thè entire value of their
invoslmenls to or for (he benefit of other charilable organisalions. However. il is unllkely that much if
any of Ihls capital valua will ba available in the short ltsrm to be applied in Ihls way. AS an AllèrnatSve
strategy, the Truste85 ar& seeking to secure a sustainablè income slream from their assets. which Is
sufficient to fund Ihelr own InlAndad future ¢harilable aolivities.

Grants are voluntary payments made to charitable Inslilulions. They are accounted for when
they have been approved by the Trustees and any conditions allached by them have been
sallsfied.
Sup8Nisory seNices are provided by tho Charlly's sole direct employee. who belng 8ubslanlially
resldent in Burklna Faso, is the FoundAllon's representallve on the management committee of La
Renalsgance in Ou8gadougou.

Monetary assets and liabilities denominated in foreign currencies are Iranslalèd into sterling al

settlement smounl after allowing for any trade discount due.

The Charlty only has financlal assets and financial liabilities of any kind that quallfy as basic
