The trustees present their report together with the accounts of the Society for the year ended 31 December 2020 which have been prepared in accordance with the Society's governing document, Statute and Statements of Recommended Practice.
Objects of the charity
Constitution: The Society's governing document is contained in the Objects and Rules, which were most recently updated in June 2009. The Society is registered under the Charities Act 1993, number 272899.
Objects of the Society: The principal object of the Society is to support the activities of Westminster Cathedral. Funds are raised to further this objective from membership subscriptions, donations, legacies and by means of a number of events approved and monitored by members of the Council, all of whom give their services on a voluntary basis.
Trustees: The Trustees, who are members of the Council, are listed below. The Society in Annual General Meeting (AGM) elects, from its members, Officers to hold the positions of Chairman, Vice Chairman and Honorary Treasurer, except if the administrator of the Cathedral is elected as Chairman he then has the right to appoint the vice chairman rather than that office being elected. The other members of the Council are also elected at the AGM. One third of the number of the Council, excluding the Officers and co-opted members, retire from office at each AGM. The members to retire are those who have been longest in office.
Tribute to Former Administrators
In our last report we paid tribute to Canon Christopher Tuckwell who died on 26 June 2020. Unfortunately, in January 2021 two former administrators also passed away.
It is with great sadness that we report the death of Monsignor Mark Langham who died on 15 January 2021. Father Mark was only 60 when he died having been a priest for just over 30 years almost half of which had been spent at Westminster Cathedral in a variety of roles. Fr Mark was ordained in September 1990 and his first appointment was as a chaplain at Westminster Cathedral. In 1993 he was appointed as precentor and from 1994 to 1996 as sub-administrator. He then moved to St Mary of the Angels Bayswater as assistant to Fr Michael Hollins who he succeeded as parish priest the following year. In the summer of 2001, he succeeded Monsignor George Stack, who had been appointed as a bishop, as Administrator. He served as Administrator for seven years until the summer of 2008. His time as administrator saw the installation of a number of Mosaics and the alterations to the steps to the West Door to make it wheelchair accessible.
It is with great sadness that we also report the death of Bishop Patrick O’Donoghue on 24 January 2021. As Fr Patrick O’Donoghue he was sub-administrator of Westminster Cathedral from 1978 to 1985. This was a period of change and development with the Cornerstone Centre in the space now occupied by St Paul’s bookshop and the creation of The Passage and the Cardinal Hume Centre both within the parish. From 1985 to 1990 he was Rector of Allen Hall Seminary and returned as Monsignor O’Donoghue to be Administrator of Westminster Cathedral from 1990 to 1993 before his appointment as a bishop. In his brief period back at the Cathedral there were considerable financial challenges. Cornerstone was repurposed as St Paul’s bookshop a valuable resource in its own right and also a source of rental income. He worked closely with the Friends on fundraising. Both as Administrator and subadministrator he was the force behind interesting events and initiatives.

Membership
During 2020 66 (2019 - 18) new members joined, and sadly the deaths of 20 (2019 -17) members were reported, 9 (2019-25) members resigned their membership. A further 21 (2019- 195) members are no longer in touch with the Society. At the end of the year there were 1,435 (2019 - 1,423) members.
We are grateful to Gillian Burke who has worked hard to sort out our database glitches and move us on to a system fit for purpose.
Review of activities
The Friends Society usually offers a full programme of events for spring and autumn. The events programme for spring/summer 2020 had to be pulled because of the Covid pandemic. In the spring, just two in-person events took place: a walking tour of Clerkenwell, led by Dr Anthony Weaver, and a talk in the Clergy House Library by Prof. Diane Purkiss of Keble College, Oxford.
It was clear that none of the planned tours could go ahead, but the Friends felt it was essential to maintain an online programme so that the Society could continue to be a support to the wider membership. A trial quiz, with Fr Humphreys as quizmaster, was held via the Friends’ Facebook page. The Friends took out a Zoom subscription to enable the better transmission of talks and further quizzes and set up an online payment system via Virgin Money Giving. Where possible, the planned programme was put online with speakers delivering their talks via Zoom. Two filmed events were held. A tour of the sacristy with the Sacristan in conversation with our Vice-Chairman, and a Christmas organ recital which was live to the Friends and then subsequently available on YouTube.
Our speakers during the year included: Prof. Martin Dubois of Durham University who spoke on the Jesuit poet Gerard Manley Hopkins; Fr Nicholas Schofield – the Diocesan Archivist – who spoke on the Papal Zouaves; Prof. Caroline Barron who spoke on St Thomas Becket (notably, his links with London); Dr John Harvey on the Catholic painter Peter Paul Rubens and Peter Howell on the Cathedral architect, John Francis Bentley. This latter talk was offered free as a thank-you to the Facebook Community and will be planned in-person in the coming months. Paul Pickering also presented online art history talks throughout the year.
With the slight easing of restrictions, the Friends arranged two walking tours: one with Joanna Bogle, and one with Paul Pickering. However, the very late notification of further Covid restrictions meant that these were severely restricted in number. The Friends continued to send out the newsletters in 2020 and in the autumn, we also sent out a special Memorial Booklet in honour of Canon Christopher Tuckwell RIP. The Canon Christopher Tuckwell Memorial Appeal was also launched.
The Covid pandemic meant that there could be no Christmas Fair in 2020, but a Christmas Raffle was held, with tickets sent to all members with the autumn mailing.
The Friends’ increased online presence meant that there was a much wider and more immediate contact with over 1000+ people via the Facebook page and Instagram. This benefited the Christmas online giving campaign Big Give, and the target was exceeded by £8000. Due to the COVID-19 situation the AGM was deferred from June when the meeting is normally required under the objects and rules to 15 September in accordance with Charity Commission guidance.
Review of the financial position
- During the year the Society generated income of £116,082 (2019 £86,810) and have incurred expenses of £58,268 (2019- £66,771) which included professional fees in relation to - Westminster Cathedral Hall of £7,607 in 2019, thus generating £57,814 (2019 £20,039) from operations in the year to support the work of Westminster Cathedral. Grants - falling due in the year amounted to £83,546 (2019 £9,147) resulting in a net decrease in funds of £25,732 (2019-£ 10,892 increase). The accumulated fund has declined by £23,164 (2019 - £30,584) to stand at £26,461 (2019 - £49,625). The Society is successful in raising funds for specific projects within the Cathedral; raising funds to meet its own running costs has proved more difficult. Although the trustees consider the present position to be satisfactory, the development sub-committee continues to look at fundraising and measures to increase the membership of the Society to increase the unrestricted income.
Effect of COVID Pandemic on Operations in 2020
A major part of the Friends operations is the holding of various events all of which have not proved possible since early March 2020. Christina White has kept in touch with Friends by various means including telephone, email and Royal Mail. Most particularly the regular use of Facebook and Instagram has increased the membership of the Friends and kept us in touch on a daily basis with many members.
Our events income for both 2020 and 2021 is a small fraction of the amount generated in earlier years. No further grants will be made to the Cathedral from the accumulated fund for the time being. The trustees are confident that the measures in place including the work of the new development sub-committee will secure the future of the Friends and redevelop it into a major fundraising force for the future of Westminster Cathedral.
Public benefit statement
The trustees confirm that they have complied with their duty under section 17 of The Charities Act 2011 to have regard to public benefit guidance published by The Charity Commission. The Council has referred to the guidance contained in the Charity Commission’s guidance on

public benefit and has planned The Friends’ activities to avoid the granting of any private benefit other than a private benefit which is purely incidental to carrying out The Friend’s objectives. The Council believes it has followed the Charity Commission’s guidance in this area.
Westminster Cathedral is a very popular building attracting large numbers of visitors every day. Although its primary purpose is as the Cathedral for Westminster Diocese and as a busy city centre parish, many people from further afield and from other Christian denominations, other faith communities and of no faith use the Cathedral. It is an oasis of prayer, calm and spirituality in our busy city as well as an attraction due to the art and architecture of the building and the quality of its music. In supporting Westminster Cathedral the Friends help to provide a valued facility to the wider public.
Key management personnel
The trustees consider themselves as trustees and the director to comprise the key management personnel of the charity in charge of directing and controlling, running and operating The Friends on a day to day basis. All trustees give of their time freely and no trustee received remuneration or reimbursement of expenses in the year.
The pay of the director is reviewed annually and normally increased in accordance with the cost of living increases awarded to employees of the Archdiocese of Westminster.
Risk factors
The trustees have considered the major risks to which the Charity is exposed. These include a reduction in income, a drop in membership and the loss of records. The concerns are being addressed by fundraising, the programme of events, the campaign to recruit new members and procedures to back up computerised records. There is a particular risk of breach of data protection laws particularly with the introduction of the General Data Protection Regulations (GDPR). The trustees consider they have adequately assessed this risk and taken the necessary steps to protect data and obtain consent to use data where the use is not justified by legitimate commercial interest.
Going Concern
The trustees have considered the future of the operation of the Friends. By the very nature of the operations most of the income of the Friends is raised from fresh initiatives each year. However, the trustees believe that all definite funding commitments are covered by designated and restricted funds held at 31 December 2020, apart from some outstanding obligations relating to the refurbishment of the Cathedral Tower and Lift project. At 31 December 2020 £17,456 was outstanding, has been paid £5,894 from restricted funds and £11,562 from the accumulated fund in 2021. On that basis the trustees have concluded that the Society of Friends of Westminster Cathedral is a going concern.

STATEMENT OF TRUSTES' RESPONSIBILITIES
The trustees are responsible for preparing the Trustees’ Report and the accounts in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).
The law applicable to charities in England and Wales requires the trustees to prepare accounts for each financial year which give a true and fair view of the state of affairs of the society and of the incoming resources and application of resources of the society for that year.
In preparing these accounts, the trustees are required to:

select suitable accounting policies and then apply them consistently;
-
observe the methods and principles in the Charities SORP;
-
make judgements and estimates that are reasonable and prudent;
-
state whether applicable accounting standards and statements of recommended practice have been followed, subject to any departures disclosed and explained in the accounts; and,
-
prepare the accounts on the going concern basis unless it is inappropriate to presume that the charity will continue in operation.
The trustees are responsible for keeping accounting records which disclose with reasonable accuracy the financial position of the charity and which enable them to ensure that the accounts comply with the Charities Act 2011, the Charity (Accounts and Reports) Regulations 2008 and the provisions of the trust deed. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

TO THE TRUSTEES OF THE SOCIETY OF FRIENDS OF WESTMINSTER CATHEDRAL
I report to the trustees on my examination of the accounts of the Society of Friends of Westminster Cathedral (the Charity) for the year ended 31 December 2020, which are set out on pages 8 to 16.
Responsibilities and basis of report
As the charity trustees of the Charity you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011(‘the Act’).
I report in respect of my examination of the Trustee’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.
Independent examiner’s statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:
-
(1) accounting records were not kept in respect of the Charity as required by section 130 of the Act; or
-
(2) the accounts do not accord with those records; or
-
(3) the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair view’ which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1 Accounting policies
1.1 Basis of preparation
The accounts are prepared under the historical cost convention.
The accounts have been prepared in accordance with the Statement of Recommended Practice "Accounting and Reporting by Charities" issued by the Charity Commission Charities SORP (FRS 102)), (effective 1 January 2015) and the Charities Act 2011.
- 1.2 Tangible Fixed assets and depreciation
Tangible fixed assets are stated at cost less depreciation. Depreciation is provided at rates calculated to write off the cost less estimated residual value of each asset over its expected useful life, as follows:

Stock is valued at the lower of cost and net realisable value.

1.4 Life subscriptions Life subscriptions are credited to the Statement of Financial Activities in seven equal annual instalments.

15 Related Party Transactions
The members of the Council, who are trustees of the charity, are related parties. The members of the council have all attended Friends events during the year. They have purchased tickets on the same basis as other members of the Friends.
