The trustees present their report and accounts for the year ended 5 April 2023.

The accounts have been prepared on the receipts and payments basis in accordance with the accounting policies set out in note 1.

Constitution

The Trust was constituted on 23 March 1976.

The income and capital of the Trust is held by the Trustees for such charitable purposes as they think fi t.

Objects and activities

The charity's objects are to support a variety of causes which are biased towards Hat fi eld, Cranborne and the support of agricultural and scienti fi c pursuits.

Review of activities

The Trustees received a number of applications for assistance during the year, and were able to make funds available to those applicants who met the criteria under the terms of the Charity. The Trustees have reviewed the major risks to which the charity is exposed and have established systems to mitigate those risks.

Reserves policy

No assets are held under restrictive covenant, so that the reserves are distributable at the trustees' discretion.

The Trustees policy is to maintain a level of reserves which will provide a stable base for the Charity's continuing activities. The Trustees believe that the reserves are su ffi cient for its current purposes, and these are reviewed on a regular basis.

Public bene t statement

The trustees, having regard to the Public bene fi t guidance published by the Charity Commission in accordance with section 17 of the Charities Act 2011, consider that the purposes and activities of the charity satisfy the requirements of the public bene fi t test set out in section 4 of the same act.

Investment policy

The Trust Deed authorises the Trustees to invest the charity's funds in any investment assets.

Distribution policy

The Trustees' policy is to distribute all income as soon as practical after its receipt.

Results

The charity received income during the year amounting to £74,026 (2022 - £67,538). The Trustees were able to apply £107,617 (2022 - £65,860) for charitable purposes and required £2,293 (2022 - £2,146) for administration. There was also £3,950 paid in accountancy fees which are due to be reimbursed (2022: £nil). There was a net de fi cit for the year of £39,834 (2022 - £468).

Review of ongoing position

The year ended 5 April 2023 has seen an application of funds under clause 4(b) of the Trust Deed of £107,617 (2022 - £65,860) as detailed in note 2.

The assets of the general and expendable endowments funds are available and adequate to ful fi ll the obligations of the Charity.

New Trustees are recommended by donors to the charity, and their appointment is considered by the existing Trustees.

The trustees are responsible for keeping proper accounting records which are su ffi cient to show and explain the charity's transactions and disclose with reasonable accuracy at any time the fi nancial position of the charity and enable them to ensure that the accounts comply with the Charities Act 2011, the Charities (Accounts and Reports) Regulations 2008 and the provisions of the trust deed. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

Independent examiner's report to the trustees of Salisbury New Pool Settlement - Charitable Fund

I report to the trustees on my examination of the fi nancial information of the Salisbury New Pool Settlement - Charitable Fund for the year ended 5 April 2023 which comprises the receipts and payments account, the statement of assets and liabilities and the related notes.

Respective responsibilities of trustees and examiner and basis of report

As the charity's trustees you are responsible for the preparation of the fi nancial information in accordance with the requirements of the Charities Act 2011 ('the Act').

I report in respect of my examination of the charity's fi nancial information carried out under section 145 of the Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent examiner's statement

I have completed my examination. I con fi rm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the charity as required by section 130 of the Act; or

  2. the nancial information does not accord with those records.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the fi nancial information to be reached.

1 Accounting policies

1.1 General information

The Salisbury New Pool Settlement is an unincorporated trust, constituted under a charitable trust deed on 23 March 1976. Is it registered with the Charity Commission in England & Wales (No. 272626).
