## **Aims and Purposes** 

The objective of the Museum is “To collect, preserve and interpret the artefacts and tell the story of the 6[th] Foot, the Royal Warwickshire Regiment, the Royal Warwickshire Fusiliers, and 2[nd] Battalion the Royal Regiment of Fusiliers and its successors,  and  to  make  them  accessible  and  of  educational  benefit  to  the public, particularly future generations and thereby to foster an interest in the nature of soldiering and to reflect the historic nature and continuing link between The Regiment and the people of Warwickshire and the West Midlands.” 

The Museum is a registered charity number 272 357 and is governed by: 

- Trustees Deed Declaration dated 13 October 1976. 

- Trustees Deed document T80(S) / 93: SC 272 357 dated 11 May 1993, amended by 

- Trustees Deed document W90 / 97: SC 272 357 dated 6 March 1997. 

The Museum has Accreditation status (No. 628) with Arts Council England (ACE). 

Historically,  the term  “Warwickshire”  relates  to  the  current  county boundary together with the Eastern and Southern portion of the West Midlands, namely part  of  the  City  of  Birmingham,  the  City  of  Coventry,  Solihull  and  Sutton Coldfield. 

The Museum is located on the first floor of St John’s House in Warwick – a building owned by Warwickshire County Council (WCC). The displays are a mix of objects, models, things to do, graphic panels and oral history audio points where ex-soldiers relate their experiences in World War One and World War Two. 

Last year the Trustees had determined that to ensure the long term sustainability of the museum, it should move to a site in the centre of Warwick to place it more centrally on the tourist trail. Pageant House was identified as a suitable location and planning for the move commenced immediately. 

## **Covid-19 and Planning for the Future** 

Like the rest of the country, Fusiliers Museum Warwick has suffered from Covid19. Mid March to mid-August saw an enforced closure although, optimistically, we prepared to commemorate VE 75 with other organisations in Warwick until that event also fell foul of the pandemic. Armed Forces Day in June went the same way. 

Our major concern was financial survival. However, a three month rent holiday from the County Council, a twelve month rates holiday from the District Council and business grants went a long way to ease those worries. Our two members of staff  continued  to  work  answering  family  queries  and  working  towards  our relocation and design of the new display space. 

Despite the pandemic, work on the relocation to Pageant House in the centre of Warwick was able to continue within the Government’s guidelines. After seeking expressions of interest, we appointed a local firm of architects to manage the 



building works in Pageant House and then a firm of museum design consultants to help us design the space in our new location. Work was carried by a mixture of Zoom  and  socially distanced meetings.  Inevitably, Covid-19  has  delayed our planned opening: April 2021 has slipped to at least April 2022. Towards the end of the Summer a number of “Covid Relief or Survival” funds became available for the Arts and Heritage sector. We were successful in our bids for grants for funds to cover our routine operational costs for several months, for purchases of capital equipment and to fund work by the museum design firm. 

A week after reopening in August, the museum hosted the England Section of the Veterans’ Awards 2020. This event was the presentation of certificates to those who were shortlisted for the Finals. Despite the wet weather, nearly 40 winners took part and received their certificates from The Lord Lieutenant, Mayor of Warwick  and  two  local  retired  Fusilier  Officers.  The  Awards  showcase  the achievements of service leavers in a dozen categories from Health (physical and mental), fitness and contribution to society to those companies which go “above and beyond” in recruiting from the veteran community. 

A major event of the year has been the acquisition of a First World War memorial plaque for 2Lt Euan Lucie-Smith. This came up for auction in London and we were alerted to the fact that he was commissioned into The Royal Warwickshire Regiment. The item caused much excitement in the media in that this Jamaican born officer from a mixed ethnic background was now considered to be the first such individual to be commissioned into the British Army (September 1914) and to die in battle during that war (25 April 1915). The estimated price was £600£800 but, because of its historical significance, it was expected to reach a much higher price. Fundraising began in earnest and due to the generosity of a large number of people a healthy war chest was accumulated or pledged due to the hard work of Stephanie Bennett our Curator. The bidding, handled on our behalf by  one  of  or  Trustees  who  was  “in  the  business”,  was  brisk  and  we  were successful at the hammer price of £8500.00. Including commission, the total cost was just shy of £11,000.00. 

Throughout the year, the Relocation Team continued to meet monthly to move forward the project to relocate the museum. The concept for the design of the new space is complete and signed off. The detailed design work is under way and is expected to be completed by late April 2021. The architect has submitted proposals  to  the  Planning  Department  in  Warwick  District  Council  and  their response is awaited. 

## **Community Engagement and Outreach** 

Covid-19 has made this aspect of our operations impractical. However, our social media outlets have been regularly updated. 

The  Friends  of  the  Museum  (a  separate  charitable  body  in  their  own  right) continue their series of lectures at the museum or by Zoom on a variety of military subjects to maintain the profile of the museum and to raise money.

Our efforts have been limited by the pandemic but nevertheless, the strategy continues to be:

   - The regimental family (retired officers and Association members)

   - Legacies 

The accounts for 2020-21 accompany this report and show that the Trustees have been able to amass a substantial sum to support the museum’s day to day operational cost during the next 12 months.

Aim$ and Purposes
Tho objective of the Museum is 'To colttsct, presarve and interpret the artefa¢ls and tell the story of the 6th
Fool. the Royal Warwid(shire Regiment, the Royal Warwtckshire Fusilier8. and 2nd Battalion the Royal
Regiment of Fusiliers and ils suc¢essors. and to make them 8¢cess*ble and of educational benefit to the
public, particularly fijlufe generations and thereby lo foster an interest in the nalure of soldiering and to
relect the historic naturè and conlbnuing link btheen The Ragiment and the people of Warwickshire and
the West Midlands."
The Museum is a regIste￿d charity number 272357 and is govemed by..

The Museum has Accreditation status (No. 628) with Arts Council Englat7d {ACEI.
Historically, the term "Warwickshire" relates to the current county boundary together with the Eastem and
Southem portion ol the Vvest Midlands, namely part of thtr City of Birmingharn, the City ol Coventry,
Solihull and Sutton Coldfield.
The Museum is located on the first floor of St John's House in Walwick
a building ownèd by
Warwickshirè County Council (WCC). The displays are a mix of objects, models, things to do, graphic
panels and oral history audio points where ex-soldiers ralale thelr expertences in Wortd War One and
World War Two.
Last year tt)e Trustees had detemiined that to en$LJre the long term sustainability of the rTtuseum, il should
move to 8 site in the centre of Warwick to place it more centrally on the tourist trail. Pageant HoLJS& was
identified as a suitabltr location 8nd planning for tho move ¢ommen¢ed imme(Jialely.
Covffd-19 and Plannlng for thè Futurg
Lik• the rest of the county. Fusiliers Museum WaNfick has suffereil from Covid-19. Mid Marctl to mid-
August saw an enfor¢ed closure although. optimistiully, WÈ preparad to commemorate VE 75 with other
organisations in Warwick L*ntil that gv•nt alscl fo11 foul of th8 pandemic. Armed Forces Day in June weni
the same way.
Our major concem was financi81 survival. Howevèr, a three month rent holiday from the County Counol, a
twelve tnonth r*e8 holiday from the District Counal and business grants went a long way to ease those
worries. Our two members of staff continued lo work answering family queries and worf(ing towards our
relocation and design of the new display space.
Despite the pandemlc, work on the relocation to Pageant HoLJse in the centre of Warwick was able lo
continue within the Government's guidelines. After seeking expresslons of interest, we appointed a local
fimi of architects lo managé the building works in Pageant House and thgn a fim) of museum design
consutt8nts to help us design the space in our new location. Work was carried out by a mixture of Zoom
and soaally distanced meetings. Inevitably, Cov*d-19 has delayed our planned opening.. April 2021 has
slipped to at least April 2022.

Trustees's Report
Towards the end of the Sumtner a number of "Covid R@l>&f or Survival" funds berame available for the
Arts and Heritage se¢lor. We were suce£ssfvl in our bids for grants for funds lo cover our routrne
opernlional costs for several n7onths, for purchases of capital equipment and lo fund Work by the museum
design firm.
A week after reopening in August, the mLrseum hosted the England Section of the Veterans, Awards 2020.
This event was the presentatlon of certifi¢ales to those who were shortlisted for the Finals. Despite the
wet weather. nearfy 40 winn&is look part and reeeryed their ￿rtifICateS from The Lord Lieutenant, Mayor
of Warwck and two local retired Fusilier Officers. The Awards showcase the achl&vemetts of service
leavers in a dozen categories from Heattb (physical and mental), fftness and c¢nlribution to society lo
those Companies which go'above and beyond" in recruiting from the veteran community.
A major 6vent of the year ha5 been tho acquisition of a First World War memorial plaqts& for 2Lt Euan
Lucie-smith. This (3me up for auction in London and we were alerted to the fact that he was
commissioned Into The Royal Warwickshire Regiment. The item caused much excitement in thè media in
that this Jamaican bom officer from a mixed ethnic background was now considered to be the first such
individual to be commissioned into the Bri118h Am)y {September 19141 and to die in the battle during that
war125 April 19151. The estirnaled pri(* was £600-£800 btjl. because of its historical significance, il was
expected to reach a much h&gher price. Fundfaising began in earnest and due to tt)è generosity of a large
number of people a healthy war chest was accumulated or pledged due to hard work of Stephanie
Bennett our Curator. The biddin9, handled on our behalf by tsne of our Trustees who was "in the
business" was brisk and we were suc￿Ssful al the hammer price of 28,500.00. Including commission.
the total cost was just shy ot £17,000.￿).
Throughout the year, the RelocAlion Team continLtèd to meet monthly to move forward the project to
relocate the museum. The conc8Pt for the design ¢)f the new Spa￿ 18 complete and signed off. The
detailed design wtstk is und8r way and is expected lo be completed by late Aprl 2021. The architect has
submitted propgsals to the Planning Department in W8Thvick Discrict Council and their response is
awaited.
Community Engagement and Outrv¢h
Covid-19 has made this 88pect of our opèr81ions impractical. Howev¢r. our social media outlets have
been regularty updated.
The F¥Sonds of the Museum18 separate charitable body in their own rightl continue their Series of lectures
at the museum or by Z(x)m on a variety of military subjs¢ts to maintain the profile of the museum 8nd to
raise money.

The trustees Iwho a￿ also the directors of The Royal Regiment of Fusiliers Museum (Royal
Warwiekshirel for the purposes of company lawl are responsible for preparing the Iruslees, report
and the financial statements in accordance with the United Kingdom Accounting Stsndards (United
Kingdom Generally Accepted Accounting Practice) and applicable law and regulations.
Company law requires the trustees to prepare financial statements for each financial year. Under
company law the trustees musl not approve the ffnancial statements unless they are satisffed that
they give a true and fair view of the stale of affairs of the charitable company and of ils incoming
resources and application of resouces, including ils income and expenditu￿, for that period. In
