Structure. gavernance •nd manag•m¢nt
The County's governing documents are those of The Scout Associats'on. They consist of
Royal Charter, which in turn gives authorty to the Bye Laws of the Association and The
Policy, Or9anisation and Rulcs of tho Scout Association.
The County is a trust established under rules which are common to all Scouts. It is also
a Registered Charity in its own right number 272028.
The Trustees are appointed in accordante with the Policy. Organisation and Rule5 01 The
Stout Association.
The County is manèged by The Trustee Board, the members of which are the 'Charity
Trustee5' of the County which is an educational charity. As charity trustees they are
responsible foi complying with legislation applicable to chartties. This includes the
registration. keeping proper accounts and making returns to the Charity Commission as
appropriate.
The Board consists of the Chairman and Treasurer together with the County Lead
Volunteer and up to nine other members, to make a trustee board of between five and
twelve people. agreed at tho AGM. These members are either appointed at the AGM or
by the County Scout Council or co-opted by the Trustee 8oard. The number of co-opted
members will not exceed the actual number of appointed members, pxcluding the Chair
and Treasurer.

The Board exists to 5UPPOrt the County Lead Volunteer in meeting the responsibiltties of
the appointment and is responsible for:

The development of the County..
The training of leaders and administrators..
The iaising of funds and the administsatson of County finance:
The insurance of persons. property and equipment.
County public occasions..
Asslsting in the recTUltment of leaders and other adult support..
Appointing any sub committees that may be required..
The Board has a Finance sub-committee which meets as required. The Trustee Board
itself usually meets quarterlv.
Risk and intèrnal Control
The County has in place systems of internal controls that are designed to provide
reasonable assurance against material mismanagement or loss. These include two
sionatories for oll payments and comwehensive insurance policies to ensure that
insurablp risks are covered.

The objectives of the County are as a unit of The Scout Association.
The Aim of The Scout Association is to promote the development of young people in
achieving their full physical. intellectual, social and spiritual potentials as individuals, as
rcsponssble citizens and as mombers of their local, national and international
commltnities. Tho method of achieving the Aim of the Associalion is by providing an
enjoyable and attractive scheme of progressive training, based on the Scout Promise and
Law and guided by adult leadership.

In the County of Greater London North our objectives are currently as follows..
To make quality Scouting available to every young person in the catchfflent area
of the County, iegafdless of gender. Tace, ethnicity, religion or disability.
To ensure that every Scout Group offers the opportunity for young people aged
4 to 25 to progress through the Scout sections in a clearly identifiable way. erther
within their Group. or through formal arrangements with other Scout Groups and
District and County led provisions.
To continually'qualsty assure. the quality of Scouting in every Scout Group.
To continuously recruit and retain adult leaders and helpers.
To mabntain a quality programmo of adult training and development.
To build strong team5 of adults who will deliver the County's objectives.
The County supports the work done in Group5 and Districts in delivering the programme
bv:
Delivering the national modular adult training scherne.
Supporting and promoting partieipation in national and international events.
Providing leadership and guidante both for District Managers and those who
manage specrfic sections within districts.
Providing County-wide events and competitions, e.g. handicrafts. camping, water
acts'vities, hill walking and climbing etc.
Liaising with othor Scout Covnties to share resources and good practice.
A¢hl•vements and P•rforniance
2025 proved to be another very busy year at Gieater London North Scout County. The
County continued to provide its young people with a full programme of activtties. event5
and adventures. all supported by its team of dedicated and trusted volunteer.. The
County also worked tirelessly to ensuro full compliancc aeross Safoty, Safeguarding and
First Aid and to review updated regulatory advite and guidance across all Group, District
and County Trustee 8oards. In addition to this, the County focused on adapting to role
name changes and embracing the new digital tools following the rollout of the new
membership system across the Scout MovemenL
In April 2025. we welcomed the news that Greater London North IGLNI had been
setected to send two full units to the 26th World Scout Jamboree in Gdansk. Poland.
taking place in the SLJmmer of 2027, with each unit comprising 36 young people and 4
leaders. GLN invited applications from a¢r055 the County to be part of the jamboree
Leadership Team or to supportthe jamboree as part ofthe UK Contingent Support Team
or the Intornational Support Team. Following a round of interviews, the Leadership
Team was appointcd and preparations began on holding J number of selertion events
towards the end of the yeor in order to recruit the 72 young people who would be invited
to be part of GLNS 2 unit contingent.

On Sunday 27th April 2025, 5 King's Scouts ffom Greatei London North gathered at
Windsor to attend the prestigious 'Day of Celebration and Achievement,. A150 in
attendance were S of Greater London North's Silver Wolf recipients and I recipient of
the Bar to the Silver Acorn.
In association wrth YOU London. on Saturday 7th June 2025. Greater London North were
delighted to send a contingent of 68 young people and adult volunteers to attend the
Colonel's Review of Trooping the Colour. As always, our delegates proved to be
wonderful ambassadors for Scouting. Our thanks go to YOU London for providing our
County with this wonderful opportunity
At the AGM held at Stout Park in lune 2025. we were delighted to appoint Claudotte
Ward and Gurkiran Duggal to the County Trustee Board who weie both reciuited
following our open selertion pr¢xess. Our aim this year 15 to continue on this recruitment
drive to further increase the size of our Trustee Board. During the AGM. wo were
honoured to present Elizabeth Glindon from Barnet District with her Chief Scout's 50
Year Service Award and Hedley Warner from SoLtthgate District with his incredible Chief
Scout's 60 Year Service Award - we send them both our conglatuiations.
In Octobef and November 2025. three Jamboree selectton days took place at Scout Park.
led by the newly appointed jamboree Unit Leaders. Matt Lightfoot and Chartie Cumber.
who ensured that the events were fully accessible and inclusive to all young people
wishing to takc part. Over the course of the thrcc days. over 200 young peoplc took part
in vaiious group activities and challenges to showcase their talents and their team
building skills. 72 young poople from a diverse fange of backgrounds. ethnicitie5 and
gonders woro thcn scloctod. through a Selertion Committce mado up of 9 people, to be
part of our 2 unit contingcnt to the Jamboree. Our thank5 go to Matt and Charlie. who
together with Katie Davis. led a team of volunteers who helped to run and support the
three selertion days.
During 2025 12 King's Scout Awards were achieved across the County with 3 more
having beèn achieved during just the first few months of 2026. Our congratvLation5 go
to all of our King s Scout achievers and to Chris Foster for his year5 of dedication
5UPPOrting young people in èchieving Scout'5 Top Award.
In 2025, we presented 22 Adult Awards which included a Silver Acorn foi Matthew
Cook. These awards are hugoly important in order to ensure that Ouf adult volunteers
continue to be suitably recognised for their exceptional service.
We were delighted to once again be able to hold the Chiltern 20 and Southern 50 events.
w¥th the Chiltern 20 taking place in October 2025 and the Southern SO taking place in
February 2026. In 5Plte of some challengos and disruption in the days loading up to the
Southern 50. both events were hugely attended and both were a resounding
success. Di5CUSsions are ongoing to Mit￿ate any similar issues taking place at eithe¥
event in the future. Our thanks go to the Chiltern 20 and Southern So Committee5 for all

of their hard work and effort in running the events and ensuring that both events remain
two of the m05t long running and successful events in UK scouts"ng.
Wo were delightod thèt so many international camps and expeditions took place,
including camps to Kandersteg and to the Essex jamboree and also Explorer Belts in
Denmark and Germany. A number of other events also took place in¢l¢Jding the annual
Monopoly Aun Scouting competition run by Mike Thurston which took place in April 202S
and two Hillwalking weekends led by Chris Stevenson which took place in the Peak
Distrirt In lune 2025 and in the Lake District in january 2026, where Leaders were able
to gain walking experience in the upland environment and undertake the training
required to 9ain hillwalking permits. In Ortobcr 2025. 40 Explorors from different units
acTOSS the County took part in the County's 5th County ExploreT Hillwalking Weekend
where they were able to bond, work together and support each other to be resilient and
enjoy the beauty of Eryri National Park in North Wales. A dedicated S£￿t Section
Hillwalking Weokend also took place in May 2026 to the Peak District. Our thanks go to
all of the adult volunteers who dedicate hours of their time to arranging and supporting
these events.
In November 2025. GLN were honourod to be part of a group of Scouts from acr055 the
London Counties selected to act as Guards of Honour and Way Finders as part of the
March Past The Cenotaph on Remembrance Sunday. GLN'S 2 Guards of Honour ILouis
Charalambous and Henry Thomasl provided a static guard whilst our 4 Way Finders
IEvie Flctchcr, Harry Agrawal. lamos Dclancy and Nicole Lesliel a5S15ted tho Royal
British Legion on the Parade ground by being a friendly face, handing out order5 of
service and providing support to veterans with direction5. All of the representatives were
King or Qucen Scouts achievers lor weie working towards theml and they all did
fantastic job acting as wonderful ambassadofs for the Scout Movement.
In September 2025 and after many years of searching, we weie delighted to appoint Julie
Bon a5 the County's new Trcasuror. taking over from Brian Hosier M8E to whom we owc
debt of gratitude for the many many years of 5Qtwice and dedication that he has given
to our County. Our immense thanks goes to Julbe for taking on this role and to John
Nelson for his support during the recruitment process aThJ handover.
During 2025, 117 Young People and 14 Leaders were r¥cognised through the Jack
Petchey Achievement Awards scheme, adrninistered by otst County Administratoi, Jackie
Hartog, which resulted in c. £50.000 In grants being awcirded to Group5 and Units across
the County. In February 2026. District Lead Volunteers. member5 of our County Team
and our TTUStee Board, parents, volunteers and dignitaries from across the County
gathered at the Arts Depot in North Finchley to attend the lack Petchey Achievernent
Awards ceremony, hosted by thc Jack Petchey Foundation, to celebrato the achievements
of the award WFnners in what was a very spocial and uplifting event. Entertainment
included a presentation by Chris Foster on the Southern 50 event and by john Nelson on
the Explorer Belt. A special presentation was also made to one of the Leader Award

recipionts. Robert Brooker, who was Presented with his Chief Sc(yJt's 50 Year Service
Award.
Following Ayesha Arsh3d's appointrnent as GLN'S Local Giowth OffKer in February
2025. the County continued to support the development of local Scouting a5 part ol the
Underrepresented Communities Fund development project, specifically young people in
Index of Multiple Deprivab'on ban(J 1-3 and volunteers fiom Black. Asian and minority
ethnic communities. The 2-year project came to an end in April 2026 and live projects
have been handed over to our District5 in order to ensure their future sustainabilty.
On Saturday 14th March 2026. a London Adver*ture Conference took place which
brought together Adventure Teams from acioss the London Region. including
representative5 from GLN, to help shape Scouts future adventure ottering. The
conference was very successful and included a keynote speech by Cliief Scout, Dwayne
Fields.
As we prepare for another busy year ahead. our thanks and our gratitude as always go
out to our dedicated team of leaders and voltsntèers for everything that they do to
SUPPOrt the work of the County in order to delivef safe and exciting programmes to all of
our young people.
Public Benefrt
In planning our activities for the year we kept in mind at our trustee meetings the Charty
Commission guidance on public benef
Membership of the Scout Association. and therefore of the County, is open to all, no
matter what background. faith, gender, or personal circumstances. Subscriptions payable
to local groups are minimal and no young peT50n would be prevented from joining if thev
wcre unable to pay this subscription. Grant5 are available at Group. District and County
level to assist all young people to fully participate in all activities.
Plans for the future
Our focus for 2026 will be to support Scouts HQ as they continue to make improvements
to the new inembership system and resolve any outstanding digital issues. We will also
work vvith them to gain a more detailed understanding of the level of reporting that we
are able (o obtain from the new system in order to support the work of our County.
The County will continue to run our County events. including the Chiltern 20 and the
Southern 50 hikes. and will continue with preparations for the 2027 World Scout
Jamboree.
On Tuesday 23rd June 2026. we will be holding our County AGM. kindly hosted by
Southgate DistricL We will officially appoint julie Bon as Our new County Treasurer and

will continue in our aim to further grow our County Trustee Board thTough our open
selection process.
Wo will continue to devetop Our Internal communications using various social media
platlorrns and will work to update our County web8lte. Through our various
tommunication channels, we will also seek to recruit new volunteer% into a number of
vacant County leadership roles, m05t pressingly a new District Lead Volunteer for
Southgate District to replace Steve Smrth whose role is shortly due to come to an end
after years of tireless service, and a new Volunteer Development Team Lead to take over
from Chris Nagle who will be stepping down following many years of service working
with a team of trainers to deliver First Response courses to leaders from GLN and
bèyond.
We WI￿ continue to promote the Jack Petchey Achievement Awards scheme and to reach
out to Groups and Units from across the County who have never applied before. We will
also continue to provide support to any young person wishing to gain 3 Top Scouting
Award and to begin preparations to host our next Celebration Lunch for King s Scout
achiever5.
Most importantly. we will continue to work with Scouts HQ and oui Regional Lead
Volunteer. Richard Williams, on a majoi drive to ensure full mandatory compliance
across the County, specifically Safety and Safeguafding. We will also work with Groups
and District5 to delivor on the Charity Commisston's Regulatory Advice and Guidance of
4th February 2026 to all Trustees of the Scout Movement and to confirm our adherence
whtch will ensure that the safety ol young people continues to remain paramount in our
mission to delivor fantastic scouting tg as manv voung peoplo as possible.
Financiat artivities and results
Our Goneral Fund has made a Surplus of £25.316 during the year due to a reduth'on in
our expenses - notably development expenses. A transfer of £21.501 has been mède to
the jamboree Designated Fund to support future jamborees. The General Fund now
stands at £97,437 and with a minimum of liabilrties this Fund is considered satisfactory
and sufficiont for forosccablo need5. The total of Designated Funds have increased by
£10,852 as we continue to build the fund to support the 2027 World S¢out jamboree.
The total to carry forward is £102,322. Restricted Funds include Jack Petchey awards. as
well as a £250 donation for the Hillwalking activrty. In relation to Jack Petchey awards,
all but one Icader Jword of £1,000 received have been paid to groUp￿￿nit$. In relèts.on
to Hillwalksng. £148 was spent on Hillwalking equipment. giving a total to carry forward
of £ 1.102 for restricted funds. During the year we have continued to receive achievement
award grants from thc lack Petchey Foundation, in total £51,071. We paid out £51.071
during the year. of which £1,000 related to payment of a lack Petchey award that had
been rolled over from last year- so other than one grant of £ 1.000 noted above these
have all been paid out to groups and leadeTs in the County to assist with further activities.

Investment Powers. Policy and Perfomiance
It is a requirement of POR (Policy Organisation and Rulcsl thot funds not immodi¢7toly
required by the County are transferred into a suitable invcstment vehir.Ic' pefmilted l)y
POR. The County's policy is to invest in bank doposil accounts including the Chariltc.,;
Official Investment Fund and CAF.
Reserves
Reserves Can be considered as the balance on our General Fund. It has been agreed that
thi5 figure should not fall below £50,000. The fund stands in excess of thi5 amourbt but
the budget for 2026 indicates this will fall in the current year.
Voluntary Help
Many volunteers give of their time and talents to support Scouting in Greater London
North at Group. Distrirt and County level. We are greatly indebted to these volunteers
