Strutture. governan￿ and management
The County's governing documents are those of The Scout Association. They consist of
a Royal Charter. which in turn gives authority to the Bye Laws of the Association and The
PoLicy. Organisation and Rules of the Scout Association.
The County is a trust estabtished under rules which are common to all Scouts. It is also
Registered Charity in its own right number 272028.
The Trustees are appointed in accordance with the Policy. Organisation and Rules of The
Scout Association.
The County is managed by the County Executrve Committee. the members of which are
the 'Charity Trustees, of the County which is an educational charity. As charity trustees
they are responsible for complying wrth legisLation applicable to charities. Thi5 includes
the registration. keeping proper accounts and making returns to the Charity Commission
as appropriate.
The Committee consists of the Chairman. Treasurer and Secretary together with the
County Commissioner and up to 10 other members. Of the 10 other members half are
appointed by the County Scout CounciL and the other half are nominated by the County
Commissioner and approved by the County Scout CounciL both atthe AGM.

Appointing any sub committees that may be required,-
The Executive has two principal sub-committees to assist with these responsibilities- the Finance
sub-committee and an Appointments Advisory Committee and both meet as required. The
Executive itself usually meets quarterly.
Risk and internal Control
The County has in place systems of internal controls that are designed to provide reasonable
assurance against material mismanagement or loss. These include two signatories for all
payments and comprehensive insurance policies to ensure that insurable risks are covered.
Principal risks facing the County are as follows-

Reduced income from a fall in membership in our component Districts which
provide the major part of our income- mitigated by the support and training of
volunteer Scout Leaders to enable a challenging, vigorous and appealing
programme for young people.
Objecti¥es and actiwties
The objectives of the County are as 3 unit of The Scout Association.
The Aim of The Scout Association is to promote the development of young people in achieving
their full physical, intellectual, social and spiritual potentials as individuals. as responsible citizens
and as members of their local, national and international communities. The method of achieving
the Aim of the Association is by providing an enjoyable and attractive scheme of progressive
training, based on the Scout Promise and Law and guided by adult leadership.
In the County of Greater London North our objectives are Current￿ as follows=
To make quality Stouting available to every young person in the catchment area of the
County, regardless of gender, race, ethnicity, religion or disability.
To ensure that every Scout Group offers the opportunity for young people aged 6 to 25
to progress through the Scout sertions in a clearly identifiable way, either within their
Group. or through formal arrangements with other Scotjt Group5 and District and County
led provisions.
To continually'quality assure. the quality of Scouting in every Scout Group.
To continuously recruit and retain adult leaders and helpers.
To maintain a quality programme of aduh training and development.
To build strong teams of adults who will deliver the Counws objectives.

The County sUPPOrts the work done in Groups and Districts in delivering the programme by..
Delivering the national modular adult training scheme.
Supporting and promoting participation in national and international events.
Providing leadership and guidance both for District Managers and those who manage
specific sertions within distrirts.
Providing County-wide events and competitions, e.g. handicrafts, campin& water
activities, hill walking and climbing etc.
Liaisirbg with other Scout Counties to share resources and good prartice.
Achievements and Performance
2022 saw the welcome return of our renowned Scouting prograrnmes following the Covid
E9 pandemic, including the resumption of face to face meeting5, the revival of Scouting
events and cercmonies, and the long awaited return to local and international expeditions
and camps. -Fhe Counti, also saw" a resurgence in the number of Young People recordcd in
its census data with tnost Groups having now returned to pre-pandemic levcls.
In May 2022, Scouts HQ ho￿ed a Naiional Transformational Conference in Manchester
namcd Basecamp 22, where ke￿. ￿'olunteerS got together to discuss and prepare for the full
implementation of the Skills4Life Siratcgy. Amongst the huge changes laking place over
the next two years are improvemenis io ihe volunicer experience, the simplification of roles
and role names and the replacement of the national Compass datsbase. Our thanks go to
Mark Wilson, Dcputy Count), Commissioncr, who is leading these changes as GLN'S
appointed Transformation Lead.
Following 2 years of cancellation due to covid restrictions, April 2022 saw the awaited
return of the Queen's Scout Day of Celebration ai W indsor Castlc, which was allended bv
seven of GLN'S Queen's Scouts as well as a Young Person from North London Scout
District, Nathan Goodwin, who received his Chief Scoui's Aivard for Meriiorious Conduct.
In May 2022, the County also hosted a hugelj successful Queen's Scoui Award celebration
meal at The Parcel Yard restaurant in Kings Cross to which all Queen's Scout Award
Achievers from 2019, 2020 and 2021 were invited.
The County has continued to ensure that its adult volunteers have been suitsblj recognised
for their exceptional service. In 2022, we presentcd 69 Adult Awards which included I
Silver Wolf (Michael Hayward) and 5 si1￿.e[ Acorns (Brian Andrews, David BowTnan,
Christopher Kennedy, Francis Mudford and Brian Taylor). More leaders in Southgate
District were presented with awards than in any other year previously.
When it came to the wider British Royal events, 2022 was a year splil into two halves. In
May and June 2022, a variety of wonderful events took place across the County to celebrate
the Queen s Platinum Jubilee. including compciitions, famil). days out and Group and
District camps. Unfortunatelv, this was followed in September 20?2 by an exceptionally
sad time for Briiain and the Commonwealth following the passing of our Patron, Her lale
Majesty the Queen. We were, however. outstandingl). proud that sevell of our County

Queen's Scouts were choscn to help oul as part of the 160 person conlingent of Scouts
supporting Her late Majesty's Lying-in-state as part of'operdlion FeaLher'. We are now
awaiting news as to whether the patronage of Scouts will pass to His Majesty King Charles
III.
We were delighted to once again be able to hold the Chiltern 20 and Southern 50 events
this year with the Chiltern 20 taking place in October 2022 and the Southem 50 taking
place in February 2023. We were also happv to support the 54 Young People selected to
attend the World Scout Jamboree in South Korea in August 2023, who have all been busy
attending training Sessions and holding fundraising evenis led by their Unit Le2deT John
Nelson.
During 2022, 117 Young People and 14 Leaders were recognised through the Jack Petchey
Achievement Awards scheme: which resulied in almos1 £50.000 in grants being awarded
to Groups and Units across the County. In February 2023, District Commissioners,
tnembers of our County -l-eam and our County Executive, parents, volunteers and
dignitaries from across the County gathered ai ihe Arts Depot in North Finchley to attend
thc Jack Petchey Achievement Awards ceretnony, hosted by the Jack Petche! Foundation,
to celebrate the achievements of the award winners in what was a very special and uplifting
event, especially as il was the first ceremony being held since pre-covid. Our thanks go to
Jackie Hartog, GLN'S Jack Peichey Coordinator, for her excellent work in organising the
event and for running the Achievement Award scheme on behalf of the County.
At the AGM held in July 2022, Rebecca Smiih and Josh Olins both decided to st2nd down
from their roles on the County Executive Committee. Brian Hosier has also notified us
that he intends to step down from his role as County Treasurer at this year's AGM and as
such the County is now undertaking a recruilment process for his successor.
In November 2022, Chris Stevenson was appointed as a nominated member of the County
E.xecutive and Ellie Way was appointed as GLN s County Youth Commissioner. They
will both be fonnally appointed at this year's AGM and in the meantime. we exlend a huge
welcome lo them both and thank ihem for agreeing to serve on the County Executive
Committee.
In February 202), we received the very sad news (hat Vin Fleming, our fomier County
Vice President and fornier County Commissioner had passed awa). Vin was a true Scout
who gave great service for an extraordinary number of years, both locally at Southgate
District and further afield al County level. 14e was awarded a very rare 70 vear service
award in 2020 and leaves behind a lasting legacy of service. He will be rnissed by all who
knew him.
The last year has seen a major push by HQ to ensure full mandatory training COTnpliance,
specifically Safety & Safeguarding, and this has resulted in a significant drop in the number
of adults Still outstanding in their training.

In Septcmber 2022, James Mickley regreifullv resigned from his role as GLN'S
Development Team Lead 0￿[eer and discussions are on-going about how best lo fund the
fiiture Development of the Counry. We are cU￿entI), lookÈng into charitable grants and
other sources of external funding ￿,hICh we hope will enablc us to grow the County and
support the recruitment and retention of adult volunteer5. Linda Royles remains as our
part-time Development Team Assistanl.
As always, our thanks and our gratitude go out to our inspirational team of leaders and
volunteers who dedicate hours of their free lime to deliver exciting programmes lor our
young pcople which we hope will equip them with skills for life.
Public Benefit
In planning our activities for the year we kept in mind at our trustee meetings the Charity
Commission guidance on public benefit.
Membership of the Scout Association. and therefore of the County, is open to all. no matter what
background, faith, gender. or personal circumstances. Subscriptions payable to local groups are
minimal and no young person would be prevented from joining if they were unable to pay this
subscription. Grants are available at Group, District and County level to assist all young people to
fully participate in all activwties.
Plans for the Future
As we bounce back from ihc effects of the covid pandemic, our focus is on continuing to
build on the positive growth of both our Young People and our Adult Volunteer
mcmber5hip. Wc are alm'ays mindful: however. that the current cost-of-living crisis is
impacting households and charitablc organisaiions alike so we are continuing to look at
ways of keeping our running costs and our capitaiion fees as low as possible, whilst also
ensuring that we continue to provide a full and an exciting programme of challen(Ting and
adventurous activities for our Young People. It remains a5 eTrer the case ihat the financial
circumstances of a person should never be a barrier to them attending Scouts and that
Scouting should Luntinue to remain accessible to all.
Over ihe coming year, the County will be supporting many events including the C20 and
S50 hikes, the summer hillwalking perniit training weekend and the ￿KOr1d Scout Jamboree
2023 in South Korea. We have also been called upon to nominate Young Adults and
Leaders from across the County. to support events planned in London for the Coronation
of King Charles 111 on 6th May 2023. Disiricl events are also being planned for 'The Big
Help Out, national day of volunteering on 8th May 2023, where ive hope to inspire and
recrLEit more volunteers into Scouting.
In July 2023, we will be holding our County AGM at the Dockland Scout Project H,hich
will give ourmembers a great chancctovisit the DSP at their floating HQ, the Lord Amory.
Our thanks go to Richard Hart and the team for hosting and supporting the meeting.

With the appointment of our new Countv Youih Commissioner, we hope to run a number
of programmes and events over the next year, shaped by our vouth membership, in order
to ensure that our Young People remain central to ever)thing that we do. We also plan to
continue in our mission to bring Scouting to as many communities as possible and to ensure
that the makeup of our County is as diverse and as inclusive as those whom we represent.
We will continue to promole the Jack Petchey Achievement Awards scheme and provide
support to any Yoltng Person wishing to gain a Top Scouting Award. We will also seek to
recruit an Assistant County Commissioner Intemational io help us provide and deliver
excellent opportunities for international camps and events across the County.
Finally, with the help of our County's excellent leadership team, we will work together to
Ily support the Scout Movement's ke). Iransformations &s they take effect over the
coming J'ear.
Financial activitie5 and results
Our General Fund payments in the year exceeded receipts by £29,045. This deficit Wa5 expected
as, part of the costs of Development £29.454 were taken from General Funds and the balance of
£25,689 from our Designated Funds, mainly the special fund we had set aside for development
which has now been used. A transfer of £20,264 has been made to the Jamboree Designated Fund
to 5UPPOrt fijture Jamborees. The General Fund now stands at £106,705 and with a minimum of
liabilities this Fund is considered satisfactory and sufficient for foreseeable needs.
The total of Designated Funds have fallen by £20,357. mainly for development as above, and with
the transfer mentioned above now stands at £55,009.
Restritted Funds included specific fundraising for the Jamboree with an opening balance of
£15,592 but the Executive thought it appropriate to transfer this to the Designated Fund for the
Jamboree so that at the year end the only restricted balance was £6(X) in expenses owing for a
summer artivity funded by Jack Petchey.
During the year we have continued to receive achievement award grants from the Jack Petchey
Foundation, in total £56.981, and these have all been paid out to groups and leaders in the County
to assist with further attivities. We are m05t grateful to the Foundation for this continuing support
and generoslty to young people and leaders associated with our groups.
Investment Powers, Policy and Performance
It is a requirement of POR (Policy Organisation and Rules) that funds not immediately reqLsired by
the County are transferred into a suitable investment vehicle permitted by POR. The Countvs
policy is to invest in bank deposit accounts including the Chartties Official Investment Fund and
CAF.

Reserves
Reserves can be considered as the balance on our General Fund. It has been agreed thatthis figure
should not fall below £50,0(K) and athhough currently more than that it 15 expected to fall to this
level over the next year.
Voluntary Help
Many volunteers give of their time and talents to support Scouting in Greater London North at
Group, District and County level. We are greatly indebted to these volunteers for their
commitment and support.
