Chair report 2022

This has been a rather strange twelve months. Start of year saw some restrictions still in place, but Film Club restarted thanks to Bill and Yvonne Rigby, but under difficult circumstances. Older members and regular attendees were still, understandably, still wary, and masks still had to be worn, and this of course lead to very low turnouts. However the new season is just about to begin, and there is an impressive list of titles in our program this year. The first showing is on Friday 23[rd] Sept. and we are hoping that build up support again for what is a very enjoyable and regular community event. All details of future showings can be obtained from Mr Bill Rigby , Hall Manager.

Financially, it has been another tough year, although bookings are improving, they are still not at pre COVID levels. We are maintaining the Hall at a high standard to attract hirers, and have recently installed fibre broadband. Our main concern, like all village halls, is the rising cost of fuel. We have an oil fired boiler that is working well, but is nearing the end of its useful life, and we are exploring all avenues to become greener. If there are any “Heating engineers” out there, with expertise that can offer any advice, then it would be very welcome.

Fund raising is something that we are taking much more seriously now that bookings are lower. The Cheddoners cancelled their 2022 performance, before rehearsals even began because of COVID uncertainty. This was a big blow to us as the 3 night performances usually raise £1000+ for Hall funds. We ran a Quiz night in Feb, thanks to Dick Macey, which was a great success, and made £326 profit, and we have another planned for Sept 30[th] . The Flower Show/Fete was held this year after a 2 year COVID break, and to everyone’s relief it was a huge success. There was a record turnout, rivalling the year Deborah Meadon opened the show. It netted over £1300 profit for the Hall, and I should like to thank all on the committee for all their hard work.

Thanks to Dr John Scamlon for his talk “Cheddon at War”, which raised £225, split between ourselves and the Church.

We had the most successful Quiz night ever on the 30[th] Nov., 18 teams (90+) people attended and we raised a clear profit of £490 for the Hall. Well done and thanks to all who helped.

The re has been some changes to the trustees, Jim Cox, is a valuable addition as a representative of the Church, as are Joe Godfrey and Emily Bottomley as trustees for Cheddon School. Sadly we lost our representative from Nerrols Primary School, Andrea Bolton as she has unfortunately moved away from the area, ans as yet we have not been able to replace her. Including trustees from local schools is embedded in our constitution, and is very important in opening dialogue and communication between us for mutual benefit. Please contact me if anyone is interested in becoming a trustee, not just as a representative of the School, but as an ordinary trustee, as we are always trying to expand the representation to all parts of the community. I can assure you that it is not an onerous task, and amounts to approx 5 meetings a year, each of which rarely lasts more than an hour.

After 20 years, conformation finally came from our solicitors that the land on which the Hall sits has finally been purchased and registered to us. It has been a complicated and tortuous journey since the old Hall was demolished and a “deal” done with the Crown Estate re the land at Sandilands. Without going through the ins and outs of the negotiations, the out come, after all this time, has worked to our advantage and we are the proud owners of just short of 1 acre of land, for the use and enjoyment of Hall users.

We had 2 working parties to tidy, and clear vegetation round our “new” perimeter in preparation for some fencing to mark our boundary. Also more chippings were laid to improve our car park. Thanks to all who attended and worked so hard.

It was pointed out by a passer by that there was a potentially dangerous tree, situated on the grass island between the car park entrances. I contacted Mr Daid Galey, the SWT tree Officer, and after inspecting it he gave consent for it to be removed,(along with the laurel bush), on condition that a broad leaf species was planted as replacement). 3 tree surgeons have been contacted for quotes, and

we are still waiting for one to reply, but it looks like the cost will be somewhere around £750 inc VAT.

Finally, I should like to thank Mr Bill Rigby our Hall Manager, Mr Stuart Triggol our Treasurer and all the trustees for their unflagging support in what has been another challenging year.

TRUSTEE'S ANNUAL REPORT

YEAR ENDED 30 SEPTEMBER 2022

The Trustees present their Report for the year ended 30 September 2022, which should be read in conjunction with the attached Financial Statements for the same period.

Legal Status

The Cheddon Fitzpaine Memorial Hall is registered with the Charity Commissioners (No 271701) and constituted by Deed of Trust.

Trustees

The Charity is administered by the Trustees, comprising:

Chairman Dr M Lown Secretary Mrs G Batsch Treasurer Mr S Triggol (non trustee) Hall Manager Mr W Rigby (non trustee) Other Trustees: Mr M Batsch, Mr R Hughes, Ms K Curd, Ms K Musgrave, Ms D Saunders, Ms K Western, Rev. T Hallet, Ms Y Rigby, Ms S Russel-Smith (non trustee).

New members are appointed by the local organisations or co-opted for renewable terms of 1 year.

The Independent Examiners are MWR Accountancy Limited, who are a local firm of Chartered Accountants.

Object's, Policies and Organisation

The object of the charity is to maintain the Memorial Hall, for the communal benefit of the inhabitants of Cheddon Fitzpaine village and its surrounds. The Trustees aims are to provide first class hall facilities at an affordable cost to the local community.

Review of the Year

With the return of our regular users and other hirers during the year, income from hirers almost doubled from the previous year and the return of the flower show after a two year gap increased our fundraising figures. The net result is that income exceeded expenses by £3,357 this year. Notwithstanding these annual results, our finances continue to be in a very healthy position with sufficient resources being held at the year end to cover all foreseeable expenses.

I should like to congratulate and thank all in the community who assisted the Trustees in so many ways over the last year.

We report on the accounts of the Charity for the year ended 30 September 2022, which are set out on pages 2 and 3.

Respective responsibilities of trustees and independent examiner

As the charity's trustees you are responsible for the preparation of the accounts in accordance with the Charities Act 2011 ("the Act"). We report in respect of our Examination of the Charity's accounts carried out under section 145 of the 2011 act and in carrying out our examination we have followed all the applicable general Directions given by the Charity Commissionunder section 145(5)(b) of the Act

Basis of independent examiner's report

Our examination was carried out in accordance with the General Directions given by the Charity Commissioners. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently we do not express an audit opinion on the view given by the accounts.

Independent examiner's statement

In connection with our examination, no material matters have come to our attention:
