Carolyn Colwell raised about how Scouts will be run over the summer and where we are now.

Currently no Crystal ball – but GSL gave overview: National Youth Agency is currently at Yellow, not much different to Amber – so continuing with Amber risk assessments. – Available for reading on the 3[rd] Portchester Web site.

No Guidance on what Green means and when we may be able to move to the Green level of readiness once the Gov say the rest of the country can return to green.

Carolyn Colwell – gave thanks to the whole Group as to how well the Group Volunteers have kept families informed as much as possible with regards to the changes that have occurred due to Covid.

Group Scout Leader Report

Similar to 2020, what a strange year it has been with a wide variation of activities to accommodate the variety of different restrictions related to Covid-19. Through these various restrictions which included lockdowns and social distance remaining in place we saw a number of our young people achieve their highest award possible within their section which is no small feat given for some this was during 2 years of various Covid-19 restrictions.

A year of growth

During 2020 we saw a reduction in the number of young people at 3[rd] Portchester by about 25% which in the most part was due to the impact of having to change to virtual Scouting for a large part of the year. In 2021 we were able to run more face-to-face Scouting opportunities both inside and outside of our HQ, which saw us return to our preCovid-19 numbers. We are still seeing more requests for young people to join the Group and to support this we now need to focus on growing the number of volunteers supporting the Group.

We saw young people from all our Scout Troops utilising the new craft procured during 2020 and 2021. This was the first year that we saw Livingstone Troop introduce regular water activities as part of their core summer programme aiding with the growth of this Scout Troop, and we also saw Roman Colony & Castle Colony adding water activities by running a parent & child Stand-up Paddle boarding (SUP) session in September. To help us grow the number of water activity opportunities, we are still looking for more Group Skills Instructors and will provide training as required.

During 2022, we are also looking forward to the launch of Squirrels which is aimed at 4–6-year-olds, allowing young people to get involved with Scouting at an earlier stage of their development.

Fundraising

We were also successful in a number of grant applications. With support from Fareham Borough Council and the Royal Navy Admiralty Fund we were able to expand the number of smaller craft within the Group by growing the number of kayaks and adding a new Stand-up Paddle boarding (SUP) capability to 3[rd] Portchester. We also received support from the Alex Wardle Foundation, and this coupled with the fundraising done in 2019 with Castle View WI (Woman’s Institute) and funds raised during our 2020 Crowdfunder campaign, allowed us to install a Public Access Defibrillator to the front of our HQ at the start of the year.

We are very thankful for anyone that has used and continues to use easyfundraising, AmazonSmile, Portsmouth Lottery or Fareham Lottery on behalf of 3[rd] Portchester as this has raised just shy of £500 for our Group in 2021 alone. Both easyfundraising and AmazonSmile don t cost you anything and make a small donation by accessing sites through those links.

4-week challenge

To support the Group and the activities that we deliver we are still looking for additional volunteers including adults and Young Leaders. This might be something as small as cleaning the windows, supporting the Group Executive, become a Group Skills Instructor, or helping more regularly at one of our sections.

Looking forward to 2022

Having taken on the Group Scout Leader role 1 month before the first Covid-19 lockdown, this presented lots of new challenges for Scouting and often 3[rd] Portchester was ahead of the curve when it came to adjusting the activities we ran. Without any examples to follow the Group did an amazing job and this is reflected in the achievements as mentioned above.

We all hope not to return to further lockdowns, and now the focus for 3[rd] Portchester is to return and expand our more normal Scouting activities. Please bear with us as we return many of these activities, with 2 years of various Covid-19 restrictions has affected the ability in many places and we having to develop our Lodge Leaders, Sixers and Patrol Leaders with stuff to help them pass on their skills (normally this is done naturally as part of our program). In some places this is also about us supporting our volunteers too, who have also been affected by 2 years of various restrictions and our new volunteers.

In addition, we are also focusing on the governance of our charity, this will include things such as leader reviews, policy reviews, etc. As you can appreciate the impact of Covid-19 took a very high importance as it ran the risk of no activities taking place, but as we now come out of the Covid-19 pandemic we are making sure that all the supporting functions are in place to give the best possible Scouting experience possible for all. To help us with this we are not only working with The Scout Association, but also British Canoeing through their Quality Club scheme. One area that you may already have noticed is the increase of information on our website, which includes previous AGM reports, parent guides, policies, etc.

Chair’s Report 2021-2022

On this our 75[th] Anniversary we celebrate and remember Mrs Molly Cobham (Panther), who started the group with a Wolf Cub Pack. Followed by Commander Anthony Cobham GC MBE Royal Navy (Scoter) forming the Sea Scout Troop in 1948 and a Scout Troop in 1952. For 30 years their own home, Noel Cottage, was used for Scout Activities until 1977 when Cobham Hall HQ was opened. Their combined leadership, drive and enthusiasm provided a sound foundation for Scout Training in Portchester.

This year has been a challenge in many ways with the ongoing problems of Covid and the resultant isolation and dropin social activities. 3rd Portchester has from the start tried to limit these by engaging in online activities and as soon as allowed returning to in person activities at first outdoors and then when allowed venturing back into our building. This has taken a lot of organisation a commitment from our volunteers, and I'm certain we're all grateful to those that wrote risk assessments and updated them on every change in regulations, to those who took on extra cleaning tasks and facilitated the new world we live in by providing, purchasing or making equipment that allowed us to continue, fundraising and applying for grants both from regular sources and the one off special Covid grants from government local and national and of course to those that give up their time to run sessions for our Beavers, Cubs, Scouts, Explorers and moving forward also our Squirrels.

The Group would not be able to exist without the relentless hard work of our volunteers who every week go above and beyond what we could ask for. In order for our group to grow we need to recruit more volunteers and share the burden. One of my favourite events of this year has been the Pickle night where we were able to come together as leaders past and present and volunteers for a meal, social interaction and as in all great Scouting activities a bit of singing. It made me realise what a tight family we are and the pure range of skills and great people we have helping us some coming up the ranks from children themselves, some coming in as parents and others though other routes. I think it important that we do pause and reflect together occasionally what we have achieved and value our current helpers whilst we seek new people to come on board.

Another of my favourite events of this year has been breakfast with Santa which saw the whole group come together to welcome in families. The teamwork of pulling together, seeing parents of our members and their younger siblings whom in time I hope we will see as new members and achieving a great team building and fundraising event. The peak for me was the "volunteer family meal" at the end where we could all sit down and relax after pulling together.

As we move forward to the next 75 years, we don't know the changes that will take place or how Scouting will change to serve and reflect the society that we will live in. I do know that the biggest asset we have had for the last 75 years will still be the biggest asset for the next 75 years which is our Volunteers.

Castle and Roman Beaver Colonies Report 2021-2022

January 2021 saw us locked down again due to Covid. However, the beavers were attending school and therefore really didn’t want to come home to go on Zoom again. We made the decision to combine the colonies and meet on a Saturday morning on zoom. Pax took to teaching them how to make microwave Meringues online with some great results. Also, pinwheel cheesy marmite biscuits. We had a Beaver drive, quizzes, and discussions.

We invited guests to the meetings a clown taught them to juggle, the chicken lady and a local Author and illustrator taught them to draw It was interesting to be able to watch the Beavers reactions on screen.

The components for Mother’s Day gift were secretly delivered and with the help of Dads, or older siblings they were able to give their Mum a special superhero gift. We had a great Superheroes morning when the Beavers dressed their teddies etc as superheroes and gave them names included one named after Pax! This was extended to them producing drawings for everyone who had kept the country going during the pandemic.

We had an extended Easter holiday but what joy to meet face to face at Portchester Allotments where we welcomed several new members. When we returned they planted Sunflowers and nasturtiums.

They had fun wide games, the photographer badge was completed, and they learnt lot about their environment. One unique feature is an Apiary plus several allotment holders keep chickens.

We moved from there to the castle where we hunted stones and had our first going up ceremony for three members face to face for 14 months. We stayed outside using the Castle for wide games and because of the generosity of the Church tea rooms we were able to complete some badge work on paper in their marquee after closing time.

We managed

to do our Safety Badge over

several weeks at different venues around Portchester. We went into Headquarters

for one week, our first face to face investiture for nearly 18 months. This was a really unusual ceremony, adults wearing masks and parents presenting their scarves! We moved outside for a going up ceremony which again was different, but it was lovely to see Beavers moving on in the family of Scouting. We were out and about the rest of the summer term culminating with more investitures and Navigator 1, Photographer and safety badges were presented before closing for the end term

We returned in September meeting in Cobham Hall with a couple more beavers. We really had to get to know each other and few team games to get use to rules again.

We started our cyclist badge with one of our Beavers gaining their instructors badges by instructing the beavers competently by telling and helping the beavers complete the section for pumping up a tyre. Alongside this badge we completed the World issues badge. Learning about endangered species, found out about clean water for those countries who don’t have it. They made water filters and got clear water. Fairtrade was covered and the Beavers had to trade for skills to help with their understanding of the difficulties in a lot of the countries who provide us with common commodities.

Whilst it was still lovely and warm; 12 of our Beavers had the opportunity to try paddle boarding thanks to our Group Scout Leader and his team of Volunteers.

We attended Harvest Festival at St Mary’s Church with 15 Beavers and Cubs. They took an active part in the service we were very proud. Elijah explained his contribution as he had grown it and there were eggs from his Quails.

We saw 3 of our Beavers receive their Bronze Chief Scout award and move on to Cubs.

Mid October we had a sleepover at Headquarters with mostly Beavers who hadn’t been to one before They were all fantastic and even the leaders got some sleep. On Saturday they did their Experiment and cooks badge as well as fresh air in the morning putting out the stones and finding a few round the castle. When they returned they prepared and had lunch. They did lots of experiments and then they prepared their pizzas which they had with chips. Then a quick wide game at the park before cocoa and bed.

Sunday saw us taking a coach and minibus to Paulton’s for the county day out, after a two-year gap. It was fantastic to see so many happy Beavers having so much fun in the sunshine

We spent a couple of meeting in the precinct looking at prices and deals. The Beavers were given an imaginary£10 per lodge and had to see what they could get from their money. Castle Colony spent the first part of their meeting in Noon’s the Estate agent where Ryan was presented with a gift token for winning the Find the Smurf competition that we ran in the Summer holiday. They were given foreign coins to look at and they found the shop fascinating! It’s full of curios.

Returning from half term saw the Beavers creating clay poppies which they carried at? the Portchester Remembers Parade. They laid them during the service and later they were purchased by the parents and the money was to the Royal British Legion.

As part of the new MoneySense badge the beavers collected 20ps in covered tubes which we used to purchase chocolates for the residents of Woodland court. They also made and decorated Christmas cakes. These were bagged and along with Christmas cards they made were taken to the home by Pax as unfortunately Covid had reared its head again as it had been arranged that the Beavers would visit the residents.

Father Christmas joined us for a pre-Christmas visit where the Beavers enjoyed chatting to him.

It was a busy weekend as it was the District Christingle St Johns Church Fareham.

For our Christmas treat we went to Rock up where we invested new beavers from both colonies.

Congratulations to Matthew Hodgson, Caspian Bloomfield, James Mander, Elijah Johnson, and Felix Brook-Holmes for all the hard work they put it to achieving their Bronze Chief Scout award. Covid presented many more challenges. Well done.

We have had all sorts of challenges thrown at us but the Beavers and their families have always supported us. Thank you.

Eagle and Osprey Cub Packs Report 2021- 2022

It's been a good year for 3rd Portchester Cubs after getting back to in person meetings after the pandemic. Both the Cub packs usually run the same programme, which means that we are able to deliver a wide and varied programme throughout the year for our youngsters.

We have achieved a lot already this year, so I have just added a selection.

Some Cubs have been lucky enough to participate in some District activities such as District Chess and Draughts Competition. Some of the badges we have completed this year are; Backwoods Cooking, home help, Teamwork Challenge, Skills Challenge, First aid, Money skills, Fire safety, pioneer, and disability awareness.

Lots of the Cubs are gaining individual badges, which relate to their hobbies and interests away from cubs, for example, Musician, swimming, book reading, Time on the Water, Physical Recreation, and martial arts. We are keen to promote this in the packs.

We have also made pancakes on Shrove Tuesday and had the Vikings activities team down to help the cubs build catapults. Also, the first responders to do first aid and our trip to the fire station where all the cubs got to use the hose to wash a car. Followed by meeting a fire dog and learning all about what firefighters do.

Both packs currently have healthy numbers, averaging around 20 members per pack

James Cook Scout Troop

James Cook Troop has had a good year although, for much of it, we still had Covid restrictions in place.

During the summer we were able to facilitate the Expedition Challenge for a number of scouts. Ordinarily, this would involve camping overnight but with the challenges in place we chose to run it across two separate days. The first day involved a canoe trip through to Fareham Creek and back again. For the second day the scouts hiked from Nelson’s monument through to Hundred Acres wood. On the way they had to cook a two course meal for the group. Both were great days with good memories made.

The summer troop meetings were held afloat with scouts gaining skills in kayaking, canoeing and paddle boarding.

Towards the end of the summer we were pleased to see four of our older scouts achieve their Chief Scout’s Gold Award – well done to Jake P, Daniel C, Daniel E and Will S. The awards were presented by the District Commissioner, Mike McHugh, who also surprised some of our leaders with Good Service Awards. Mike also presented Richard Curtis with a well-deserved Silver Acorn Award for his services to scouting over the past 35 years.

During the autumn, the troop returned to meetings ashore. At the start of each term, the troop holds a meeting planning evening at which the scouts are able to suggest ideas of activities that they would like to do. We try to enable as many of the ideas as possible and then weave in badge requirements so that the programme provides opportunities for progress and achievement.

Fire pit and backwoods cooking evenings are always popular. The scouts learn how to build successful fires and how to start them without the use of matches and firelighters. Of course, the cooking part is generally the favourite!

In the autumn the scouts also enjoyed a treasure hunt, pioneering evening, circus skills, Halloween extravaganza, fireworks, music night, international night and a craft evening. The term ended with our annual Christmas party. Ordinarily, at Christmas, the troop will also go out for a meal but this year we decided to hold our meal at the HQ with the troop cooking their own international, all-you-can-eat buffet!

During the early part of 2022, the scouts had an international meet up online with scouts in Canada and planned and held a successful Bake-Off night. This was really good fun and the scouts made some brilliant creations.

The scouts have also celebrated Chinese New Year, held an escape room evening, experimented during a science evening and made tie-dye t-shirts.

At the beginning of April, we were able to take the troop swimming and ensure that swimming safety assessments are in place before the start of the boating season.

The troop is delighted to have the ongoing help of Young Leader Tyler and recently has been pleased to welcome Jake who has returned to help as a Young Leader as part of his Duke of Edinburgh award.

The leadership team has been fortunate to have been able to work together for a long time and has a history with 3[rd] Portchester that stretches back several decades. We are all very grateful to have each other in the team.

Livingstone Scout Troop Report

Another different year with a mixture of virtual meetings and face to face meetings. We started the year on zoom with a six-week challenge based on the TV program Taskmaster, with different games and challenges each week including tea bag throwing, scavenger hunts and making famous landmarks out of food. Also, on zoom we completed the fire safety badge, played Scattergories, online cooking, played drawize and completed an escape room. Restriction were then relaxed, and we had two face to face meetings before Easter when we did an Easter egg hunt and played some wide games.

In the summer term we did a mixture of land and water-based activities.

Throughout the year we completed a total of 94 badges. The number of scouts rose through the year, finishing with a healthy number of Scouts. We also have been joined by three young leaders Ian, Emmy and Ellie, who I would like to thank for the help they have given to the troop.

Ellen MacArthur Scout Troop Report

Despite facing lots of challenges and restrictions during 2021 due to Covid-19, I would love to pass on a huge thank you to everyone that has still made it a very memorable year for Ellen MacArthur Troop and allowed the young people to access a wide range of activities and opportunities. This year is not without exception and there are lots of outstanding achievements that have been achieved by those in the Troop:

It is once again very difficult for me to pick my favourite moment or event from 2021. A snapshot of some events/activities that your Scout may have taken part in and enjoyed during this year:

As you may have noticed we have already started planning for 2022. The programme for next term is available on Online Scout Manger (OSM), and you should have already received a number of event invites. If over the Christmas period, you could take some time to let us know which events your Scout is interested in we would be very grateful.

In addition to the events already published we are also working on several other opportunities such as an Easter camp, kayaking expedition, etc.

I would like to thank the Scouts for being truly amazing and an enjoyable experience to be around; the young leaders for taking such a proactive approach, often organising the evenings and giving up their time to help and support the activities for the Scouts; all the adult volunteers involved with Ellen MacArthur Troop who give up their time, as without them this wouldn’t be possible; and finally to all the support that we receive from the parents especially at the moment with the parent rota. We are still looking for more adult volunteers so if you know of anyone, please let us know so we can make contact and see how they can get involved.

Treasurer’s Report for Year Ended 31[st] December 2021

Looking back from the relative normality of 2022, it is difficult to remember the uncertainty we felt during 2021 and particularly 2020.

Overall, 3rd Portchester Scouts has really been a beneficiary of COVID thanks to our parents continuing to support us with their subscriptions and also due to the generous amount of grants received throughout the year. We received over £30K of grant money (mainly from Fareham Borough Council - £20K and the Scout Association - £10.5K).

What has helped operational revenue streams is the visibility of the new subscription collection system (Go Cardless) which has allowed us to better monitor receipt of subscription monies and gift aid. It is also good to see more and more young people joining the scouting movement including our newest recruits, The Squirrels.

The money received which wasn’t required to cover our operational costs was spent on improving our boating fleet (Paddle Boards £8.5K, Kayaks £14.5K) and doing some much-needed work to the exterior of the HQ.

I ensured that the surplus grant monies have been held back to cover any unexpected issues created by COVID to ensure we have at least 18m of overheads always covered. Given we are now coming away from the pandemic it makes sense to reassess this and I am comfortable to retain only 12m of cash to cover overheads therefore releasing some additional money for more capital expenditure. Our reserves remain generous.

It has helped that our Gas and Electricity tariffs were fixed in 2021 for a 2-year period by our Awesome Treasurer (purely by a fluke!) and therefore we have been immune from increased costs from this source.

The better focus on subscription collection, the economies of scale of more young people paying subscriptions has offset our increased operating costs in 2022 and will allow us to keep our subscriptions at the current levels – not raised I think since 2012 and therefore representing absolutely excellent value for money.
