Description of the charity's trusts

The Group's governing documents are those of the The Scout
Association. They consist of a Royal Charter, which in lum
gives authority to the Bye Laws of the Association and The
Policy, Organisation and Rules of The Scout Association.

The Group is managed by the Group Trustee Board, the
members of which are the 'Charily Trustees, of the Scout
Group which is an educational charity. As charity Iruslees
they are responsible for complying with legislation applicable
lo charities. This includes the registrab"on, keeping proper
a￿oUnt3 and making returns lo the Charity Commission as
appropriate.

and Treasurer together with the Group Scout Leaders,

Risk and Intemal Control Ispocimen 1)
The Group Trustee Board has identified the major risks to
which they believe the Group is exposed, these have been
reviewed and systems have been estsblished to mitigate
against them. They are reviewed yeaTly as part of the
managedTrustees Risk Regisler.The main areas of concem
that have been identified are..
Damage lo the building, property and equipment. The Group
would request the use of buildings, propety and equipment
from neighbouring organisations such as the church.
community centre and other Scout Groups. Similar reciprocal
arrangements exist wth these organisalions. The Group has
sufficiont buildings and contents insurance in place io mi119ale
against pemianenl loss.
Injury to leaders, helpers, supporters and members. The
Group through the capitation fees contributes lo the Scout
Associations natronal accident Insuran￿ policy. Risk
Assessments are undertaken before all activities.
Reduced income from hut rentals. The Group is primarily
reliant upon income frorn subscriptions and third paty scout
hul rentals. The group does hold a reserve lo ensure the
continuity of activities should there be a major reduction in
income. The Committee could raise the value of subscriptions
lo increase the income to the group on an ongoing basis,
either temporarily or perrnanenlly, there has been a re￿nI
raise in hall rental rate, however, subscriptions havo remained
flat. Rising inflation leading lo increased costs of running
operations has led to a further risk, we may need to make
future hall rental and subscription increases based on rates of
inflation.
Roduction or loss of leadets. The group is totslly reliant upon
volunteers to run and administer the activities of the group. If
there was a ￿uctIon in the number of leaders to an
unacceptable level in a particular sectson or the group as a
whole then there would have to be a contraction,
consolidation or closure of a section. In the worst case
scenario the complete Closu￿ of the Group.
Reduction or loss of members. The Grcsup provides activities
for all young people aged 4 to 14. If there was a reduction in
membership in a particular sedion or the group as whole then
the￿ would have to be a contraction, consolidation or closure

The group has in place systems of inlemal controls that are
designed lo provide reasonable assurance against material
mismanagement or105S, these include 2 signatories for all
payments and a comprehensive insurance policies lo ensure
that insurable risks are covered.

All four groups meet weekly at the scout hul, outside when
weather permits lo partake in games, activities such as pond
dipping, nature trails, treasure hunts, with cook outs and
camp fires. They also participate in overnight or weekend
camps, sports activities and outdoor skills workshops Iscoutsl
such as whittling, fire lighting and knife skills. These give
them life skills and leach them teamwork, respect for one
another and create in some cases lifelong friendships.

We intend for 8 second Squirrels group (ages 4*1 to open in
September 2026 running in landem with the first dray. This
will help us train future leaders for other groups which had
been a con￿rn for some time, which we hope to mitigate. If
the Squirrels second group is successful, we may need to
expand beavers to two groups due to increased demand,
however we have seen some going up lo Cubs move lo
another Group. We are also taking advantage and applying
for grants, where applicable, to replace furniture, fittings and
make improvements. Glft Aid is now claimed lemily after
Subs is balanced. Our website has provod popular for new
member enquiries and hall bookings also further publicises
our scout activities as well as advertising the availability of
rentals which Is in hi
h demand in the local area.

The Group meets the Charity Commission's public benefit
criteria under both the advancement of education and the
advancement of citoenship or communty development

Increased membership across all sections. Increased hall hire
and the group 15 now claiming Gift Aid lermly as well as a
strong link with the atatched Explorer Unit.

reserves
Reserves Pollcy
The Group's policy on reserves is to hold sufficient reSoU￿S
to continue the charitable activities of the group should
income and fundraising activities fall short. The Group
Trustee Board considers that the group should hold a sum
equivalent to 6 months running costs, circa £17,000.
The Group held reserves of approximately £35,000 against
this at year end. This is above the level required for operating
expènses.

Invgstment Policy
The Group's Income and Expenditure is very small and as a
consequence does not have sufricienl funds lo invest in
longer-lemi investments such a5 Stocks and shares. The
Group has therefore adopted a low risk strategy to the
investment of its funds. All fund5 are held in Gash using only
mainstream banks or building societies.

The Trustee Board regularly monitors the levels of bank
balances and the interest rates received to ensure the group
obtains maximum value and income from ils banking
arrangements. Occasionally this may involve using an
account that requires a period of notice before funds may be
withdrawn, before doing so the Group Trustee's considers the
cash flow requirements.
