## **MINUTES OF THE MEETING OF THE EXECUTIVE COMMITTEE OF THE WILTSHIRE ORNITHOLOGICAL SOCIETY HELD ON THE 10[th] JANUARY 2024 AT 7.30PM via ZOOM** 

**Present:   Matt Prior (Chairman)             Claire Murphy David Little (Secretary)           Charlie Murphy John Lee  ( Treasurer)            Gareth Hawkes Paul Castle                              Jonny Cooper Frank Mogford** 

The Chairman Matt Prior joined the meeting at 1930 hours and welcomed the Committee Members via zoom. 

   **1. Apologies** : No apologies were received. 

   **2. The Minutes of the previous meeting** of 1[st] November 2023 were approved and will be signed by the Chairman at the next physical meeting. 

   **3. Matters Arising:** MP had discussions with Savills. Farmers unlikely to sell land. A 999 year lease is a possibility. Further discussions ongoing. Contact with Patrick Cashman ongoing. Barn availability for 50 year event ongoing. Articles for Hobby & WOS News ongoing. 

- **4 .   Bird Recording/Recorder:** Paul Castle reported Joan New had completed digitalization of 

- 2022 records. PC advised of need for authorization to use data from various sources. PC reported concerns over disturbance by photographers of Short-eared Owls at certain sites. 

## **ACTION P0INT: PC TO FIND INFORMATION ON CLAUSES FOR DATA USE PC TO WORD ADVICE RE SITES TO GD FOR WEBSITE** 

**5. Review of Reports:** 

**1. Treasurer:** John Lee reported difficulty with bank mandate. JL needs to be primary user of the account. **This was unanimously agreed by the committee.** 

**ACTION POINT; JL TO ADVISE BANK OF MP, PC, DL AND JL AS AUTHORISED SIGNATORIES.** 

## **BANK TO REMOVE TS AND MC FROM AUTHORISATION** 

JL suggested moving funds to increase interest payments for WOS. 

**ACTION POINT; JL TO ASSESS ACCOUNTS, ENSURE ENOUGH FUNDS FOR DAY TO DAY  EXPENSES AND ADVISE COMMITTEE BY EMAIL OF SUGGESTED  AMOUNT TO   BE TRANSFERRED** 



**2. BTO:** No report. No representative. Volunteers will be required for next Atlas in 2027-28. **3. RSPB:** JC reported RB returned to work. 

**4. Indoor Meetings:** DL has organized meetings for January 17[th] , March 20[th] , and awaiting February 21[st] . Only 15 attendees at December Zoom Meeting. 

   - **AGM ON 13[th] April 2024.** Discussion re format. Possibly a Talk, a walk, tea & cake. To be decided. JC offered to present a talk on lapwings and Curlews, and PC would do a presentation on the years recorder report with illustrations and photos. 

## **ACTION POINT: MP TO APPROACH TEMPLE FARM, ROCKLEY RE USE OF BARN FOR THIS EVENT OR BROAD HINTON VILLAGE HALL or LANGFORD LAKES. JC TO PREPARE LAPWING & CURLEW TALK PC TO PREPARE RECORDERS POWER POINT PRESENTATION** 

**50 Year Anniversary on 30[th] November 2024** . MP suggested Goshawks by Gloucester Raptor Group. To be decided. 

**5. Outdoor Meetings:** No volunteer forthcoming. GP & AR have generously offered to organize an ad hoc meeting once a month until a volunteer is forthcoming. This was greatly appreciated by the committee, who are aware of the difficulties getting volunteers to step forward. 

**6. WOS News:** PC reported AR happier with more submitted articles. 

**7. Hobby:** PC reported Hobby printed and distributed November 2023. MP reported 10 years of monitoring of the Swindon Sewage Works. 

## **ACTION POINT; MP AGREED TO DO A 10 YEAR CES REPORT ON SWINDON SEWAGE WORKS.** 

**8. Raptor Group:** PC reported continued difficulty monitoring Hen Harriers because of access issues. Red Kites continue to do well with 12 roosts, and 632 Kites in September. 

**9. Conservation:** MP hosting International Conference on Corn Buntings 23[rd] to 25[th] January. Marlborough Downs relaunching, prioritizing wildlife and habitat. JC advised of the formation of the Bremhill Vale farmers Group, hoping to expand the range of Tree Sparrows, and recruiting volunteers for Lapwing monitoring. 

**10. Website:** GH reported email issues which have been sorted. Limited email sending. This would be enhanced by an upgrade package. 

**The Committee unanimously agreed to fund Essential Package for the website at 6.50 Euros per month** 

ClM & ChM thanked GH for all his work with the Youth Group part of the website and emails. 

**11. Membership** : FM reports **511 members including 15 youth** members. FM has taken over the distribution of Hobby to new members from JO. Both Hobby & WOS News are sent at cost of £2.70. Non-paying Youth members receive digital version WOS news only. 

**12. Youth & Development:** ClM & ChM raised plans for Events page on website, Email addresses for youth membership, a programme of events for the year, Collaboration with Scouts 



**6.Any Other Business:** 

PC reported £750,000 Government funding for Wiltshire Wildlife, has WOS applied? No one aware of this. 

## **ACTION POINT: JC WILL INVESTIGATE** 

JC asking re Tree Sparrow funding. Assured it had been approved. **ACTION POINT: JC TO LIAISE WITH JL.** 

7. **Next Executive Committee Meeting :    Wednesday  10th  April 2024,  via Zoom** 

**Dates of Meetings in 2024:               Wednesday July 10[th] and Wednesday  October 9th** 

**Date for WOS AGM  :                Saturday April 13[th] 2024 WOS 50th Anniversary :               Saturday 30[th] November 2024**

Cl & ChM reported 18 attenders at HamWall. ChM suggested WOS flag to alert attenders at meetings.

## **Wiltshire Ornithological Society Independent Examiner’s Report Year Ended 31 December 2022** 

The charity's trustees are responsible for the preparation of the accounts. The charity’s trustees consider that an audit is not required for this year under section 144 of the Charities Act 2011 (the Charities Act) and that an independent examination is needed. 

I note that I was appointed by the Society at the AGM on 30 September 2020. 

I have considered my ability to carry out the examination under the rules laid down by the Charity Commission. I am a qualified chartered accountant and therefore believe I have the requisite skills. 

I have also considered my independence. I have no connections with the Society other than through the current Treasurer Ted Smith. I have known and worked with Ted for sixteen years and do not believe this presents any conflict. 

It is my responsibility to: 

- examine the accounts under section 145 of the Charities Act. 

- to follow the procedures laid down in the general Directions given by the Charity Commission (under section 145(5)(b) of the Charities Act, and 

- to state whether particular matters have come to my attention. 

My examination was carried out in accordance with general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair’ view and the report is limited to those matters set out in the statement below. 

In connection with my examination, no material matters have come to my attention which gives me cause to believe that in, any material respect: 

- the accounting records were not kept in accordance with section 130 of the Charities Act; or 

- the accounts did not accord with the accounting records; or 

- the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination. 

I have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
