STRUCTURE. GOVERNANCE AND MANAGEMENT
The Group's governing documents are those of The Scout Association. They consst of a Royal
Charter. which in turn gives 3uihority to the By Laws of the Association and the Policy. Organisaiion
and Rules of The Scout Association.
The Group is a trust established under ￿ rules whKh are common io all Scovi Groups.
The Trustees are appointed in accordance with the Policy. organisat￿n and Rule5 of The Scout
Association.
The Group is managed by the Group Trustee Board. the members of which are the 'char￿ Trustees,
of ihe Scout Group whith is an educaiional charity. As charily trustees they are responsible for
complying With leg￿latiOn applicèble io charities. This includes the registration. keeping proper
account5 and making returns to the Charity Commission as appropriate.
The Tfustee Board con5sts of the Chair. Treasurer. Group Lead Volunteers lex officiol, Assistant
Group Lead Volunteers lex officiol and 4 trystees. The board usually meets nine times a year.
Members of the Trv5tee Board ¢ompiete fNe training modules_. Essential Infomiation, Trustee
Introduction. Safety. Safeguardin8 and GDPR. within the firsi fNe months of joining the Board.
The Group Trustee Board exists to make sure the Char￿ 15 well managed. risk5 are assessed and
mitigated. buildlng and equipment are in good working ordef. and everyone follows legal
requirements and the organisation's policies and rules. Their support helps other volunteers Tun
high qualily and safe progr3mrnes that give young people ski115 for lrfe.
Rlsk and Internal Control
The Group has in place 5VStem5 of intemal controls that are designed to provide reasonable
ssurance against material mismanagement or loss. these include two Signatories for all payments
and comprehensive in5ufance policies io ensure that insurable risk5 are covered.

The Scout Method

The Group meets the Charity Commission's pvblic benefrt criteria under both the advancement
of education and the adVan￿ment of Citizenship or comrnunrty development headings.
ACHIEVEMENTS ANO PERFORMANCE
At the Scout Census on 31st January 2025. the Group had 129 youih members and 29 adult
volunteer leaders. Explorers boast an addr(*)nal 19 members and 3 addttional ￿aders. In total
there were 181 members broadly in line wrth last year. The GfOUP has two Beaver Colonles, Tr40
Cub Pack5 and tr40 Scout Troops. All sertions run at or near maximum capacity with healthv
waiting lists.
During the year the Group Trustee Board has hetd 8 in person meetings and the AGM was held
on 5th September at 1st Rustin8ton Scout Hall. All Trustees agreed to contlnue wirh their roles
with Sarah Greig as Group Chair. sad￿ we said goodbye to Mary Harvey who passed away during
the year who had been a long-term Trustee and supporter of the group. holdin8 the position of
Chair for a number of years. She will be Sore￿ mlssed.
We thank all our volunteer leadets forthelr hard worK dedication and 5UPPOrt during the past
Year and welcome those who have recent￿ lolned the team. All section5 rely on adults leaders
giving Iheir time to plan and lead weekwsessions, actfvities, camps. and undertake
administratNe tasks. Addftlon35 volunteer leaders for all sectK)ns are needed to ensure we can
¢ontinue to provide a fun and actfve pmgramme forour members. We'd welcome anyone
interested in joining the team. there are a nurnber of flexible ways you can 5UPPOrt the group to
work aiound the time you have availabfe to ¥olunteer.
Woodland Beaver Coh)ny have lad an exdtln8 year with 51eep)ver5 and activity days along with
their annual trrp to Go 8eavers
uringthe year the beavers achieving over 21)J bad8es along the
way, with ten Chief Scotst's Bfo
7e Awards achieved.

Forest 8ea¥er Colony continues to provide a dynamTrc programme with a multitude of activities
as well as several days out and successful sleep overs. Forest Beavers have achieved 300 bad8es
duTin8 the year. wrth eleven Chief Scout's Bronze Awards achieved.
Pathfinder Cub Pack under the leodership of Steve and Nigel gas continued to evolve and
PrOv￿e 3 varied progTamme. Special tbanks to Daniel M who has been regularly helping a5 well
as Pioneer Scouts.
Kingfisher Cub Pack has seen some thanges in leadership this year wfth Jemma, Will and Rohan
stepping down and Andy taking up the reigns for a new era. Special acknowled8ement to Jo
lecuyer who 38atn is stepping down as a regular leader after 10 years. We thank you all for your
setvice and dedIcat￿fi. There is now a key focus to build the leadership team again.
Frontier Scouts stron8 membership has been maintained benefiting from a host of weekly
activities a5 well as packed summer carnp. This year four ScoLrts achieved their Chief Scouts
Gold Award.
Pioneer Scoui Troop saw a seamless iransition in the leadership team last yeav leadership.
enabling the troop to continue to provide an active programme of activtties and camps. This year
two Scouts achieved their Chief kout's Gold Award.
Rustington Explorer Unbt continues to be an hntrinsic part of the group with young leaders
regularly providing support to all seciions. After an 8 year hiatus the Unit returned to Ainsa.
Spain for the 2024 summer expedition for white water raftiTh& canyoning, a trip to Barcelona
and undertaking DofE expedition5 in the Spanish Pyrenees_ Two Bronze and Four Gold Duke of
Edinburgh awards have been achieved.

FINANCIAL REVIEW
Reserves Poll¢v
The Group'5 policy on reserves LS to hold sufficient resources to continue the chariiable actlvltle5 of
the Group should Income and fundraising activilies fall short. The Group Trustee Board agreed ar Its
December meetin8 to hold feserves of £io.tKJo to be reviewed annualty.
At the end of the year income reserve5 amounted to £61.458.41. In addltion to the contlngency
reseryes of £lO,OCKI these ale held to Teplace the minibuses for which we have received some 6rants
and donations. In addition the funds are held to carry out some refufblshment to the hall.
Investment Poli¢v
The Group does not have Sufficient funds to invest in lon8er term investmenis. The Group has
therefore adopted a risk averse strategy to the investment of its funds. All funds are held in cash
U5in8 rnalnstrean) banks or building societies.
Basis of Accounting
The accounts have been driiwn up on the receipls and payments basi5 which is consistent with the
previous year. In line with the Charity Commi$5p)n Siatemenl of Recomff￿nded Practice and The
Scout As50Clation rules non-monetary assets do not need to be valued and shown within the
accounts. I" Rustington's non-monetary assets predominantty consist of a large quantity of camping
equipment and other items used in Pfoviding activities for the Explorers. Scouts, Cubs and Beavers.
Ifems are replaced a5 and when they reach the end of their serviceable life. The current value of all
iems of equipment is in the region of £25.5(XJ All ihese assets are fully insured with Unity Insurance
Services on the basis of their curreni values, wilh the exception of tents which are insured on the
basis ol full cost of repair or replacement.
