The Group is managed by the Group Executive Committee, the

Leader in meeting the responsibilities of the appointments and is

Risk and Internal Control
The Group ExecutNe Committee has identified the major risks lo which
they believe the Group is exposed. these have been reviewed and
systems have been established to miligale against Iherrs. The main
areas of concem that have been identified are..

Damage lo the building, property and equipment. The Group would
requesl the use of buildings, property and equipment from neighbouring
organisalions such as the church. community ￿ntre and other Scout
Groups. Similar reciprocal arrangements exist with these organisalions.
The Group has sufficient buildings and conlenls Insuran￿ in place lo
miligale against permanent105S.
Injury lo leaders. helpers, supporters and members. The Group through
the ￿pItal￿n fees contributes lo the Scout Associations national
accident insurance policy. Risk Assessments a￿ undertaken before all
activities.
Reduced incorTte from subscriptions fund raising. The Group is primarily
reliant upon income from subscriptions and fundraising. The group
does hold a reserye lo ensure the conb"nuity of aclNity"es should there be
a major reduction in income, suchas as occured during 2021121 due to
COVID. The reserve is sufficient lo keep the Group in operation for a
pettod significantly in excess of 12 months. The Committee could raise
the value of subscriptions to increase the income to the group on an
on90ing basis, either temporarily or permanen￿Y.
Reduction or loss of leaders. The group is totally reliant upon volunteers
to run and administer the activities of the group. If there was a reduction
in the number of leaders to an unacceptable level in a particular section
or the gfOUP as a whole then there would have to be 2 contraction.

young people aged 6 to 18. If there was a reduction in membership in a

Risk and Intemal Control
The group has in place systems of intemal contmls that are designed
lo provide reasonable assurance against material mismanagement or
loss, these include 2 signatories for bank payments and comprehensive
insufance policies lo ensure that insurable iisks are covered.
The Group ulislises prepaid expense cards for small value transactions
and for costs incurred on camp. These transactions are reviewed on a
regular basis and receipts are provided for all spends.

rnember5 of their local national and inlernaltonal communities_ The
method of achieving Ihe Aim of the Association is by providing an
enjoyable and attractive scheme of progressive training, based on the
Scout Promise and Law and guided by adull leadership.
Scouting exists lo aclivety engage and support young people in their
personal development. empowering them lo make a positive

The Truslees continue lo recognise the Phoenix Building in the
accounts. following the same accounting principles, from one
accounting period to the next and thereby allowing meaningful
comparisons be￿een years. As in PriOT years, the asset is held al ils
instjrance valvats"on. It is unlikely that the building will be sold by the
Charity- The disclosure of the buildin9's value does, however. provide
an indication of what fundraising would be required for major repairs
and refurbishment la new roof would likely be easily over one hundred
thousand and requiie more than the Charity's cash assets. Al the
moment the roof is in good condition). The Trustees cor¢linue lo
maintain the building to a h￿h stsndard. although expect maintenance
costs to increase as the building ages.
Resep•es Pollcy
The Group held reserves of approximately £82.5k split be￿een a bank
deposit account and a 1 year bond, plus a further £24.5K in the current
account5 and on prepaid expense cards at year end.
The Group's policy on reserves is lo hold sufficient resources lo
continue the charitable actNities of the gfOUP should income and
fundraisirrfj activities fall short. The GfOUP Executive Committee
considers that the group should hold a sum equivalent lo 12 months
nJnning costs, circa £37,000.
Brief statement of the charity's policy on
reserves
As slated in Building's disclosure note above, the Charity's cash
reseNes, whilst large for day to day running, would unlikely cover the
major refurbishment costs of the building for which additional fund
raisirbg would be required. On this basis the Trustees believe the
reserves to be appropriale for the Charity's purpose.

consequence does not have sufficient funds to invest in longer-lerm
investments such a5 stocks and shares. The Group has Iherefofe
adopted a low risk strategy to the inve5trnent of ils fund5. All funds are
held in cash using only mainstream banks or building socielies.

The Group Executive regulaty monitors the levels of bank balances and
the interest rates received to ensure the group obtains maximum value
and income from Éts banking arrangements. Occasionally this may

may be withdrawn, before doing SO the Group Executsve considers the
cash flow requirements.

As the charity trustees of the 1st Twyford Scout Group you are re5pon5ible for the preparation of the
