Strateglc Reviw and 50th Anntversary
The trustees have been implerrents.ng the resulls of its Strateg￿ revivw conduded the IKevious year
establishing its new Folicies cL#)cluding rts Sk￿lS a￿JIt of trustees. This has enabled trustees to
tsrgel its r￿Itrnent of new trustees r*cessary to equip the Board wilh the nght b31ance of skills to
dnve forward its frJIU￿ work.
The tJuslees have also continued with ils plans to mark the Trusfs 50th ￿n￿erSary whith includ8S
an event to be held at the BU￿edOn Wndmill on 25th Septern￿ 2025.
Flnan¢lal Planning
Last year the Board concluded that to be effective in the fviure. a è)p prKYity was the devebpment of
a financial plan. robust enough to ensure that rt LS capat4e of witr'nurng to inteNene where necessary
in rescuing buildings at fisk tn the CcAJnty. and that its existing assets a￿ protected. In pursuit of this
objecttve the Board appointed a separ* Finance Committee to drNe the Plan fopwarfi and to engage
with organisations whKh rn￿ht be a po%thJ) to assist the Trust in ￿leVIng its ffinanC￿l goals. Thi5
strategic financial planning has alreatty started to pay as finanud Ferfmi¢e of the
Trust as rep)rted beiuw iuustrates.

historic ljuildings and siies, to bbby planning authorities where rt has become concemed aboul

The Trust owns th￿ histtyr sites in the c￿rtty.. Butsledon Wndmill, Bursledon Brickworks and
Whrt¢hurch &lk Mill. The last tjvo sites are leased to separ*e trusts whth operate them as visrtor
attraCt￿n$.

Council, who in tum had leased tt to the Hampshire Cultural Trust which the County Council
established to njn ils museu￿￿￿. Last year the Culturdl Tnjst and the County Council had given
r￿tr"ce to terminate thwr ￿$[￿cts¥e ￿eS for operat]orBI rea%)ns.' the Cultural Trust wrth effect from
the 31st of March 2024 aThJ the thnty Council with effect from the 31st Cttober 2024. Last year the
Trust had started ts negoti**)n ￿ Hampshire County cour￿11 ￿ a dilap*Jation ckim and these

The W￿ndMill has a loyal folbNing k¢alty, irtlwjing a team of Vohjnteers who are keen to rerrrain
invofved. The Trust Trs committed to i&opening the v￿ndM￿l to the publ￿ and maintaining rt as a
heritsge visrtty atlraction for the enJoyW￿nI and &Juc2tion of the peop￿ of Hampshi￿. As well as the
ndmill, the site comprises a histh bam, disused Stab￿ and s(Kre wcx)Jland. As rt wll be essents'al
to generate income to underpin the l*MThdmill's futu￿ sustsinabilty, the Trust is exploring the
commeicial potent￿1 of the srte as an events and wedding venue. During the year the Trust has
develO￿d a business based ￿ a Combinat￿ of ¥￿itOr r￿enUe and income generated from
events. In additson. the Trust athing grants. including the Nath)nal Lottery Herrtage Fund, to
supp)rt improvenknts to the infrastr￿re and the reopening of the Vfindmill as a vi%rtor attraction,
Easueigh Borough Ctyjncil hawng already pledged matched fundirfj of the Trust's bhj to the Lottery.
The Trust has been gratefvl to the swrdll band of voFunteers for the excellent work Yiey have

Museum Trust tovrards comFAet1￿ ofa sale of kand at the Brthvorks to a hovsiftg devebper in order
to raise funds to repair ltsted drying sws, a sale whth was ￿N￿p￿ted at a value of £848.000
and whereby the devek¥er haj agreed to undertake the repaffs USiDg the Sa￿ prcceeds. Gocmy
progress has teen rn￿e throughout the year on both the housing development and repairs to the
drying sheds wth ¢omplekn of both due by the end of September 2¢r25. A Joint IAt>rking Party
comprising representstives of tx)th boards have been nN)nrtoring the works and oJnsNJering a fvture
strategy for the futtjre ot the BrlckmK￿ including the fijture use of the drying sheds once the repairs
are o)mpleted. Thts has resulted En a change to the spear￿￿ of the ￿paIrS omrtting the

The Tnjst acquired and refvrt)i5hed Vthrtthurch Silk Mll in the 1980s. Vthen the restoralw)n was
complete in 1990 it estsblished the Vthrtchurch Silk Mill TrusL to it has been leased sin￿. The
Silk Mill LS an Accredited Museum and tre onfy pLxe in Britain where people can see skilled weavers
ugng hIStry￿ machinery to *Yave fine silks. The Gr* 2. buildiThJ tells the story of how the silk
industy was estsbtished over 200 Yea￿ ajo in a small rural t(tr￿ in Ncrth Hampshire and suNives to
this day. The core funcbons of ￿hIt￿urth SiU( Mill Tnjst are to preserve the building, its mathinery
and the art of silk-weaving for the benefft of the pwple of Harrpshire and fvrther afEId.
The Mill is open all year round. It manages a shop selling aw other things hwJh qualty scaNe$
woven on the Mill's histo￿ machirwy, and a Fwular riversth café. It offers a wide-ranging
prograrnme of temFX)rary exhibitions, worttstw and comnwnty events. This year the Mill Trusi has
begun impkmenting the Nattonal Lottery Heritsge Funded MÈavry Futures. project. to enhan￿ tt
weaving team's skills. conserve the heritage machinery. and develop the Whitchurch Silk brand in
orderto broaden commerual opF￿rtunrt1es. The Mill has alg) implen*nted a highty successfvl creative

FINANCIAL REVIE
Financial Position
The Trust recorded a net surplus of £91.28S fty the year ended 31 March 2025, re￿11￿9 a stronger
financial perfrnce cornpared to the prior year's surplus of £1,822. This yea¢s surpEu$ includes
£2,551 from unrestricted fuThd$ and £88.734 from restr[(￿ funds. the latter of7*hich is earmarked for
FKDJramme expendrture in 2025r26.
At the year-end, totsl fuThJ balano5 Stood at £104.454 (2024.. £13.1691, comprising a surplus of
£10,720 in general unreslricl8J funds and £93.734 ￿ re5trthd funds. Notabty. 95% of Ihe restricted
balance has been committed for activrties in the next finanual year.
