Charity Reference and Administrative Details
The Trustees present their report the financial statements of the charity for the year ended 31
December 2025. The Trustees have adopted the provisions of the Staternent of Recommended Practice
(SORPI "Accounting and Reporting by Charitie< in preparing the annual report and financial Statements of
the Charity.
Trustees of the Charlty
The trustees who have served during the year and since the year end are detailed in the section on Charttable
Detai15 above.
Governin8 Document
The Charity was formed in 1975 by resolution of the Finance committee of the Provisional Grand Lodge of
Devonshire of Ancient and Accepted Masons of England lThe Provincial Grand Lodge). Its governing

document is the declaration of trust dated 3 March 1975 as amended on 5 February 2C(>7 in agreement
wtth the Charity Commissioners authority dated 26 October 2(X)6.
Objectlves and Activities
The objectives of the Charity are the relief of poor and distressed Brother Masons, the relief of poor and
distressed widows and children of Brother Masons, a150 to benefrt such Masonic or other Non-masonic
Charities, and to provide local support for Communty projects as directed by the Trustees.
The principal continuing activities of the Charity are the collection of charitable donations from Brother
Masons the claiming of any available income tax refunds and the making of charitsble grants in accordance
with the wishes of the donor Brethren or as directed by the Trustees.
Due to the efficiency of the administrative systems and the time freely given by volunteers the administrative
expense5 are modest.
The grant objettives are aimed at distributing all of the intome. The investment policy is to maintain a
portfolio to create an annual income for distribution.
Public Benefft Statement
During the year 35 in previous years various Chartties were identified and assistance was given via two
functions, with Trustees visits. In all some 43 awards were made totalling £72,04012024 £80,790). Lodges
have met during this year, with reduced, but improving attendance. so fund raising and assistance requests
have been slower, but improving. However. amongst those benefrting this year were:_
Youth organisations and clubs. Cancer. Dementia, and other medical support Charities. Organisations for
the support of the elderfy and disadvantaged members of the community. Food barkks.Small local
organisations in contributing towards infrastructure projects.
The Trustees confirm thatthey have referred to the guidance contained in the Charity Commission's
general guidance on public benefit when reviewing the Charivs aims and objectives planning future
activities.

The principal assets of the fund comprise stock exchange securities and deposits. The increase in fund value
this year is due to a continued upturn of the markets.
Income has increased this year. assisted by legacies totalling £49.918. The Trustee5 keep the sltuation under
review.

Imiestment Pollcy Slatemerrt
The Investment Policy Statement was submitted to R8C Brewin Dolphin in accordance with The Trustee
Act 2000.
The Policy Statement was prepared and agreed by the Trustees of The Benevolent fund and provides
guidance as to how the asset management functions delegate to RK Brewin Dolphin by the Trustees
should be exercised. The policy is reviewed on a regular basis.
Investment Objective
The Trustees intend that the real value o* their assets and income be maintsined and enhanced over the
long term by investment in a portfolio comprised of equities. fixed income stocks, indirert property
investment and cash.
Investment Brief
In order to meet these objectives the Trustees have appointed RBC Brewin Dolphin as their agent to
manage a diversified portfolio of suitable investments on a discretionary basis. The Trustees have seletted an
investment objectwe of a balance betsveen income and capital growth.
As Trustees we have considered the future sustainability of our investment portfolio.
We believe it is important that we invest responsibly to achieve our Chari￿s goals. As stewards of our
investments. our investment managers RBC Brewin Dolphin tske account of a wide range of environmental,
Social. and governance frdctors when assessing and selecting investments for our portfolio.
Structure, Go¥emance and Management
Appointment of Trustees and Officers
The governing document of the 3, March 1975 las amended) confimied it was the responsibility of the
Provincial Finance Committee to appoint or remove Trustees. Any Trustee so appointed. must be a member
of the Provincial Grand Lodge of Devonshire. The person or persons in whom the statutory power is vested
shall then by deed. be appointed to act as a Trustee.
It is the responsibility of the Trustees to prudentty manage the activities, investment risk and administration
of the funds held bythe Charity-
It 15 also the responsibility of the Trustees to stimulate, advise. influen￿. and co-ordinate, blrt not to direct,
the Charitable giving of all the Lodges in the Province of Devonshire.
It is the general policy of the Charity to keep administrative and management costs to the minimum leve5,
consistent with efficient and accurate stewardship of the funds entrusted to the Charity.

Trustee Indurtlon and Trninlng
New Trustees undergo an orientation session to brief them on their legal ob5igations under Charity Law. the
Trustee's role in Stimulatir￿ advisin& influencing and c(pordinatin& but not directing the charitable giving of
all Lodges and Brethren in the Province.
Trustees are encouraged to attend appropriate external conferences and Seminars where these will facilttate
greater understanding of their responsibilities and their duties to manage the investments of the
Benevolent Fund in conjunction with the appointed investment managers.
Risk Management
The Trustees have a risk management policy and have examined the major risks which the Charty faces
and confirm that systems have been established to mttigate those risk5.
The only major risk identified is that of investment returns on our income for the Fund which has been
amply demonstrated by the extreme volatility in World stcKk markets. the Trustees feel that this was
materially strengthened with the appointment of professional Investment Fund Managers and the
Trustees stringent investment pdicy.
The nature of the Benevolent Fund is such that the Trustees do not see any need for a ReseNes policy
but this is constantly reviewed by the Trustees.
Trustees Responsibilitles Ststement
The trustees are responsible for preparing the Trustee5' Annual Report and the financial Statements in
accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally
Accepted Accounting Practice}.
The law applicable to Charwties in England & Wales requires the Trustees to prepare financial statements for
each financial year which give a tr¥Je and fair view of the state of affairs of the Charity and of the incoming
resources and application of resour￿5 of the Chartty for that period. In preparing these financial ststements
the Trustees are required to-

The Trustees are responsible for keeping proper accounting records that disclose with reasonable accuracy
at any time the financial position of the Charity and enable them to ensure that the financial statements
comply with the Charities Act 2011. the Charities (Accounts and Reports) Regulations 2008 and the
provisions of the Trust deed. They are also responsible for safeguarding the assets of the Charity and hence
for taking reasonable Steps for the prevention and detertion of fraud and other irregLilarities.

I report to the charity trustees on my examination of the accounts of the charity for the year ended 31
December 2025 which are set out on pages 9 to 19.
ResponslbSlltles and basis of report
As the chaTit*s trustees you are responsible for the preparation of the accounts in occordance with the
requirements of the Chartties Act 20111'the ACVI.
I report in respert of my examination of the charitrfs accounts tarried out under sertion 145 of the Act and
in carrying OLrt my examination I have followed all the applicable Direttions gsven by the Charity Commission
under Section 1451511bl of the Art.
Independent examlner's statement
I have completed my examination. I confim that no material matters have come to my attention in connection
with the examination giving me cause to believe that in any material respect:
accounting records were not kept in respect of the charity as required by 5ertion 130 of the Att; or
the accounts do not accord with those records; or
the accounts do not comply wtth the applicable requirements concerning the fonn and contentof accounts
set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the

Summary of significant accountlng polides
A- General information and basis of preparation
The Provincial Grand Lodge of Devonshire Benevolent Fund is a charitable trust in the United Kingdom.
The address of the registered office is given in the charty infomiation on page 2 of these financial
statements. The nature of the charitls operations and principal artivities are described in detail in the
Trustees Report.
The charity constitutes a public benefit entity as defined by FRS 102. The accounts (financial statements)
have been prepared under the historical cost convention with items recognised at cost or transaction
value unless otherwise stated in the relevant notelsl to these accounts. The financial statements have
been prepared in accordance with the second edition of the Charities Statement of Recommended
Practice issijed in October 2019, the Financial Reporting Standard applicable in the United Kingdom and
Republic of Ireland IFRS 1021 and the Charities Art 2011. The trustees consider that there are no material
uncertainties about the Trusvs ability to continue as a going concern. The trust constitutes a public
benefit entity as defined by FRS 102.
The financial statements are prepared on a goin8 concern basis under the historical cost convention.

The significant accounting policies applied in the preparation of these financial statements are set out
below. These policies have been consistently applied to all years presented unless otherwise stated.
8- Funds
Unrestricted funds are available for use at the discretion of the trustees in furtherance of the general
objective5 of the charity.
Designated funds comprise unrestricted fund5 that have been set aside by the Trustees for particular
purposes. The aims and use of each designated fund are set out in the notes to the financial statements.
Endowment funds represent those assets which must be held permanently by the Charity, principally the
WAKE fund. Income arising on the endowment fund can be used in accordance with the objects of the
charity and is included as endowment income. Any capital gains or losse5 arising on the investments
form part of the fund. Investment management charges and legal advice relating to the funds form part
of the fund. Investment management charges and legal advice relating to the fund are charged against
the fund.

C- Income recognltlon
All incom*n8 resources are included in thè Statement of Financial Actit4ities ISOFAI when the charity is le8ally entitled
to thè income after any performante condition5 have been me( the amount can be measufed reliably and it Is
probable that the income will be recetved.
For donations to be fecognised the charity will have been notified of the amounts and the settlement deal in writin8.
If there are conditions attached to the donation and this requires a level of perforn)an￿ before entitlement can be
obtained then Income is defefred until those condttions are fully met or the fulfilment of those conditions is within
the control of the charity and it is probable thatthey will be fulfilled.
Donated facilitTres and donated professional services are recognised inlncome attheirfairvalue when their economlc
benefit is probable. It can be measured reliably and thecharity has control overthe item. Fairvalue 15 detèrmined on
the basis of the value of the gift to the charity. For example the amount the charity would be willin8 to pay in the
open market for such facilitate and seThsce5. A Correspondi￿ amount is recognised in expenditure.
No amount is included in the financial statementsforvolunteertime in line withthe SOAP IFRS 1021. Further detail is

For legacies, the entitlement is the earlier of the charity being notrfied of an impending distribution of the legacy bein
recelved. At thls point income s recc6nised. On occasion le8acbes will be notified to the tharFty however It is not
possibleto measurethe amount expected to be distributed. On these occasions. the legacy is treated as a contingent
asset and disclosed.
Investtnentintomelsearnedthrou8h holdin8 assetsfor investment purposes such as sha￿$ and property. It includes
dividends interest and rent. Where it is not practicable to recoBnise investment management costs Incurred with in a
scheme with reasonable acturacy the investment income is reported net of these costs. It is included when the
amount can be measured reliably. Interest income is retogntsed usin8the effecknve fjnte￿t method and divldend and
rent income is rètognlsed as the charitys ri8ht to recetve payment is established.
D- Expend¥turÈ Reco8nltlon
All expenditure is accounted for on an accruals basis and has been classified under headin85 that dEg￿￿ate all costs
related tothè cate80ry. Expenditure is recognised where there is a legal or constructive obligation to make payments
to third parties, it is probablethat the settlement will be reqUI￿d and the amountof the obllgation can be rneasured
liably. It is categorise under the followir8 headings-.

Other expenditure represents those Items not falling into the categories above Including investment management
fees.

accrued as soon as the recipient 15 notified of the granL as this gives rise to a reasonable expertation that the recipient

unfulfilled conditions are outside of the control of the charity

E-supportcosts allocation
Support costs are those that assist the WO￿ of the charity but do not directly represent charitable activities
and include office cost5. administrative and payroll costs. They are incurred directly in support of
expenditure on the object of the charsty. Where support costs cannot be directly attributed to particular
headings they have been added to expenditure on charitable activities on a basis con51Stent with the use
of resourtes.
The analysis of these costs is included in the note5.
F- Investments
Investments are recognised initially at cost which is normally the transaction price excluding transattion
costs. Subsequently they are measured at fair value with changes recognised in net gains/losses on
investments in the SOFA if the shares are publicly traded or their fair value can otherwise be measured
reliably. Other investments are measured at cost less impairment.
G-cash and bank
Cash and cash equivalents comprise cash on hand and call deposits, and other short-term highly liquid
investments that are readity convertible to a known amount of cash and are subject to an insignificant
risk of change in value.
H - Debtors and creditors. receivablelpayable within one year.
Debtors and creditor5 Wlth no stated interest rate and receivable or payable within one year are
recorded at transaction price. Any losses arising from impairment are recognised in expenditure.
l-Tax
The charity 15 an exempt chartty within the meaning of schedule 3 of the charities Act 2011 and is
considered to pass the tests set out in Paragraph I Schedule 6 Finan￿ Act 2010 and therefore meets the
definition of a charitable company for UK corporation tax purposes.
J-Goin8 concern
The financial statements have been prepared on a going concem basis as the trustees believe that no
material uncertainties exist. The trustees have considered the level of funds held and the expected level
of income and expenditure for 12 months from authorising these financial statements. The budgeted
intome and expenditure is sufficient wTrth the level of reserves for the charity to be able to continue as a
going concern.
