## **Structure, Governance and Management** 

## **Governance** 

The village hall is an unincorporated charity run by the trustees, known as the management committee in accordance with a declaration of trust dated 8[th] December 1925, a scheme dated 19[th] January 1962 as further amended in 2002, 2003, 2004 and 2015. 

## **Appointment of Trustees** 

The trustees are re-appointed annually at the annual general meeting. Both Chappel Parish Council and Wakes Colne Parish Council are entitled to appoint trustees but, during this year, only Wakes Colne Parish Council was represented. 

## **Hiring Agreement.** 

Use of the village hall is subject to a Hiring agreement which must be signed by the hirer when booking. The hiring agreement sets out the conditions of hire and the responsibilities of each party. 

## **Licences** 

The village hall has a premises licence authorising entertainment. 

## **Objectives and Activities** 

## **Purpose of the Charity** 

A village hall for the use of the inhabitants of Chappel and Wakes Colne without distinction of sex, political, religious or other opinions. 



## **Principal Activities** 

The hall is in use for regular clubs and activities including an art group, Tai Chi classes, Pilates classes, Women’s institute and band practice. 

The hall is available for hire for private functions including children’s parties, wedding receptions, fund raising events and village social functions. 

## **Charities commission guidance on public benefit** 

The trustees keep in mind the Charities commission guidance on public benefit in their management of the hall. 

## **Volunteer’s Efforts** 

All trustees are unpaid and the committee greatly appreciate the effort put in by the trustees and all other volunteers who help with the running of the hall. 

## **Achievements and Performance** 

Early in 2022 the committee were informed that a planning S.106 grant of £36,000, which the committee had relied upon, would not be paid to the Village Hall. Naturally, this was an enormous blow as Mandy Sexton, our previous chair and architect, had most carefully prepared a list of works needed to bring the Hall into good repair. 

Enquiries were made and we were most fortunate in obtaining a grant from Enovert of £43,000 less a 10% contribution from our own funds. Enovert have been as good as their word and and we have very successfully worked with them and our local builder, Wayne Goodchild, to achieve several of our objectives. Works are ongoing into 2023. 

At the same time, we successfully applied through the Rural Community Council of Essex for a ‘Covid’ grant to raise the hygiene standards in our Hall by fitting stainless steel worktops, a dishwasher and an instant ‘hot tap’. It is hoped that these works will be completed in 2023. 

Since the Covid pandemic lockdowns during 2020/21 life has gradually been returning to some kind of normality. Although the Village Hall suffered from closures and reduced income, the grant previously given from Colchester Borough council has been useful in settling the 10% contribution required by Enovert. 

We are pleased to confirm that during 2022 our Village Hall was regularly used by the Chappel Parish Council and the Wakes Colne Parish Council.  Courses are run by Peter Chillingworth (Art), Glynis Parker (Tai Chi) and Rebecca Johnson (Pilates).  Two bands also practise here regularly.  The local W.I. group meet and will celebrate their 75[th] birthday here in 2023.  Our Hall is also a much favoured venue for childrens’ parties and other gatherings.  Additionally, Patrick Dent organised a highly enjoyable and successful ‘Rock Choir’ in May and the Common Ground Theatre Company performed ‘The Raven’ in the autumn. In November a highly enjoyable wine tasting evening was held! 

It was also discovered, by perusing our earliest Minutes, that our Village Hall would be 100 years old in 2023! 

In all, it has been a very successful year and the Committee and local residents would be justified in thinking that the Village Hall is a very worthwhile asset for both villages and that it can enter into its 100th year with every confidence. 



## **Financial Review** 

The trustees aim to manage the finances so that the hiring fees paid by the users of the hall broadly cover the running costs. Fund raising activities boost revenues but for anything larger than minor maintenance the committee would seek grants. In 2022 we have been very successful in obtaining grants totalling £22,273 for essential maintenance and repairs and this will continue into 2023. 

The committee aims to hold circa £10,000 at the bank in order to cover several months of running expenses and any emergency repairs/replacements as necessary. At the end of the year cash at bank was £9,872 in unrestricted funds. A further £4,100 was held being the grant monies received and ring-fenced for the kitchen refurbishment.
