The Managing Trust¢¢s pr¢s¢nt their Re￿1 for the year enthd 31° March 2024, which
should be read in Conju￿tion with the attached Financial StstyneDts for the same peri(xS.
lrtAI Status
The Charity was established on 4 Apnl 1978 whereby Langham Parish Council is the
cuSt￿lan Tn￿te¢ of the freehold land now occupied by the Community Centre and Car Park.
Obje¢ts Polieies and Organisation
The Trust is established to provide and maintain the Community Centre for th¢ b¢nefit of the
inhabitants of Langham, without distinction of p)litical. ￿li￿OuS or other opinions, with the
obj¢ct of improving thc quality of life of thc inhabitants.
The Centre is available for hire by any individual or organisation in accordance with the
standard hiring agrecm¢nt and scalc of charges adopted for the year. It is intended that the
8cal¢ is suftTi¢i¢nt to generate cnough I￿ANne to mect the ordinary expenditure incurred in
providing the Cenlre. Significant improvements are funded out of revenue by specific
ap￿al5. fundraisin8 and utilisin8 8rants as available.
Review of the Year
2023124 has been another challen8inB year. Carol Lloy￿ our new Commercial and
Markctin8 Managcr. has seen an increase in enquiries io hire ihe premises bul nol all have
r¢sult¢d in a &finitc booking. Our hi￿ chargcs remain at May 2022 levels bui sadly this
proves too much for some prospective customers. Our outgoings on regular maintenance and
staff salartes are constsnily increasing and the price of electricity has been very high. At
Carol'5 sUgg￿tion. She has sct up a SAGE accounting pro8T8mme lo deal with invoices and
payments more ¢ffi¢i¢ntly.
We have had to chase the hirer for yyymeni ihis year but all, with one exceptio
apologiscd and pmid in full. Sadly. a Court order had to k Taised against a thir￿ under which
the first instalmcnt paid l&st month. Anothcr dIsap￿Intment was the lack of volunteers
ai our King's Volunteering OF￿ morning in the Club Room on 13 May, when seven villag¢
organisations canvassed for MO￿ assistsnce and fewer than ten members of the public
attend¢& on¢ or two of whom did sign up. Without a supply of willing hands, we cannot
keep village amenities going.
L(Kal regular hires conlinuc to make up bulk of our income, ￿1¢h is pleasin& and we
have thre¢ football t￿nS on th¢ field over weekends. The I￿ekeeperS are regular visitors lo
the Hall, as are various exercise groups. The monthly CommuDity Café 15 b¢coming busier
and Langh2m Film Nights has run some well-suptK)rted evenings. including a sold-out
,￿pp¢nhcImer- in March. We need to incre&se sales of100 Club lottery membership to
bring this up to its maximum.

Th¢ LCC host¢d a UKPN Pylon m¢¢ting (with a s¢cond in May 2024) and a m¢¢ting with
Anglian Water in February attended by MP. Bernard Jenkin. when the Parish Council
confronted AW once again with the ongoing flooding problems in the village.
The Hall was the venue for a very $￿ceSsful Coronation musical afternoon tea on 6 May
2023, organised by the Community Shop in conjunction with The Oaks Sch(M)l. The
evening's ewents on the fleld. organised by the Parish Council. were enjoyed by a hardy
group of villag¢rJ undaunted by thc rain. which also affcct¢d Bonfire Night c¢l¢brations in
November.

On th¢ Streft￿h of S¢¢tion 106 FMymMts. acoustic were fitted in th¢ main h811 in
December and have drarnaiically improved the sound quality by reducing echo. S.106 also
provided a slairlift io Committee Room fitted in NovemEw to make it accessible for those
with reduced mobility. Peter Dawson. in his rolc as First Reswnder. has kindly agreed to
provid¢ som¢ evacuation ¢hwr traimng. which is b¢ing organised. We have begun to fit LED
lightin8 throughout the LCC building. which should reduce our electricity usage.
prow3ed new disabled toild continues to face delays owing to St￿lfiCatIon concerns. We
hope to bc ablc to comm¢nce thcs¢ works very shortly. W¢ ar¢ cxtr¢mely grnt¢ful to the
Pan'sh Council, and to Martin Bottwood in Wicular, for his tireless efforts to obthin th¢
monies from Colchester City Council.
I would like to thank all Trustces for their invaluable ¢ofttributions to the nmning of Langharn
Communiry Centre. During the year Rosie Helliwell retired from the Bridge Club and David
Druitt took her place as Trustee in (ktokn. Mark Kleingeld retired after many year, service
T¢nni3 Club TCP. H¢ wa3 r¢placd in F¢bruary by Stuart Rudge. Sinrx the dernise of
Pat¢hwork Pals w¢ have oft the LCC Governing body for another local organisation to
Join us with an appointed Trustee. There is also a vacancy for a Parochial Church Council
rcpresentalive.
Carol Lloyd has had a very busy year getting to know her way around tk many and various
duties which fall to the of comme￿ial and Marketing Mawer. She has been ably
assisted by Cheryl Williams. who does so much work behind the s¢encs and is little known to
cv¢n 50m¢ of our rcgular kn.￿[5. Wc v¢ry grat¢ful to them both. They have 50 many tasks
to cover between them that it has been a mammoth tssk to draw up Job Specifications and
new contracts this year.
Maur¢¢n Shouksmith has been our Treasu￿ for eight years. having answered an SOS in
2016, and is now retiring. Durin8 that ts'me she has had to learn new skills. particularly in IT,
and taken some of the Workload from both Secretary and Ch8iTman. This year she S￿nt
many hours working on U￿latiftg staff cL)ntra¢ts. She has always k¢pt the LCC'S financial
r￿OrdS upto-date and aKurate, wkn.ch has eased the work of our Indep￿dent Examiner and
completion of the annual relum lo the Charity Commission. We ho￿ she has time to devote
herself to her large family while enjoying some well-deserved rest and relaxation.
W¢ hav¢ 5p¢nt our sKond y¢ar without an electcd Secretsry. while Liz Winter has continued
lo take and disseminate minutes and has fallen back into the role in an "acting" capacity as
Trustee. This is not ideal and we are concerned aknut the difficulty of finding replacement
otYic¢ts wh¢n thcy aTC r¢quir¢d.

Finances
Th¢ Truste¢s arc r¢spx)nsibl¢ for ptetwdtion of the financial sLqtem¢nts and for k¢eping
proper ac¢ounting records which th.￿lOSe the financial px)sits'on of the Charity. Th¢ method
employed is receipts and ￿Yrnents accounting.

Iv
NSIBILrriES OF TRUSTEES AND INDEPENDEKf EXAMINERS
The charity's trnslees are responsibl¢ for the preparation of the annual report and accounts and they
consider that the Charities Act 20115144 audil requirement does not apply. It is my responsibility to state,
on thc basis of procedures specificd in th¢ General Directions given by the Cl]arity commissioners under
531 (h) or (i) of the 2008 Rcgulations, whether particular matters have come to my attention. I am qualified to
undcrtake th¢ examination by being a qua]ified member of the Institute of Chartered Accoutants in England &
Walcs.
It is my reswnsibiliry to:
' examine the accounts under section 145 of the Chariti¢s Act"
. lo follow the procedures laid down in the genernl Directions given by th¢ Charity Commission (under
seclion 145(5)(b) of the Charilies Act: and
. lo state wheiher panicular matters have come lo my attention.
BASIS OF EXAMINER'S REPORT
My examination was carried out in accordance with the General Directions giv¢n by the Charity
Commissioners. An examinaiion includes a revicw of the accounting records kept by the charity and a
comparison of the accounts presented wilh those records.
li also includes consideration of any unusual ilems or disclosur¢s in the accounts and s¢eking explanalions
frum the iruslees concemin8 any such matters. The procedures undertaken do not provid¢ all the evidence
that would be requircd in an audit and. consequently. I do not ¢xpress an audit opinion on the view given by
the accoun15.
IIYDEPENDENT EXAMINER'S STATEME
No matter has come to my attenlion in connection with my examination which gives me re&sonable cause
not to kli¢v¢ that in any malerial respect:
i) a￿oUnting records hav¢ been kept in a￿OrdanCe with s.130 of the Charities Act 2011; and
li) the financial ststements accord with thos¢ records. and comply with the accounting r¢quirements
ofthe 2008 regulations.
No matter has ¢ome to my att¢ntion in connection to which, in our opinion, attention 5bould be drawn in
ord¢r to enable a prO￿r understanthg of the accounts to be reached.
