## **Annual Report and Financial Statements for Hingham Parochial Church Council for the year ending 31 December 2022** 

## **1. Background** 

**Priest in charge;** Vacancy since 31 July 2021 

**St Andrew’s Church** serves the town of Hingham, by promoting the Christian message through its services and links with the community.  There are three regular weekly services, as below and a monthly Messy Church; Sunday 8am Sunday 10am Wednesday 9.30am 

The Hingham Parish is part of the High Oak, Hingham, Scoulton with Woodrising Benefice. 

**St Andrew’s Hingham Charity** (Charity Number 267241).  Members of the PCC are Trustees of this charity.  The annual returns were submitted on time.

## **2. Churchwarden’s Report** 

As we continued to recover from the effects of the Covid pandemic, the past year has been about organising the present and preparing for our future. The PCC remains enormously grateful, and thanks God for, all those who have worked so hard over the last year to reopen so many of our church activities and the work that has gone into the process of preparing to appoint a new Rector. 

As ever, we are grateful to the ministry team and those who have worked with them to maintain our pattern of worship. Once again, those who thought themselves put out to pasture have found themselves back in front of the plough. However, we were particular sad to lose Jean Batchelor who has kept going so many of the things that make church happen. We wish her all of God’s blessings for the future. 

Our efforts at outreach over the past year as the Covid restrictions were lifted have attracted lots of people back into the church building. Our Christmas services saw a return to the ever-popular Light of the World service, and it was fantastic to see the church full again! Messy Church has relaunched with great success and we offer our thanks to all those involved. The Paws for Thought Dog café has also seen a whole pack of waggy-tail visitors and their pet humans enter the church, many for the first time. 

After so many years of hard work – spanning literally multiple generations – were are very pleased to say that we are finally moving forward with the Facilities Project. After successful fundraising, work begins on this in the next few months and we are excited to see what new opportunities this will open for us. We have begun the process of fundraising for the

restoration of the Bell Ringing Floor so that we can re-establish regular Bell Ringing in St Andrews. 

The matter of the reorganisation of the benefice remains, at the time of writing, unresolved. We know that our future Priest will have a larger group of churches, and therefore a larger group of communities, to minister to. The first round of advertising was not successful in attracting a new Rector, but we remain patient that the right person will hear God’s call soon! 

Over the next 12 months, we will continue to work to secure the Church’s financial future. We are looking forward to a visit from the Parish Giving team from the Diocese who will work with us to develop new ways and patterns of giving. We also need to grow the community links we have started to build, and help the Facilities Project to realise its full potential. We need to work to grow our Christian community to allow us to ensure the Church’s future and to continue Christ’s work in the heart of this town for generations to come. 

Finally, we pray that, by the Grace of God, we will be able to include a Rector’s report in the next APCM Report!

## **3. Occasional Offices Report** 

During 2022, St Andrew’s Church had 7 Baptism, 7 Weddings and 8 Funerals. Caroline Money, PCC Secretary 

## **4. Parochial Church Council (PCC) report** 

The PCC met on 7 occasions in 2022 with 72% attendance.  The usual reports were given on Finance, Standing Committee, Facilities Project, fundraising, service planning and the Interregnum. 

The PCC agreed the Church Fees for 2022, the Standing Committee Terms of Reference, the Safeguarding Policy and Plan, the Data Privacy Policy, the Social Media Policy and a Maintenance Plan.  The PCC also agreed to join the Generous Giving Scheme.

## **5. Electoral Roll Report** 

Being on the Church Electoral Roll is a way we demonstrate our willingness to help shape the future of our Church. It also enables us to participate, vote and hold named offices agreed at the Annual Parochial Church Meeting (APCM). 

St Andrew’s Church reports a total of 63 named individuals on its Electoral Roll; this constitutes an increase/decrease of 3.1% compared to 2021/22. 

Of those 63 members, 50 (79%) live within the parish boundaries and 13 (21%) outside. Furthermore, 20 (32%) members identify as Male and 43 (68%) as Female.

## **6. Deanery Synod Report** 

St Andrew’s Church is a member of the Deanery of Humbleyard and is represented on the Deanery Synod by James Hampton. This area synod did not meet during the reporting period. This is exceptional and can be explained by the absence of a substantive Area Dean and competing priorities elsewhere in the Deanery.

## **7. Safeguarding Report** 

James Hampton was appointed and trained as Parish Safeguarding Officer (PSO) in August 2022.   Subsequently, all Church Officers completed mandatory training exceeding the Diocese of Norwich’s published target compliance threshold. 

The PCC approved an updated Parish Safeguarding Plan in September 2022. A copy of the plan is available on request. 

During the reporting period no significant safeguarding concerns were raised and, therefore, no incidents have been escalated to the Diocesan Safeguarding Team. James Hampton, Safeguarding Officer 

## **8. Fabric Report** 

The organ and fire extinguishers had their annual service.  The guttering was inspected, cleared and repaired during the year.  The terrier was reviewed and updated during the year.

## **9. Facilities Project Report** 

The focus for 2022 has been fundraising and grant applications to install 2 toilets within the church and relocate and update the kitchen.  We were fortunate to receive the majority of the funding needed via grants and donations.  Our Architect has revised the works programme and the pre-contract meeting was held mid November 2022. 

Needless to say the costs for the project have been revised many times, but it is good news that in 2023, this project will finally be realised, after nearly 40 years of planning!

## **10. Ministry in Music Report** 

“Oh give thanks to the Lord, call on His Name. Make known His deeds among the peoples. Sing to Him, sing praises to Him, tell of all His wonderful works.” Ps104RSV

Musicians We are fortunate to have the contribution of some very talented musicians in St. Andrew’s. We are fortunate that Richard Till often plays the piano at services and are grateful for the singers that regularly lead congregational singing from the front. 

Informal Choir The group was formed in October 2008 to contribute music on an occasional basis to services and widen participation. The choir contributed carols and music by John Rutter and John Joubert at December’s Community Carol Service. 

Services We have a good balance of traditional hymns and contemporary worship songs in our main service. 

Organ Voluntaries I contribute devotional organ music before the main service suitable for the period in the Church’s liturgical year, and an organ voluntary afterwards drawn from a very wide repertory ranging from music from the 1600s to contemporary. 

Organ The organ continues to be in a good condition. We are also grateful to Chris Turner for the wonderful work he does in providing the optimum sound amplification for the singers and readers.

## **11. Charities report** 

11.1 Heritage Fund Charity No; 1071172 

With covid restrictions lifted we were able to have a few events last year.  The Cake Stalls from April to September in the Market Place were again very successful. 

Our thanks to Sue and Barry Glynn for hosting a well supported and relaxed Coffee Morning; and Peter and Nicola for holding a Barbecue. 

The Ringing Floor has now been inspected and repairs needed are estimated to be around £38,000.  This estimate includes required repair work to the Tower at the Ringing Floor level and the legally required bat survey.  Heritage Funds can cover some of the total cost. 

We will be having our usual events again in 2023 and hope to include some new and interesting ones.  New members and additional help are always most welcome.

11.2 Thurrold and Payne & Common Allotment Ecclesiastical Charity (Charity No. 244918) 

The Thurrold and Payne Charity provides open space for use as allotment gardens and uses income generated from rents to help the poor of the parish of Hingham. 

All the allotment plots were let during 2022.

Total income and expenditure (financial year end 31/09/2022); Income £1,137.00 Expenditure £1,388.49 

No charitable grants were made during the financial year 2021-2022. 

During 2022, the main costs from the maintenance fund were for the following; 

The removal of sycamore trees (including stump grinding) in the boundary hedge with Folly Lane (£450.00) Skip hire (£209.00) The purchase of stock fencing and posts   (£146.29) 

Summary of the work undertaken in 2022; 

Large established sycamore trees that were taking over the boundary hedge with Folly Lane footpath (allotment North 20) were cut down and the stumps ground out. The whole length of the allotment boundary was cleared of accumulated rubbish (mostly old carpets) and re-landscaped ready for re-planting in the next winter season (winter 2022-2023). These works were carried out towards the end of March 2022 and the ensuing prolonged drought put a stop to any planting. There was only one tree still alive from the original hedge and that was maintained. 

The boundary gate with Folly Lane was sanded and repainted and re-hung so that it is easier to open and close.

## **12. Church Groups** 

## 12.1 Keep Fit Group 

The Keep Fit group started 10 years ago. It started as a mens group. After a few years we added a ladies group. After Covid we amalgamated the two groups which now meet on  Thursday mornings 10 - 11am. The original fee of £1 per session has now been increased to £2 to cover the increased cost of lighting and heating. All the fees go to church funds. Since we started we have raised over £2000 for church funds.

## 12.2 Flower Arrangers 

There is a balance of £32.63, which was received when I took over the Flower Arrangers in January 2023.  Currently there is enough stock of oasis and trays etc.  The Church looked lovely at Christmas and hopefully we can look forward to a full year of lovely flowers now Covid has receded.

## 12.3 Men’s Breakfast Group 

Held on the first Saturday of each month, we meet at 8:00, and are usually finished by 9:00. We’re getting back to full numbers following Covid.  Numbers vary, but recently we have achieved an almost full house of 22.  An excellent breakfast is provided by Lincoln’s, so we can concentrate on putting the World to rights, or the likelihood of Norwich winning that afternoon. ## 12.4 Messy Church 

After a successful Christmas Activities session we decided to restart Messy Church in the New Year. 

Though it has been a slow start those who come have been enjoying themselves and the activities well received by parents and children.  We’ll continue to promote the event in the town and encourage more people young and old to join us.

## 12.5 Dinner and Praise 

We continue to meet every other week subject to Covid sharing a meal, time of praise and chat.

## 12.6 Thursday Home Group 

The group has been meeting regularly after the lockdown break for Covid. The most recent studies have been on Justice. We meet on Thursday evenings at 7.30 at the home of Rod and Sue Hall.

## **13. Treasurer’s Report** 

The expenses exceeded the income by £13,119.  Heating costs have risen but we have received some extra money from Shared Access to cover their share of the costs.  Standing Orders have remained the same but the weekly collections have increased by almost £1000.  The total received from Shared Access, including their electricity fees was £16,367. 

The values of the Blackrock and M&G investments were reduced by £9,169.  The cost of hiring the toilet rose by almost £1,200. 

We have once again underpaid the amount due to the Diocese for the Parish Share. 

The total assets at the end of the financial year were £130,797, of which £110,667 was in restricted funds leaving £20,131 unrestricted.
