1. Background

St Andrew’s Church serves the town of Hingham, by promoting the Christian message through its services and links with the community. There are three regular weekly services, as below and a monthly Messy Church;

St Andrew’s Hingham Charity (Charity Number 267241). Members of the PCC are Trustees of this charity. The annual returns were submitted on time.

2. Churchwarden’s Report
After the difficulties of the past few years, the last year has been about reopening, reorganising and preparing for the future. The PCC remains enormous grateful, and thanks God for, all those who worked to keep worship going during the pandemic, and to those have worked so diligently to allow worship to resume safely as things have improved.
We are also very grateful to the ministry team and those who have worked with them as we not only reopen, but also as move through an interregnum after Revd Colin Reed’s retirement in July 2021, after 10 years. Many Churches struggle after the departure of a priest with organisational problems and difficultly finding cover for services. Hingham is very lucky to have a very capable ministry team which includes locally ordained ministers, retired clergy, and lay readers. The PCC would like to offer particular thanks to those retired clergy who have offered their services having moved into the area, despite having thought themselves retired from the labours of the Church! Without your support and work the last year would not have been as easy in this regard for a Churchwarden as it has turned out to be.

The interregnum process gives our Parish the chance to look at our current organisation, and to consider how best to work with our available resources to serve the town and the wider Christian community. Much of the more significant reorganisation is still to come, but over the past year the PCC has worked to adapt how we do things for the current time, including moving the Benefice Administration office from the Rectory into the Tower Room. The PCC has made some progress in improving the Church’s internet presence with the launch of a new website and a Facebook page. We have also invested in new technologies to make it easier to give to the church financially.
We were very sorry to have lost Michael and Debbie Jones as they moved away from Norfolk to be closer to their family. Michael’s contribution to the administration of the benefice, and Debbie’s contribution to the Church’s musical life will both be much missed, and we wish them well for their new lives. Michael’s functions have been redistributed to members of the PCC and others in the congregation.
Work on the second phase of the Church Facilities project has begun, with new quotes being obtained and approved by the PCC, and the fund-raising efforts restarting. This project has only reached the current stage thanks to the hard work of various members of the congregation over many years, to whom we remain very grateful. We will all need to help if we are to see this project through to completion, thus far, we have raised £65,000 towards our total of £169,121. Building maintenance has progressed with thanks to financial support from the Heritage Fund. Inspections of the building will occur soon by our appointed architect to assess the areas of work identified in the current Quinquennial Report. Beyond this, work will begin soon on the restoration of the ringing floor in the tower which will allow the bells to be rung again by a local group on a regular basis.
The matter of the reorganisation of the benefice remains, at the time of writing, unresolved. We know that our future Priest will have a larger group of churches, and therefore a larger group of communities, to minister to. The PCC are due to meet soon with Bishop to discuss these plans. However, we are confident that we have a dedicated team at St Andrew’s who will ensure that we continue to grow and help to support the new incumbent however we can.
As we look beyond these immediate concerns, some large questions loom. We need to secure the Church’s financial future. We need to develop community links to allow the Facilities Project to realise its full potential. We need to work to grow our Christian community to allow us to ensure the Church’s future and to continue Christ’s work in the heart of this town for generations to come.

During 2021, St Andrew’s Church had 1 Baptism, 3 Weddings and 3 Funerals.

4. Parochial Church Council (PCC) report
The PCC met on 5 occasions in 2021 with 82% attendance. The usual reports were given on Finance, Covid Recovery Plan, Standing Committee, Facilities Project and the Interregnum. The Standing Committee met 6 times during 2021.The PCC agreed the Church Fees for 2021 and a Reserves Policy.

6. Deanery Synod Report
I have been a Synod representative for Hingham PCC for several years. Firstly I went with Peter Trett and Betty Chilleystone but latterly I have flown solo. Deanery Synod is the link between the Parish and the Diocese and I have enjoyed hearing some excellent speakers. Originally the meetings were hosted by the different parishes but latterly, due to Covid, firstly we had no meetings for a year and since then they have taken place over Zoom.
The Rural Dean has the responsibility for coordinating these, whilst the position of Rural Dean was vacant once again, the meetings ceased. Some members of Deanery Synod also sit on Diocesan Synod and we have just nominated two people for those positions.
When Tim Yau, the Diocesan Missioner, came to talk to us about planting new churches in deprived areas and shared the Diocesan view for doing Church differently. I found him inspiring. I later talked to my congregation about the way we took our churches forward.
Latterly Synod has become bogged down by past controversies and it has struggled to move forward.
I have enjoyed my time speaking up for Hingham in such matters as the Parish Share, problems with Rural Churches and dwindling congregations and learning at first-hand about any new initiatives. I shall be sorry to finish but circumstances mean I have to cut back on commitments and it's time for others to take over.

7. Safeguarding Report
This year I have continued to make safeguarding referrals within the Benefice and each has prompted further action. I am grateful to those who were concerned and who have referred appropriately to me, as the Benefice Safeguarding Officer.
If you are hearing this and wondering who/how/what? because you hadn’t realised, this is because the safeguarding services is effective and discrete when referrals are made, so if you ever do come across a situation that worries you, please don’t hesitate to report it to me. I have found that a key feature of the vulnerable adult safeguarding issues reported, has been linked to loneliness. It would be great if we could pray for inspiration as to how we might all reduce adult loneliness, appreciating that the same remedies may not apply to all cases. If anyone wants to know if a relationship is a safeguarding concern, it is useful to ask the question ‘who has the power and makes the decisions in the relationship and is this used for the equal good of all concerned?’.
A second aspect of my role is ensuring risk assessments are undertaken, considering safeguarding, where church events are taking place e.g. treasure hunt or cake sale, please remind organisers to do this. Please send me your risk assessment; any online form can be used and emailed or printed and posted to me. It needs to identify the event and date/time, identify any activities, potential risks and the steps taken to ensure protective measures are in place.
Overall this year, a big thank you for making things safer and for the love and care shown by reporting concerns as they have arisen.

8. Fabric Report
The organ and fire extinguishers had their annual service. The guttering was inspected, cleared and repaired during the year.

9. Facilities Project Report
Progress has been hampered by the Covid pandemic and an extension to the Faculty was granted in November 2021 for works to be completed by December 2023.
A meeting was held with the Architect in October 2021 to discuss the next steps for the installation of two toilets within the church and relocation and updating of the kitchen, plus the works to the Ringers Floor. Further discussions have taken place with Anglian Water, to assess the route for water pipe to connect to mains. The competitive tenders received before Covid for the Facilities Project, were resubmitted by December 2021, with updated costings. The total cost of the project is now £169,121 and as at end December 2021, we have raised £65,000. Fundraising for the remaining £104,121 will be a priority for 2022.

10. Ministry in Music Report

Musicians We are fortunate to have the contribution of some very talented musicians in St. Andrew’s. We particularly valued Debby Jones’ contribution and commitment, and also Susan Goode’s piano playing. We are fortunate that Richard Till often plays the piano at services and are grateful for the singers that regularly lead congregational singing from the front.
Informal Choir The group was formed in October 2008 to contribute music on an occasional basis to services and widen participation. Due to the coronavirus this group hasn’t contributed since Christmas 2019 when we had a wonderful community carol service. The choir will restart in the autumn.
Services We have a good balance of traditional hymns and contemporary worship songs in our main service.
Organ Voluntaries. I contribute devotional organ music before the main service suitable for the period in the Church’s liturgical year, and an organ voluntary afterwards drawn from a very wide repertory ranging from music from the 1600s to contemporary.
Organ The organ continues to be in a good condition. We are also grateful to Chris Turner for the wonderful work he does in providing the optimum sound amplification for the singers and readers.

11. Charities report
a. Heritage Fund Charity No; 1071172
The covid pandemic continued to have an effect on our plans over the past years and the Heritage Committee did not feel it was advisable to hold any of our usual events. However, plans are in place for a number of events in the coming year.
Heritage funds paid for the repairs to the guttering, mentioned at the last APCM, have been completed. We are awaiting the inspection of the Ringers Floor in 2022 and works to be completed.
We would welcome any new members to the Heritage Committee or anyone who would like to help at our events, to work alongside our current stalwarts.
Like many other organisations, we are looking forward to 2022 and hope to see you at some or all of our events.

- b. Thurrold and Payne & Common Allotment Ecclesiastical Charity (Charity No. 244918)
The Thurrold and Payne Charity provides open space for use as allotment gardens and uses income generated from rents to help the poor of the parish of Hingham.
All the 31 full size plots and 13 half size plots were let during 2021.
Total income and expenditure (financial year end 31/09/2021); Income £1,238.75 Expenditure £ 924.95
Two grants were made of £150 each (December 2020) to individuals in need.
During 2021, the main costs from the maintenance fund were for skip hire (£263) and tyre disposal (£12).
Summary of the work undertaken in 2021;

Three allotments; South 11, South 12 and North 10 (East) were cleared of accumulated rubbish and new mixed native hedging planted along the boundaries of all 3 plots (also including North 10 (West)). Approximately 40 meters in total, with 12 different varieties of hedging and a total of 94 plants.

Trees planted; 4 silver birch, 1 wild service tree and 1 rowan tree

The main entrance gate and side railings leading from the allotment gardens to Dereham Road were cleaned, prepared and re-painted.

12. Church Groups
a) Keep Fit Group
Not much has happened over the last few months. We had one attempt to start up again in the Autumn, but then there was a spike in Covid infections and we closed again. At the moment, there are no plans to start up again in the immediate future.

It was decided unanimously that we should use some of our funds to make bouquets for people living alone (or anyone who might appreciate it) at the time of the Jubilee.
Stores We have plenty of oasis at present and hopefully enough troughs. Obviously take home what you need. This can leave the cupboard looking a bit bare so ask if there is anything you require and cannot find. A huge thank you to everyone for the lovely displays.

c) Men’s Breakfast Group
Normally this is held on the first Saturday of each month. Covid has restricted our activities. We have managed several breakfasts, but some have had to be cancelled, due to lack of numbers.

d) Messy Church
We have met every first Wednesday of the month throughout the year. Our aim has been to make the church a safe space in which we all belong as a family, to engage with parents/guardians and share experiences, and to encourage adults and children to work together in a Christian setting.
Each month we have a variety of activities and crafts to engage the children and a bible story. This year each child has been able to take home a sticker- book every month with a different Bible story each month. This reflects the younger age dynamics of the families; children between ages 2-8 plus babies.
We have an average of 8 children who come regularly with their parent or guardian.

e) Monday Worship and Supper Evening
We have not been able to meet due to Covid, but as soon as we are able, “Mondays” will resume, on alternate weeks, as in the past.
We were able to begin meeting again in February however, due to Covid, had to stop. Hope to restart after Easter.

f) Thursday Home Group
The home group continued to meet through the covid restrictions of last year with a mixture of zoom and face to face meetings when allowed. We watched and discussed the first series of the Chosen videos. These provided good discussions and some new insights into how Jesus recruited his disciples and what life was like in Palestine in the time of Christ.
In October, the two Home Groups combined and we did a series of studies on the ‘Coming of the Saviour’.

The Tuesday Group did not meet, due to covid pandemic, until we combined the groups in October, as above.

13. Treasurer’s Report
Income this year exceeded the expenditure by £5,000. Heating costs have risen and will rise even more this year but some of the cost has been covered by payments received from Shared Access. We also receive £1,675 a quarter from Shared Access. As a result of the Covid epidemic standing orders have increased by almost £4,000. Now that the Covid restrictions have been lifted there has been an increase in the amount of fees we have received.
The Blackrock Investments have decreased by £2,000 but the M&G investments have increased by £4.500.
We have once again underpaid the amount due to the Diocese for the Parish Share.
