## **RNRS AGM 8 April 2021** 

## **Retiring Chairman report** 

Due to the pandemic the activities of the society have been significantly reduced this year.  The objectives of the Society remain as stated within the constitution dated April 2009. The constitution requires the Society to: 

1. Conserve and protect for the benefit of the public the environment as a whole and its animal and plant life and in particular to conserve, protect and maintain Rowhill Copse. 

2. Maintain the Rowhill Nature Reserve and Field Centre so as to promote to children (including pupils of schools) and the public the understanding and importance of Nature Conservation. 

## **Policies and procedures** 

The committee ensures compliance with legislation and the requirements of our insurers and the landlord of our buildings and owner of the site, Rushmoor Borough Council.  We liaise regularly with the Blackwater Valley Countryside Partnership, the appointed agents of Rushmoor.  We liaise regularly with Debbie Salmon Ecology Officer for Rushmoor in implementing the Management Plan and contributing to the financial rules and requirements of Rowhill Nature Reserve as a SANG (Suitable Alternative Natural Greenspace). 

In order to satisfy our obligations this year: 

3. **Covid.** In respect of the Covid pandemic we have carefully followed the government guidance and liaised with Rushmoor the landowner to comply with all requirement of both bodies when determining what activities can proceed. 

4. **Training.** Volunteers have been trained in chain saw operation and first aid. 

5. **DBS.** Volunteers have undergone DBS checks. 

6. **Equipment and tools.** New equipment has been purchased and new storage space initiated. This will referenced in later reports. 

7. **Events.** Although reduced in scope there has been some events this year including the Fungus Foray again led by our President Dr Brian Spooner.  Other events have taken place and this will be referenced in later reports. 

8. **Charity commission.** The committee has completed the annual return to the charity commission 

9. **Fire Safety** . Compliance with fire safety legislation.  This year we updated our fire risk assessments and procured electrical works to provide a safety certificate of the entire installation in the Field Centre and renew emergency lighting.  Continuation of the contract with Chubb in relation to the fire extinguishers which are inspected annually. 



10. **Security** .  We hold a contract with KBO to service the alarms to the Field Centre and the 

   - volunteer hut.  We hold a contract to service the shutters in the Field Centre. 

11. **Food preparation** .  We ensure that cleaning and hygiene standards are maintained in the kitchen area.  We have been awarded a 5 star hygiene rating by Rushmoor and we maintain the standards required for this. 

12. **Utilities** .  We manage the utilities – gas and electric to both buildings 

13. **Insurance** .  We maintain an insurance policy covering the volunteers and third parties.  We cover content and Rushmoor cover the buildings.  Rushmoor generously reimburse us our insurance costs. 

14. **Building maintenance.** The society cleans maintains and cares for the various buildings utilised by the Society. 

With thanks to all.  Many people contribute to the success of the society.  I don’t want to name too many individuals but broadly to thank you the members, the committee retiring and continuing, co-opted members during the year, Rushmoor, Black Water Valley Partnership, Dr Spooner, Volunteers in the Field Centre and volunteers in the Reserve. 



## **Treasurer’s report** 

Due to the size of our turnover the charity commission does not require us to submit accounts or to appoint an independent examiner of the accounts. The HMRC do not require a tax return. We have confirmed that the receipt of the SANG money does not affect our position with the HMRC. 

Our constitution does require an independent examiner. In order to economise on fees in this  respect we have examined the government guidance on the definition of an independent adviser  and consequently this year our independent examiner has been Stephen Drinkwater. Steve is a  qualified accountant as well as one of our volunteers. 

## **The accounts this year** 

A difficult year with our fund raising activities curtailed by the Covid pandemic. Some fund raising  has continued predominantly due to the efforts of Jackie De La Haye. 

We benefited from the government grant of £10,000 as we are classified as a Leisure business. 

Our major expenditure this year was the purchase of a tracked barrow for the moving of brash around the copse to increase productivity during coppicing. 

All in all we have broadly broken even this year. 

The accounts will be placed in the Field Centre. If you would like to inspect them you are welcome  to do so. If you would like to meet me to view the accounts I am happy to do so. If you would like  more detail or have any specific questions please let me know.

## **Membership - Ray Rasmussen** 

We have had a total of 135 households as members (this includes 23 Volunteers who are not required to pay a membership fee in lieu of labour) during the Membership Year 2020-2021. This equates to 211 individuals.  Just over half of them reside within the Rushmoor Borough Council area. 

The 135 households include 25 new households, but the same number of households have not renewed either by indicating they will not renew or will be deleted as members for not replying to multiple reminder requests. 

We also have 5 life memberships. 

Sadly we have been told of the demise of a few of our members and we sincerely express our condolences to those families concerned. 

The new membership form includes a request for volunteers, asks for donations, asks if possible to pay by Bank Transfer or set up an annual Standing Order and the General Data Protection Regulation (GDPR) notice and also asks how we may contact you. 

We, as an organization, do not ‘process’ any of your information other than some very simple statistics for our own use, which do not reference any individual and no personal information is passed to any outside organization, this may change if we go down the road of Membership renewal via our website.  Your contact details are held on a card file system and for ease of access, on an external hard drive attached to my computer (as well as two memory sticks as backups). None of these electronic devices is connected to the Internet while I access or update them. 

I am stepping down from the Committee but hope to carry on as a Conservation Volunteer.  I will continue dealing with Membership renewal and the Rowhill Newsletter while we are still in lockdown and then pass these duties on to interested parties once we can meet and work together. 



## Rowhill Nature Reserve Society – Reserve Manager’s Report for AGM April 2021 

## Introduction 

The past year has undoubtedly been one of the most challenging in the Society’s history. We have dealt with the presence of Covid19 throughout not just our personal lives but also it’s influence on conservation activities throughout Rowhill. Conservation volunteer activities were suspended at the start of the first lockdown period, not restarting until the “Rule of 6 appeared”. This not only limited the ability of the volunteers to carry out essential maintenance work on paths but also prevented the processing of firewood, which is sold to generate an income for the Society and to benefit the reserve in general. All in all a very testing time. 

However, despite the difficult circumstances faced under Covid19 restrictions there has been a tremendous energy, fantastic success and consistent diligence in managing the reserve. A great deal has been achieved, even with the additional pressure the reserve has been placed under with additional footfall rising from the lockdown. Additional footfall, although making the paths muddier and the reserve busier than “usual”, has further demonstrated our usefulness as both a Suitable Alternative Natural Green Space (SANG) and greatly increasing our presence as a Local Nature Reserve. This has all contributed towards our ever increasing standing as a flagship conservation group within RBC and helps make Rowhill the unique place that it is. 

## What’s been going on this year? 

We’ve had a number of achievements this year, carried on with essential maintenance, the odd setback that we’ve worked hard to overcome and all whilst juggling Covid19 restrictions. Really a testament to the Conservation Volunteers, landowners Rushmoor Borough Council and our hardworking opposite numbers Blackwater Valley Countryside Partnership. Below is a brief overview of what we’ve accomplished in the past year: 

- Began eradication of invasive non-native yellow archangel in various spots in the reserve (our first conservation session back post lockdown. 

- Installed a brand new recycled plastic boardwalk to replace the previous rather tired original with grateful help from Stu B of BVCP. 

- Re-surfaced and re-established a number of wet and muddy spots along the paths throughout the reserve (yes there are still more muddy patches to combat but we have had a lot of increased footfall, it’s been very wet and the site is just natural very damp!) 

- Installed a new footbridge crossing the stream that leads down from Stickleback Pond. 

- Had a White Egret hanging around the reserve for a number of weeks. 

- Purchased a new Tracked Dumper creating a fleet of vehicle to help us in our efforts around the reserve. 

- Installed a purpose made woodworking area, allowing us to process firewood safely away from the public. 



- Had a number of volunteers attend training courses, including Chainsaw operation/Tree felling and First Aid courses. 

- Planted a number of wildflowers in our meadow area with help from Steve B from BVCP. 

- Dealt with numerous fallen, windblown and dangerous trees with help from Jenny, Bobbi, Matt and Stu from BVCP 

- Kept an eye on our collection of Roe deer who live in the reserve (thought to number 3 or so at the moment) 

- Continuing to keep the badger sets on the reserve protected with plans to implement further protection. 

- Established a 10 year management plan for the reserve including updated signage, removal of invasive non-natives and works for increased biodiversity directed by the ever hard working Debbie S at RBC. 

- Had further dangerous tree or safety related issues rectified by Andy F from RBC. 

- Bought a new grab attachment for the Tractor enabling quick and easy moving of piles of brash. 

- Granted planning permission to erect a new shed for our log sales. 

- Began coppicing a sizeable area with plenty of scope to be a flagship area (currently on hold due to lockdown). 

- Encouraged a wealth of new conservation volunteers to join the group, including D of E volunteers, training them on tools, vehicles and developing their conservation skills. 

All in all a very successful year all things considered. Challenges overcome and new ventures started with help from the conservation volunteers, BVCP and RBC. 

## Looking to the future 

There’s a lot going on behind the scenes at Rowhill, not just the conservation volunteers planning their years tasks but also the ongoing steps in the 10 year Rowhill Nature Reserve management plan. This plan is in conjunction with land owners RBC, BVCP and contractors. Summarised briefly below is some point that are likely to occur in the next year. 

- RNRS volunteers completion of coppicing area to provide a different habitat, greater biodiversity and generating timber for the society’s aims to recoup funds through log sales. 

- RNRS volunteers upgrading a number of paths that have become heavily waterlogged over the winter. 

- Consultation plans at Rowhill Steering group meeting for removal of invasive Rhododendron Poncetium undertaken by contractors. 

- RNRS volunteers processing construction of a base and installing of a shed for Rowhill logs to be sold from securely. 

- RNRS volunteers processing firewood for log sale production. 

- The RNRS summer fete! 

- RNRS volunteers ongoing tackling of invasive species throughout the reserve. 

- Steering Group plans to install improved signage throughout the reserve. 

- RNRS volunteers charcoal burns to produce locally sourced, sustainable and chemical free charcoal. 



- RNRS volunteers Coppicing our next area in rotation in the autumn/winter. 

- RNRS volunteers ongoing training and skill development for volunteers. 

The future is bright for Rowhill with lots of plans to increase both biodiversity, improve access and develop the reserve as both a Local Nature Reserve, SANG and welcoming place for all who visit. 

Just on a small note to end I will be stepping down as the Volunteer Reserve Manager from October 2021. I’m looking to recruit a team who can divide some of the responsibilities of Reserve Manager throughout the conservation volunteers. If anyone thinks they’d like to be a part of this please let me know.

## **Conservation Report - Carol Roberts** 

It has certainly been a year of contrasts. Looking back, we were disappointed not to be taking part  in the Family Summer Event and the Christmas Walk in the Dark. However, there have been more  positives than negatives to focus on. In between COVID-19 restrictions being lifted, the  Conservation Volunteers have made valuable biodiversity contributions towards the Rowhill  Management Plan. The boardwalk was finally installed in Summer 2020. The project saw us  working collaboratively with the Rangers from BVCP to lay boards made out of recycled plastic. It  has proved to be a valuable asset for visitors accessing the Reserve for their daily exercise. 

The Volunteers have worked on a number of projects to aid safety and maintenance. A new gate  marks our woodworking area and we addressed the mending of the bridge below bog. Periodically  we have resurfaced paths and dealt with many windblown, dangerous trees. Summer 2020 saw the  long awaited bin store installed outside the Field Centre. The split hazel woven panels demonstrate  the use and skill of traditional woodland crafts. We remain vigilant to curb any invasive species  such as variegated yellow archangel and direct our efforts towards keeping vigorous rhododendron  growth in check. 

The ten year Management Plan has influenced new working processes for coppiced areas. Brash  material is now burnt instead of made into a dead hedge. The Society has invested in equipment, a  tracked dumper and a log grab attachment. These machines speed up the clearance in coppiced  areas but also prove their worth dealing with other site tasks. We are preparing to improve wood  sales next year by installing a storage shed for logs and wood now that planning permission has  been granted. We have purchased some excellent two-way walkie-talkies that can relied upon rather  than patchy mobile phone signals. 

The Society recognises the importance of retaining and encouraging the personal development of  Conservation Volunteers. This year has seen us gain two new qualified chainsaw operators and  increase our number of First Aiders. These are vital roles for futureproofing the Conservation team.  The role of our Team Leaders will be essential in the coming months as we transition into a period  potentially without a Volunteer Conservation Leader/Reserve Manager. 

Despite the continuity of our Sunday tasks being disrupted, we have seen steady interest from new  Conservation Volunteers. Many Duke of Edinburgh students choose Rowhill for their award. A  second year illustration student at UCA Farnham was inspired to use Reserve as basis for her  project researching wildlife protection and conservation in the UK. Our Marketing and Technology  Team are doing a great job of reaching a wider and younger audience by developing a fresh,  relevant website and giving us a presence on social media. 

The Fungus Foray went ahead in a reduced capacity. We are grateful for Dr Brian Spooner’s  continued support of the Society. Overall there was a low count on the day but three new species  were recorded for the Reserve. Our ponds have been attracting a Little White Egret and the Tawny  Owl has been using the nesting box in Chestnut Glade. We will monitor the progress of the Bird’s  Foot Trefoil and the Knapweed seedlings planted in the Field. We will also evaluate the introduction  of 54 slow worms.

## **Jackie De Lay Haye – Events/Fundraising/Hall** 

As our members can imagine we have not been able to host school educationaI visits. However, between Iockdowns Wellington SchooI were able to fit in one Visit of two classes Iooking at rivers and interesting features of the Reserve' It was a Shame that it was such a wet day, however the children were amazing and not one chiId compIained about getting wet. 61 children 6 adults and two VoIunteers Ieading the groups are to be commended, SeveraI teenagers have volunteered to do conservation work with the Conservation Volunteers. Moves are afoot post pandemic for 8th. Aldershot Scout group to hold their meeting in the FieId Centre and take advantage of access to the outside more easily. 

Fund Raising/Hall 

Jackie and Roy De La Haye have managed to have two car boot sales at Mytchet and open the FieId Centre twice dispIaying ′treasures’ for saIe. Once restrictions are lifted we intend to continue with these events 

The Tinnitus Group, 8th. AIdershot Scout Group, a yoga teacher and music 

quartet have shown interest in ha= hire post pandemic. Rushmoor Borough CounciI hired the hall for the local elections. 

The fund raising events that were pIanned hopefully will eventually take place but a few months Iater than advertised.
