STRUCTURE, GOVERNANCE AND MANAGEMENT
CONSTITUTION
The policy and general management of the affairs of the Association is directed by a council of members, normally referred to as ‘The Committee’. Members of the committee are elected from within the membership of the Association, with the option to co-opt further members as and when required.
In addition, title of the real property is vested in Holding Trustees who are appointed by the Committee. The Holding Trustees enter into a deed of trust which sets out the purpose and conditions under which they hold the said property in trust for the Association.
RISK MANAGEMENT
The Trustees have assessed the major risks to which the Association is exposed, in particular those related to its operations and finances and are satisfied that systems are in place to mitigate exposure to the major risks.
OBJECTIVES AND ACTIVITIES
OBJECTS OF THE ASSOCIATION
i) To promote the benefit of the inhabitants of the Weston Mill area of the City of Plymouth and the neighbourhood without distinction of sex, political, religious or other opinions by associating the local authorities, voluntary organisations and inhabitants in a common effort to advance education and to provide facilities in the interests of social welfare for recreation and leisure-time occupation with the object of improving the conditions of life for the said inhabitants.
ii) To establish or to secure the establishment of a community centre, and to maintain and manage, or to co-operate with any local statutory authority in the maintenance and management of, such a centre for activities promoted by the association and its constituent bodies in furtherance of the above objects.

COMMUNITY ACTIVITIES
MIXED MARTIAL ARTS ACADEMY
Two evenings a week are run for the above. They cater for ages from 8 upwards. All sessions are well attended and are run by Fully Qualified Instructors who have been cleared by the CRB. Grading is carried out twice a year on a Sunday morning.
SPORTS GROUNDS
All the pitches at Weston Mill are cut, marked and maintained by the Association.
LINE DANCING
Held in the Function Hall every Monday evening, 7:00 pm – 9:00 pm.
M/PIRE DANCE
A Dance group for 4 to 14 year olds held every Monday between 3.30 pm and 7.00 pm
SENIOR FOOTBALL
Signal Box Oak Villa now has 4 senior teams all based at Weston Mill. 2 male teams participate within the Plymouth & West Devon Football League with teams competing on each of Saturday and Sunday. They now have 2 Ladies teams, which competes within the Devon Women's League on Sundays and all of our senior teams provide a player pathway from youth into adult football.
JUNIOR FOOTBALL
Signal Box Frankfort oversees all youth football on the site with teams competing within the Devon Junior & Minor League under the names of either SB Frankfort, Signal Box or Signal Box Oak Villa. With 14 different teams encompassing both boys and girls aged between 6 and 18 years of age, over 200 players represent the Club and on most Saturday mornings the fields are a hive of activity with players, parents and supporters.
RUGBY
Old Technicians continue their much valued and long standing service to the Association and have passed their 91st Anniversary since formation as a club with some 40 years of that spent at the Sporting Facility. The team competes within the Counties 3 Tribute Devon South & West League.

PHOENIX TABLE TENNIS
Twice a week up to 30 people meet to brush up on their Table Tennis skills.
PEACOCK BOXING
Twice a week Christine Peacock utilises the Lower Hall Area to coach and train individuals from young children and adults with a range of boxing related activities to boost their fitness and well being.
COMPANION CLUB
The companion club is run on a weekly basis for the over 50’s. A variety of activities are carried out with the Group now meeting within the Social Club on Tuesday afternoons. The club also arrange outside visits and parties.
MIMOSA GLADE III and SINCERITY LODGE Groups
Following the closure of the RAOB Club on North Hill prior to the pandemic these two groups came to the Association and now hold weekly meetings in our Lower Hall and Committee Meeting Rooms

ACHIEVEMENTS AND PERFORMANCE
WMOV SOCIAL CLUB
The Social Club were continued to be afforded a reduced Rental agreement during the 2022/23 Financial Year, which has steadily been incremented over the past two to three years as was set out in previous Accounts Submissions
Kirsten Evans efforts within the Association Kitchen have continued to be welcomed and recognised whilst providing catering requirements to users such as Wakes and Private Functions. Financial support to the Social Club was extended through this income source, so the Income received from Kirsten in terms of her “Kitchen Rent” has been donated to the Social Club whilst the Social Club were meeting their responsibilities as Tenants with regards to previously agreed rental payments.
Once again the desire of the Association Committee to focus upon the Sports and Community Association's activities and responsibilities whilst allowing the Social Club to focus on its own business planning thus maintaining the appropriate working relationship and balance between the two organisations has been largely met.
FINANCIAL REVIEW
£28,192 was received by the charity, during the period from charitable activities. Expenditure of £21,008 was incurred, leaving a net surplus of funds of £7,184 for the period after charging £599 for depreciation.
RESERVES
The Trustees believe that the current level of reserves is appropriate in order to safeguard the Association’s financial position for the foreseeable future.

PLANS FOR FUTURE PERIODS
As with many previous years the big unknown factor was whether or not the much talked about and long running saga of the proposed ASDA development would make any progress and although this remains a long drawn out affair, as we approach the end of the current Financial Year and look forward to 2023, it would appear that some progress is now being made with the Developer, ASDA and Plymouth City Council close to a firm agreement and signing contracts to that effect. The Associations planning and financial decisions, as always will be largely influenced by this but in the meantime, we have a largely improved asset following the significant capital investment of recent years.

I report to the trustees on my examination of the financial statements of Weston Mill Oak Villa Sports and Community Association ('the charity') for the year ended 31 October 2023.
RESPONSIBILITIES AND BASIS OF REPORT
As the trustees of the charity you are responsible for the preparation of the financial statements in accordance with the requirements of the Charities Act 2011 (‘the Act’).
I report in respect of my examination of the charity's financial statements carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
INDEPENDENT EXAMINER'S STATEMENT
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the charity as required by section 130 of the Act; or
-
the financial statements do not accord with those records; or
-
the financial statements do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair' view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. GENERAL INFORMATION
The charity is a public benefit entity and a registered charity in England and Wales and is unincorporated. The address of the principal office is Ferndale Road, Weston Mill, Plymouth, Devon, PL2 2EL.
2. STATEMENT OF COMPLIANCE
These financial statements have been prepared in compliance with FRS 102, 'The Financial Reporting Standard applicable in the UK and the Republic of Ireland', the Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (Charities SORP (FRS 102)) and the Charities Act 2011.
3. ACCOUNTING POLICIES
BASIS OF PREPARATION
The financial statements have been prepared on the historical cost basis, as modified by the revaluation of certain financial assets and liabilities and investment properties measured at fair value through income or expenditure.
The financial statements are prepared in sterling, which is the functional currency of the entity.
GOING CONCERN
There are no material uncertainties about the charity's ability to continue.
FUND ACCOUNTING
Unrestricted funds are available for use at the discretion of the trustees to further any of the charity's purposes.
INCOMING RESOURCES
All income is included in the statement of financial activities when entitlement has passed to the charity, it is probable that the economic benefits associated with the transaction will flow to the charity and the amount can be reliably measured. The following specific policies are applied to particular categories of income:
- income from donations or grants is recognised when there is evidence of entitlement to the gift, receipt is probable and its amount can be measured reliably.

RESOURCES EXPENDED
Expenditure is recognised on an accruals basis as a liability is incurred. Expenditure includes any VAT which cannot be fully recovered, and is classified under headings of the statement of financial activities to which it relates:

expenditure on raising funds includes the costs of all fundraising activities, events, non-charitable trading activities, and the sale of donated goods.
-
expenditure on charitable activities includes all costs incurred by a charity in undertaking activities that further its charitable aims for the benefit of its beneficiaries, including those support costs and costs relating to the governance of the charity apportioned to charitable activities.
-
other expenditure includes all expenditure that is neither related to raising funds for the charity nor part of its expenditure on charitable activities.
All costs are allocated to expenditure categories reflecting the use of the resource. Direct costs attributable to a single activity are allocated directly to that activity. Shared costs are apportioned between the activities they contribute to on a reasonable, justifiable and consistent basis.
TANGIBLE ASSETS
Tangible assets are initially recorded at cost, and subsequently stated at cost less any accumulated depreciation and impairment losses. Any tangible assets carried at revalued amounts are recorded at the fair value at the date of revaluation less any subsequent accumulated depreciation and subsequent accumulated impairment losses.
An increase in the carrying amount of an asset as a result of a revaluation, is recognised in other recognised gains and losses, unless it reverses a charge for impairment that has previously been recognised as expenditure within the statement of financial activities. A decrease in the carrying amount of an asset as a result of revaluation, is recognised in other recognised gains and losses, except to which it offsets any previous revaluation gain, in which case the loss is shown within other recognised gains and losses on the statement of financial activities.
DEPRECIATION
Depreciation is calculated so as to write off the cost or valuation of an asset, less its residual value, over the useful economic life of that asset as follows:

GOVERNMENT GRANTS
Government grants are recognised at the fair value of the asset received or receivable. Grants are not recognised until there is reasonable assurance that the charity will comply with the conditions attaching to them and the grants will be received.
Where the grant does not impose specified future performance-related conditions on the recipient, it is recognised in income when the grant proceeds are received or receivable. Where the grant does impose specified future performance-related conditions on the recipient, it is recognised in income only when the performance-related conditions have been met. Where grants received are prior to satisfying the revenue recognition criteria, they are recognised as a liability.

The average head count of employees during the year was Nil (2021: Nil).
No employee received employee benefits of more than £60,000 during the year (2021: Nil).
