I report to the charity trustees on my examination of the accounts of the charity for the year ended 31 December 2022 which are set out on pages 5 to 15

Responsibilities and basis of report

As the charity's trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act').

I report in respect of my examination of the charity's accounts carried out under Section 145 of the Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the act.

Trustees’ Annual Report for 2022

The Trustees present their report and financial statements for the year ended 31 December 2022.

Charity

The Suffolk Guild of Ringers for the Diocese of St Edmundsbury and Ipswich was registered with the Charity Commission on 10 December 1975, registration number 266869. The Charity's registered address is Denton House, Colchester Road, Ardleigh, Colchester, CO7 7NS. It is governed under a constitution originally registered in 1977 and most recently revised in 2022.

Principal Objectives

The main purposes of the Charity are: to promote and encourage the practice of bellringing within the Diocese of St Edmundsbury and Ipswich; to recruit, train and encourage bellringers in the practice of their art; to cultivate the art of scientific change ringing; to promote and advise on the preservation, renovation and augmentation of bells in an efficient condition.

Review of Progress and Achievements

Bellringing

We entered 2022 in trepidation, wondering if it would be a restriction-free year for bellringing and thankfully, on the whole, it was. Of course, there were some people for whom ringing was no longer the focus of their leisure time as they had discovered other pastimes which were not restricted by the pandemic and sadly others found that they had lost the physical or mental capacity to enjoy ringing as they had pre pandemic.

A large focus for the Guild was the National 12 bell striking competition hosted by the Norman Tower, Bury St Edmunds in March. For the first time in Guild history, two Suffolk teams took part, the hosts and St Mary le Tower, Ipswich with the latter going through to the National Finals in Guildford in June. Although they didn’t come away with the trophy, the achievement was certainly one to be celebrated and hopefully it is a sign of things to come regarding 12 bell ringing in Suffolk.

The Queen’s Platinum Jubilee weekend was very well supported with 159 performances recorded in Suffolk towers between 2[nd] & 5[th] June ranging from chiming on a newly restored Ellacombe chiming apparatus at Great Bealings (restored especially for the occasion) where the villagers were invited to join the bellringers, to peals of Grandsire Triples at Bures and Elizabeth R Surprise Royal at Bury St Edmunds Cathedral (Norman Tower). It was a sad occasion indeed to ring in remembrance for Queen Elizabeth II in September when most of the 175 performances recorded involved tolling the tenor bell, either half or fully muffled, as a sign of respect.

Covid restrictions imposed in 2020 had a massive impact on training new ringers so it was important to turn our focus back to this essential part of the Guild’s work with an ART event being held to ‘train the trainers’. With several new rings of bells appearing in the Guild over the last couple of years (and more to come) we are recruiting new bellringers so the new trainers will hopefully have plenty of keen learners.

For the first time since 2019, quarter peals and peals were rung throughout the year so totals are starting to approach pre-pandemic levels once more. 371 quarter peals were rung in Suffolk (compared to 517 in 2019), 28 of these were on handbells; 85 peals were scored (compared to 87 in 2019), 11 of these on handbells.

Restoration

As a direct result of Covid restrictions and a very limited number of grant applications, the BAC held only one meeting at Laxfield but members were kept busy throughout the year with both major and minor works including inspections, repairs and advice being provided at 45 towers in the county.

During the year the BAC dealt with just two grant applications, approving a grant of £3000 to St Gregory’s, Sudbury in February 2022 for the rehanging of their eight bells with new headstocks, bearings and pulleys. The work was carried out through the summer and the bells rehung in August 2022 with considerable volunteer support from BAC members. In October 2022 the GMC approved a grant of £5000 to Westhorpe towards the augmentation from five to six bells, and their rehanging in a new steel frame, lower in the tower. The Westhorpe PCC are still fundraising for this project.

Other restorations during the year included Troston, which have been rehung in a new steel frame. The Guild were not asked for funding support for this restoration, but Guild members did assist with the project. Combs also completed the initial part of their restoration. Four bells have been removed from the belfry, refurbished, fitted with an electronic chiming apparatus and rehung. The parish is still raising funds for their eventual plan to augment to ten bells.

Covid delays affecting the bellhanger resulted in Stowmarket’s refurbishment and augmentation to ten being delayed until Spring/Summer 2023. Meanwhile, Fornham St Martin bells are due to be removed in Autumn 2023, to be augmented to eight and rehung in a new steel frame. Other restorations in their early stages include Drinkstone, Framsden and Hoxne.

Guild Finances

Reserves Policy

The Trustees have formulated a Reserves Policy, in which The Guild will expect to hold at the bank a surplus of approximately one year’s running costs.

Policies

All money in the Guild's funds not required for day-to-day purposes is invested or deposited by the Treasurer, as directed by the Guild Management Committee (GMC). Grants from the Restoration Fund are authorised by the GMC, but are only paid after completed work has been approved by the Guild Ringing Master and the Technical Advisor. Grants are normally only offered for work to restore bells and their fittings for full-circle ringing, but may include augmentation and other ancillary work associated with any such project. In order to respond to the shortterm need to provide financial support to training activities, the GMC introduced a process to enable grants of up to £50 to be made immediately, at the discretion of the Ringing Master, and grants of up to £500 to be made within seven days at the discretion of the Guild Executive, in both cases subject to appropriate records being kept and presented to the GMC.

General Fund

Income for 2022 was 30% up from previous year, with significant factors being an influx of new members during the autumn, and an increase in the number of members paying their 2023 subscriptions in advance. Against this background, expenditure was up by 116%, caused predominantly by a major outlay on Centenary Year lapel badges. With the resumption of regular peal ringing after the Covid pandemic lockdown, peal fees collected rose to £571 (£144 for 2021). At year end the General Fund was £12613 compared with £11974 for 2021 (a 5% increase).

Restoration Fund

During the year two grants were awarded: Westhorpe (£5000) and Sudbury, St Gregory (£3000, of which £2500 has already been paid out, with £500 being temporarily held back pending some minor remedial work). At year end the Restoration Fund totalled £70089, including £30350 already allocated for approved projects still awaiting completion.

Jubilee Fund

The Jubilee Fund received a significant bequest of over £30,000 from the late David Salter (past Master of the Guild), with further donations bringing the year end value to £36217. All interest accrued in this capital Fund is transferred directly into the Restoration Fund.

St Peter’s Sudbury Fund

This fund was dissolved during the year. Its value, together with all pertaining restrictions, was transferred to the registered charity “Friends of St Peter’s Sudbury”.

Centenary Dinner Fund

This fund has been established to deal efficiently with the volume of transactions occurring in connection with the 2023 Centenary Dinner. The year end balance of £1980 represents advance ticket sales, and no expenses have yet been incurred.

Other Funds

At year end all other funds had positive balances. Library Fund (£227), Handbell Fund (£932), Pipe Family Trust Fund (£1,133) The Golden Bottle Trust Fund (£3,264).
