Trustees were appointed by eleclK)n at the Annual General Meeting. They are unpaid.

During the period covered by this report The Search and Rescue t)c*3 Assocsation (England) was an
unincorFX)r*ed charty. It registered as a charity on 7 November 1972.
Obioctives and activities
Obfvts and aims
The objective of the charity is to train air-scenllThJ dog teams to assist for the public benefit, the police,
mountain rescue teams, and any other organ￿tIOn In¥￿ed with search and rescue of person$ missing
or overdue in situations wthich benefit from the use of air-s¢enbng do3s. The charity is based in England
but may operate throughoLrt England. Scolland and Wales

. To develop and enhan￿ the training of search al￿$. thfough a graded system of assessment against

. To promote the use and eff￿1Ve deployment of air-scenting search dogs in EnglarKi, and other parts of
the British Isles as required.,
• To promote methods and technFques related to Ihe training and assessment of air-scenting sea￿h dcss
to other organisations..
. To hold regular training courses throughout the year for dcg teams al all stages of development,.
To provmle an assessment seNKe in order to test and verrfy the ability of dog teams to reach an

hiev•ments and porfomwnce
The associatK)n continued to train d￿S and handlers for use when rg]uired, primarity by police for¢e$
and mountain re$¢ue teams. The impact of Covid 19 remained, wtth national training and assessment
being disrupteé, bul pressure starting to ease. The training process continued to be locally focussed
and assessment was undertaken at regional level rather than natonal. to minirni5e travel and to ease
group a¢¢ommodalion constraints. In the coming year rt is antscipated that the number of 9raded dog
teams wll increase due to cleariThJ a backle4J created by Cowd 19 restrictions.
The numbers of trainees 8rMI dog teams passing assessment has largely been maintained. The nUrn￿r
of graded handlers and dogs was 27 wrth 25 Icxjs in training and 6 unregistered pupp￿$. Two graded
dcgs were lost durin9 ts year. due lo one rets"rement and one canine medul fatality.
It is pleasing to see that the Current cohort of trainees is reducirrfJ the age profile of dog handlers.
The previous change in the nature of calb for assistance by rrbJJnlain rescue teams conts"nued, with an
increase in minor injuries in easily accessible'hotspots,.
We continued to see requests for dog teams lo as5isl the in the search for vulnerable missing
persons in 3emi-rural setb'ngs. The number of dog calk)uts to 31110r21 vras 116 requiring 696 dcg team
hours.
In 2021 the use of drones by the stabjtory ser¥w for search work increased. but thi8 is seen as another
tool to enhance the effectiveness of combined search effots, rather than replacing handlers and dogs on
the ground.

In the year to 31 October 2021 the charws income was £35.727 {2020 - £24,510). expenditure was
£24,￿9 12020 - £28.425) This year the￿ was no restricted fuThJ income. Restncted funds of £13,902
were brougnt fo￿ar(l of which £8,04412020 - £9,207) wa5 spent during the year trj 31 October 2021 and
£5,858 is carned forward unspeni to next year. Unrestrthd fvnds at 31 October 2021 tOtsI￿d £331,318

Pollcy on rns•ms
As the majority of income is from donations arKI legacies. the chanty cannot guarantee its annual income
and thereftsre needs lo h￿d sufficient reserves to cope vath shortfalls. The training of search and reseue
dogs is long (generally 2-3 years) and 0￿e stsrted needs lo conts.nue to its proFer conclusion. With an
everage of 30 logs and a working life (from grading to retirement) of about 8 years the process of training
new dogs lo ensu￿ successon is continuous.
The trustees consider that Ihe reserves are ai an ￿cePtable level to be able to provvje continuity for the
nexl four years.

Fund accounting
Unrestricted funds represent the xcumulatsd funds of the charity that are not subject to any restrictions
regarding their use. and are thus available in the furtherance of the general obiecb'ves of the charity.
Restricted funds are income items the use is restricted to a parts'cular purpose and where the funds
musl be used in a reasonable reriod from their receipt
Governance costs
These include the costs attrilxrtable to the charWs Complia￿ with consts"tutional and statutory
requirements, including aLtdf(. strategic management and trustee5'5 meetings and reimbursed expenses.

Restricted funds comprise a development grant of £16.979 from UKSAR, of which £13,902, unspent at 31
October 2020, is brought forward. A fvrther £8,044 of this grant was spent in the current year wth £5,858
still unspent at 31 October 2021. Due to Covkd 19 reStr￿lI0n$ this grant period has been exiended until
March 2022.
