## **Report of the Trustees for the year ended 31[st] August 2023.** 

## **Chairman’s annual report 2023** 

2023 has been another busy and successful year for Abbotskerswell Village Hall, and we are delighted that Roger Low agreed to join us on the Committee bringing with him a wealth of practical knowledge and experience. 

Building on the work of Project Heat, which saw the successful completion of the new kitchen and storage area in 2022, the Committee embarked on Project SPACED (Staff, Parents and Children, Ergonomic Design) to transform the smaller kitchen area into a multi-functional space that can be used by the Pre-School. Emma Grice who runs the Pre School successfully applied for a grant to fund the building work and equipment, and a team of Committee members including Kevin Farrelly, Colin Jenkins, Roger Low and Barry Hedger worked with Emma to create the new space and facilities. 

Thanks in part to a Community Grant from Gallagher, the Committee were also able to finish the renovations to the bar area, which included moving the sink and plumbing in a hot water tap, installation of a new bottle fridge, updated tiling, decorating and some shelves. 

In January the Committee entered into the spirit of “Village Hall Week” through an open day on Saturday 28th January followed by the “Big Village Breakfast” on Sunday 29th January. Two local chefs, Dom and Martyn, agreed to cook whilst members of the Committee and other volunteers took the orders and money, served the customers, made teas and coffees and did the washing up. The day was such a good success that we will be holding another one in January 2024. 

In August we held a “Village Hall Tidy Up Day” which saw a few additional members of the community come and help the Committee with tidying up the Hall and grounds. The sheds were all painted, front planters given a timber face lift, the perimeter cleared of weeds and debris and inside the Hall the stage area and all the windows were thoroughly cleaned and tidied. 

Later in August the Committee also undertook to make changes to the Village Hall entrance including new door locks and a keypad entry system to the Small Hall as a result of feedback from the PreSchool OFSTED inspection. Having looked at access to and from the Hall as a result of the OFSTED inspection the Committee decided to install new main gates, which was completed with the help of Trevor Howard in November. 

2023 also saw the introduction of a new online booking system which has allowed potential bookers to see in advance if the hall is available for their chosen date / time, and automated some of the booking process. 

The Village Hall has hosted a wide variety of events during the year, from private functions and birthday celebrations, a world premiere of the Korgi’s new album, fundraising events including coffee mornings for Parkinsons Disease and craft fairs in support of wildlife charities, to our regular groups and activities.

The year will end with a concert by Go Tell Alice during which we are hoping to raise funds for AbbTalk via the draw on the night. 

Looking towards 2024 the Committee are investigating the resurfacing of the back carpark and associated draining works, which needs addressing and we are looking forward to the Big Village Breakfast on 28th January. 

Finally, this is my last Annual Report as Village Hall Chairman as I will be handing over the reins to the very capable and hard-working Lynn Howard who will take over at the AGM in December.  I would like to say a huge thank you to the entire committee for all of their hard work and support they have given me over the past two years.

## **Structure, Governance and Management** 

## **Governing Document** : 

Abbotskerswell Village Hall is constituted as a charitable trust registered with the Charity Commission in May 1997 under the charity number 264508. It is governed by a deed of trust dated 22nd of July 1971. 

## **Organisational structure** 

The Charity Trustees are responsible for the general control and management of the charity. The Trustees give their time freely and receive no renumeration or other financial benefits. 

The Trustees meet together as a body on a monthly basis (except during August) and are responsible for all decisions taken in relation to running the Village Hall. To assist in the smooth running of the charity Trustees are sometimes organised into sub-committees to help oversee certain aspects of the charity’s activities including special projects and therefore meet separately but ultimately report back to the full meeting of Trustees. 

## **Recruitment and appointment of Trustees** 

Recruitment of new Trustees usually takes place via the placement of an advertisement in the local Parish Magazine AbbTalk or by existing Trustees sounding out personal contacts who may have expressed an interest in joining the Trust. 

## **Induction and training of Trustees** 

New Trustees are usually co-opted on to Village Hall Trust by a majority vote undertaken by existing members.  Any specialised training for Trustees that maybe required in the continued operation of for the Village Hall compliance purposes would need to be sanctioned at a monthly committee meeting. 

## **Risk Management** 

The 5 essential components of risk assessment which include of the following are carried out on an annual basis by Trustees: 

- Identify the hazards /risky activities 

- Decide who might be harmed and how 

- Evaluate the risks and decide on precautions 

- Record findings in a Risk Assessment 

- Review risk assessments and equipment update if necessary 

Fire Risk Assessment – Annual review commissioned by appropriately qualified professional. 

Fire Doors & Fire Fighting Equipment - Checked annually by competent professional.

Early Warning Smoke & Heat detection – Inspected by appropriately qualified EICr or NICEIC 

Electricians. 

Gas Boiler & Heaters  - Checked on an yearly basis by CORGI / Gas Safe Engineer. 

## Portable Appliance Testing - Inspected by appropriately qualified professional. 

For all legislation matters affecting Village Halls - Abbotskerswell Village Hall Trust has recourse to advice as an affiliated member of Devon Communities Together and ACRE (Action with Communities in Rural England). 

## **Objectives and activities** 

## Our Aims 

To maintain and enhance the Village Hall facilities for the benefit of local residents and other interested community groups associated with the Village and Parish of Abbotskerswell. 

## Our objectives 

To ensure that the Village Hall remains a fit for purpose community asset that not only complies with current legislation but remains a well use and attractive facility for local residents and the wider community beyond Abbotskerswell. 

## Strategies 

Strategies devised to fulfil the Trust’s objectives are generally agreed and actioned by a majority vote at the monthly board of Trustee meetings. 

## Use of Volunteers 

Arranged on an ad-hoc basis depending on the size of event(s) planned. 

## Activities and achievements 

- Construction of new Kitchen /Chair Store extension. 

- Conversion of old subsidiary kitchen into dedicated office space for the Village Pre-school. 

- Improved heating & lighting systems. 

## **Community activities** 

The Village Hall Trust hosts the annual May Day Village activities although the organisation of this event has transferred to Abbotskerswell Primary School’s PTFA. 

The Village Garden Show once organised by Village Hall Trust is currently suspended awaiting new volunteers. 

Other organisations who use the Village Hall facilities include the following groups: 

- Abbotskerswell Pre-School. 

- Parents & Toddlers Group.

- Abbotskerswell Short Mat Bowls Club. 

- Ladies Badminton. 

- Chordettes Acapella Chorus Group 

- Abbotskerswell Twinning Association 

- Pilates , Exercise & Yoga Classes 

- Taekwando 

- U3a Table Tennis 

- Tai Chi Class 

## **Halls and rooms** 

The Village Hall premises comprises of the main hall, and a smaller room for rental either together or separately plus subsidiary facilities such as toilets, kitchen(s) and stage area along with car parking. 

## **Financial Review** 

Undertaken on an annual basis following the end of financial year (August 31[st] ) involving the auditing of annual accounts kept by the Trust’s Treasurer that are discussed and analysed in the Trust meetings leading up to the Annual General Meeting held in December of each year. 

## **Reserves policy** 

To maintain sufficient monies (£10,000) in reserve to enable to address and unforeseen circumstances. 

## **Principal funding sources** 

Rental income from the hire of the Village Hall rooms, although grant monies for investment projects are likely to be sought from a variety of grant giving sources on an ad-hoc basis. 

The Village Hall Trust also benefits from monies generated from a Feed-in Tariff agreement following the installation of a 40 panel solar array in 2012 

## **Investment policy and objectives** 

Any surplus of funds are generally re-invested in the maintenance of the Village Hall premises or used to undertake enhancement projects to improve facilities deemed by Trustees to be vital in the 

## **Plans for future periods** 

- Installation of new finish & surface water drainage system to rear car-park area that currently has a tendency to flood following periods of heavy rainfall. 

- Re-decoration of Hall interiors.
