Annual Report 2020 – 2021
This year has once again been overshadowed by the Covid-19 pandemic resulting in much reduced activity particularly in the early part of the year. The very rapid succession of changes to lockdown rules across the area were particularly unsettling with many people being worried by the increase in cases amongst people they knew. This resulted in a complete halt to normal activities in terms of physical meetings, and as in the earlier lockdowns we resumed the activities over Zoom wherever this was possible.
However, with the rapid rollout of the vaccine programme and the Government publishing a route back to normality there was an increasing sense of optimism in the air. This was understandably tempered with a concern about opening up too quickly and a rapid increase in the infection rate.
By the early Summer, however, most people had either received their second vaccination or were programmed to receive it which helped to raise confidence levels. Clubs started to return in mid-Summer which did wonders for morale and by late summer life was almost back to normal with all clubs functioning.
Amongst the many challenges that the pandemic presented us with was the fact that a considerable amount of time was spent in reacting to the changing conditions. This largely revolved around trying to keep as many of the activities as possible functioning, normally via Zoom, so that our members were not totally isolated and enjoyed a certain amount of interaction. We were able to purchase a number of Tablets for our members to facilitate this, thanks to the Government supported Grant from HIWCF. As a result, only a limited amount of time has been spent on forward planning. In this uncertain environment, an action plan 2021 – 2024 has been prepared, which will be the focus for our going forward.
There were some key staff changes during the year. Michelle Bonnel, after many years outstanding service, finally stepped down and was replaced as Operations Manager by Gina Rouse. Michelle was also the coordinator for the Active Citizens and the Chill Out Clubs and therefore a replacement had to be found for these roles too. We were very fortunate in finding Shelley Temperley who has filled these positions extremely successfully.
Eric Hyom has also stood down after many years of unstinting service. His work as one of the Chill Out Club helpers has been hugely appreciated, and we are actively looking for a replacement.
Craig Hughes joined in the summer as the Basketball Coach and has settled in very quickly. Finally, Gina Rouse left us in September after her excellent work during the lockdown, and she has been replaced by Richard Peck.
We were lucky to receive a very generous sum from our sister Charity, Eastleigh Friends of People with a Learning Disability, when they decided to close down their operations. This was followed at the very end of the year by a further generous donation from the Mayor of Eastleigh’s Charity Appeal Fund. This ran for 2 years and we have to thank Michelle for her involvement in our being selected as one of Councillor Mann’s 3 charities.
This has been a challenging year which has resulted in considerable disruption to our activities. However, because of the support from so many people including the Committee, staff, members, and helpers we are in good shape and looking forward to providing continuing support for our members, and working on our exciting plans covering the next few years.

Independent examiner’s report to the trustees of Eastleigh Borough and Romsey Mencap

I report on the accounts of the Trust for the year ended 30 September 2021,
Respective responsibilities of trustees and examiner
The charity’s trustees are responsible for the preparation of the accounts. The charity’s trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.
It is my responsibility to:

examine the accounts under section 145 of the 2011 Act
-
to follow the procedures laid down in the general Directions given by the commission under section 145(5)(b) of the 2011 Act

to state whether particular matters have come to my attention
Basis of independent examiner’s report
My examination was carried out in accordance with the general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a ‘true and fair view’ and the report is limited to those matters set out in the next statement.
Independent examiner’s statement
In connection with my examination, no matter has come to my attention:
(1) which gives me reasonable cause to believe that in any material respect the requirements:

to keep accounting records in accordance with section 130 of the 2011 Act and
-
to prepare accounts which accord with the accounting records and comply with the accounting requirements of the 2011 Act have not been met or
(2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached
