OB.JECTIVES AND ACTIVITIES

Summary ol main activities undertaken for the public benefit

The trustee has exercised his discretion, with regard to the donations made, supporting national and local charities, assisting medical research, parochial church councils, care and welfare of both children and the elderly, educational establisjlments and arts and culturc, wildlife andenvironment.

There is no restriction on the investment powers of the trustee. Investments are made in UK equities and unit trusts which arc readily realisablc to ensure that the liabilities of the trust are met as they hll due.

The trustee has taken the option available to him to prepare the accounts on a rcccipts and payments basis as the gross income of the charity is less than £250,000.

Summary of main achievements for the year FINANCIAL REVIEW

Policy on reserves

Donations totalling £64,000 were made to charitable organisations during the year. Donations have ranged from f1 ,000 to £1 0,000.

The trustee considers the assets of the trust as "expendable endowment" to provide income 6om which to make donations and not as reserves.

Any unrestricted funds not committed or invested in tangible fixed assets ('the free reserves') are held to fund management, administration and support costs and continuing donations in furtherance of the charity's ol8ectives .

It is the policy of the charity to maintain unrestricted funds, which are the flee reserves of the charity, at a level which equates to approximately six months unrestricted cxpcnditure. This provides sufHcient funds to cover management and administration and support costs.

STATEMENT OF TRUSTEEPS RESPONSIBILITIES

The Charities Act 201 I requires the trustee to prepare a statement of accounts for each financial year which comply with the regulations made under the Act. The financial statements are preapared on a cash basis and must properly present the receipts and payments for the financial year and the balances lleld at the end of the year.

The trustee is responsible for the keeping of proper accounts. The trustee must ensure that proper financial procedures are followed and that accounting records are maintained in the form prescribed, and all assets for which he is responsible are safeguarded.

Independent examiner's report to the trustee of John and Diana Kemp-Welch Charitable Trust

I report on the accounts of the charitable trust for the year ended 5 April 2021 which are set out on pages 5 to 8.

This report is made solely to the charity's trustee, in accordance with section 145 of the Charities Act 20t:t-and-regulations-made-undersection-'t45-(5)-(bFof-thatAict--Mywork-has-been'undertaken so that I might state to the charity's trustee those matters I am required to state to him in an Independent examiner's report and for no other purpose. To the fullest extent permitted by law. I do not accept or assume responsibility to anyone other than the charity and the charity's trustee for my work, for this report. or for the opinions I have formed.

Respective responsibilities of trustee and examiner

The charity's trustee is responsible for the preparation of the accounts. The charity's trustee considers that an audit is not required for this year (under section 145(1) of the Charities Act 201 I (the 201 1 Act)) and that an independent examination is needed.

Basis of independent examiner's report

My examination was carried out in accordance with General Directions given by the Charity Commissioners. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustee concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the financial statements present a 'true and fair view ' and the report is limited to those matters set out in the statement below.
