STRUCTURE, GOVERANCE AND MANAGEMENT

Governing document

The League of Friends of Launceston Hospital & Community is an unincorporated charitable association governed by a written constitution – adopted 29[th] July 1971 as amended on 16[th] January 2012 as amended by resolution dated 18[th] March 2013

Recruitment and appointment of new trustees

Our trustees are the charities’ officers and are formally appointed at the charities Annual General Meeting.

If for any reason we require a new trustee then they are co-opted by the existing trustees through the year and formally appointed at the charity's Annual General Meeting. No other person or body is entitled to appoint a trustee. We maintain a policy whereby we require a minimum of three trustees.

Risk management

The trustees have a duty to identify and review the risks to which the charity is exposed and to ensure appropriate controls are in place to provide reasonable assurance against fraud and error.

OBJECTIVES AND ACTIVITIES

Objectives

The object of the League shall be to relieve patients and former patients of Launceston Hospital (“the Hospital”) and other invalids in the community served by the Hospital (“the community”) who are sick, convalescent, disabled, handicapped, infirm or in need of assistance, and generally to support the charitable work of the Hospital

Activities

The charity promotes itself through events in the local community and generates general donations and legacies through this work. The charity also

runs specific fundraising events, for example Coffee mornings, summer & autumn fete’s and open gardens to raise money. The charity also accepts donations from the general public Inc lieu of flowers.

Cash balances are maintained to fund anticipated future expenditure. Decisions on fundraising and fund allocation are made at the regular committee meetings.

In setting our objectives and planning our activities the trustees have given careful consideration to the Charity Commission's general guidance on public benefit.

Grant making policy

The charity will also apply for grants which are made in accordance to the relevant grant application criteria.

Chairman’s Report

Within the last twelve months the League of Friends celebrated their 50th Anniversary with a tea party in the town hall.

It was a very joyful occasion with people sharing memories of times gone by. It was also a time for us as a charity to thank people for their support; we saw founder members, along with committee members past and present, and many individuals that have supported us over the years attending. Though it was not a fundraising event we did however hold our 50th Anniversary Draw, with first prize being a £300 Launceston hamper all donated by businesses within the town, which truly shows the support we have.

As a committee we have worked well together and have achieved many successful events. Many of these events we planned, but had to play “let’s wait and see if it happens” due to Covid restrictions, all but one event went ahead, we were unable to hold our carol service at the hospital due to visiting restrictions, an event we truly missed, but we do hope that this year will be different.

We managed to hold a Christmas Market Fayre in the White Hart, A Polar Express Pyjama party in the town hall, along with our traditional events like our coffee morning & fete, which all brought in vital funds.

With all monies raised from these events and other donations enables us to buy various equipment and supplies for the hospital & medical centre. Just a few things that we have purchased over the 12 months include, 2 new TVS for the hospital, Nebulisers, a full set of patient’s cabinets for the hospital wards costing over £6k, Doppler machines, comfort packs and much more.

As a Country, we are now entering into a cost of living crisis, a though time for us all, however, we are still continuing to have the support from many to enable us to continue in our work for our community, which we are truly grateful for.

Financial Review

Overview

During 2021 The league expensed £12232.32 by providing additional equipment to the hospital, medical centre and the community nursing team, this is in accordance with our main objective of the charity, and it also includes our running cost of insurance & stationary items

As our charity we were beneficiaries of two estates and for a number of donations in lieu of flowers, all in which we are extremely grateful for. We have invested £100k and are still exploring opportunities for our most recent donation.

The funds held by the charity will continue to be used for this purpose in 2022/23.

The level of reserves held is high at the present time at £30,219.93. The trustees expect further projects to reduce these funds to a more reasonable level in the near future. In normal circumstances the level of reserves considered by the trustees, to be reasonable is the equivalent of one year's normal expenditure at approx £12k-£15k.

Overall the charity is financial secure and will be able to fund future projects within its objectives for years to come.

We have an investment policy which sets out how we invest our money, and also includes our social & ethical values for investments.
