## **Purpose of the Charity** 

The Central & East Region Air Training Corps Sports and Welfare Fund provides additional non-public �nancing to enhance the air cadet experience beyond the public funding supplied by the Ministry of Defence. The region spans from Lincolnshire to Essex in the East, and from Derbyshire to Hertfordshire in the Central area.

## **Structure and Governance** 

The Central & East Region Air Training Corps constitutes a unit of the wider Air Training Corps, operating under the Regulations promulgated pursuant to the Royal Warrant dated 5 February 1941, as subsequently revised and amended. The Region’s Sports and Welfare Fund is administered in strict accordance with the provisions set forth in Civilian Cadet Publications issued periodically by Headquarters Air Cadets. 

## **Appointment of Trustees** 

Trustees are appointed in accordance with the provisions of Civilian Cadet Publication 11, _Administration of Civilian Committees in the Air Training Corps_ . The Chair of the Fund is designated in line with the guidance contained within the same publication. A Secretary and Treasurer are appointed either from among the existing Trustees or, where appropriate, from external candidates invited to assume these roles. At the discretion of the Trustees, such appointees may also be invited to serve as Trustees. 

In their capacity as Trustees of the Fund, they bear no management or operational responsibilities within Central & East Region Air Training Corps or any subordinate unit. 

## **Trustee Declaration** 

On appointment each Trustee completes a declaration (in the format advised by the Charity Commission). 



## **Financial Review of the Year** 

Previous �nancial years as a region has only had income approx. £5,000 to £7,000. We had a change on our funding model with the Air Cadet Charity processing sports funding directly to us rather than through our headquarters.  These sports grants are £20,000, administered in 2 waves of £10,000. 

The details of the receipts and payments for the year under review are recorded later in this report. With receipts of £27,279.30 and payments of £33,906.41 there was decrease in total funds of £3,710.80. Details show below 



At the end of the �nancial year the property held is estimated to be valued in the region of £80,000. 

These �nancial statements were approved by the trustees at their meeting on 26 October 2025. 



## **Public Bene�t** 

The Trustees have duly observed the Charity Commission’s guidance concerning public bene�t. The Air Training Corps is accessible to all young people aged 12 to 20 years. Through the provision of funds to support the cadet experience, the Trustees advance opportunities for young people to cultivate personal qualities, foster a spirit of community, and strengthen their sense of citizenship. In so doing, they contribute positively to the development of skills and values that will bene�t cadets in their future lives and careers. 

## **Investment Policy** 

The Trustees have adopted a medium risk strategy to the investment of its funds. Funds are held in short term duration bonds and charities property funds. 

## **Independent Examination of Accounts** 

An independent examination of the accounts has been conducted by a Quali�ed Certi�ed Accountant in accordance with the provisions of Civilian Cadet Publication 11, Administration of Civilian Committees in the Air Training Corps. In view of the continuing annual increase in both income and expenditure within the Region, the Trustees discuss for future years, to engage a professional auditor to undertake the examination of accounts.
