I report to the trustees on my examina�on of the accounts of Barkham Village Hall (the Trust) for the year ended 31 December 2023.

Responsibili�es and basis of report

As the charity trustees of the Trust you are responsible for the prepara�on of the accounts in accordance with the requirements of the Chari�es Act 2011 (‘the Act’).

I report in respect of my examina�on of the Trust’s accounts carried out under sec�on 145 of the 2011 Act and in carrying out my examina�on I have followed all the applicable Direc�ons given by the Charity Commission under sec�on 145(5)(b) of the Act.

Independent examiner’s statement

I have completed my examina�on. I confirm that no material ma�ers have come to my a�en�on in connec�on with the examina�on giving me cause to believe that in any material respect:

  1. accoun�ng records were not kept in respect of the Trust as required by sec�on 130 of the Act; or 2. the accounts do not accord with those records; or

  2. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Chari�es (Accounts and Reports) Regula�ons 2008 other than any requirement that the accounts give a ‘true and fair view which is not a ma�er considered as part of an independent examina�on.

I have no concerns and have come across no other ma�ers in connec�on with the examina�on to which a�en�on should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

Vice-Chairman’s Report

In 2023 the Village Hall has been very busy with a full attendance by regular users and an increased demand from casual user bookings for parties etc. In fact, there have been very few gaps left on the Calendar during the past year. Thanks to Lindsay and Connie.

The new Hall Booking System has been I use for its first full year with very few issues, and the new Keypad entry system on the main entrance had some initial glitches, but is now operating reliably.

In April over the Easter holidays the Hall Patio was re-laid and the fencing, gate and step to the grassed area were all renovated. This was 50% funded by Barkham Parish Council from the “Community Infrastructure Levy”, or CIL, funds that it had available. Our sincere thanks go to BPC for this support. Also, the Patio seats were repainted by two sets of volunteers.

Plus, there have been many other small maintenance projects during the year:

Clearing old florescent lighting from the Hall loft storage area.

Replacing some old florescent lights with LED units and replacing failed outside lights.

New outside Hall signs fitted at Hall and Car Park entrances.

The Hall entrance door doorstep was repaired, by Loddon Doors in the summer holiday period.

Refurbishment of the Kitchen Hatch area and many other minor jobs. Thanks to Pete.

The main project for 2024 year is expected to be the fitting of Solar panels to the Hall roof and a control system and storage battery to be located in the boiler room. We have been seeking some grant funding for this project, but so far have been turned down by BPC and the National Lottery.

I am very pleased to report that we now have a new volunteer, Pete Myall, who has a wide range of experience in the building industry and diy knowledge.

It is with regret that I announce, after two bouts of ill health, that I will standing down from the BVHMC as from this AGM. I have really enjoyed the very rewarding 15 years helping with the running of the Hall and being part of this great facility, that it so important to the local community of Barkham. But the good news is that Allan has volunteered to become our new Chairman and has been approved by the Trustees.

I would like to thank everyone who has been so helpful in keeping the Village Hall running so smoothly, over the past year.
