The trustees present the annual report together vAth the finawal statement$ of the charity for the year
ended 31 October 2025.
Chairfs report
This year has seen another successfijl year for PtymoLrth and Comwall Cancer Fund IPCCFI, thanks
the generous support of the public and commitment of volunteers and stsff.
Continued success this year, is pardy as a result of enthusiastic fundraising and shop volunteers
picking up on income opportunities such as auctions, jumble sales and Vinted. Other creative ways of
income generation include registering Memory Giving and eaS￿ndraising.0rg.Uk.
Like all charities, there are akvays challenges, and this year PCCF was asked by The Mustsrd Tree
Support Centre in Plymouth to step in to replace the hardship grants previously funded by Macmillan.
Thanks to our staff and Volunteers. we successfully met this challenge. using innovative ways of
fundraising in the shops and events.
To raise our profile the Trustees asked Jane Bewes, our Treasurer lo overt)aul our website. 11 now
has a more modem appearance and 1$ Simpler to use. Our thanks go lo for her for her time and
expertlse in developing this.
All these efforts have enabled us to fvnd grant applications lo support financial support for those
affected by cancer. education, a lung cancer research project and continue funding for the
development post of a Clini￿1 Nurse Specialist at Derriford Hospital.
I want to lake this opportunity lo extend my personal thanks to everyone Involved. Trustees. Staff,
loyal volunteers and also all our supporters in the community. Wrthoul them. we would not be able to
provide the support for local people affected by ¢an¢er. Vdhich we believe is so important.

Governance. deci$ionrymaking and recruitment and appointment of trustee directors
The fund's governing constitLrtion was adopted on 14 October 1971 and amended on 15 August 1973.
The fund is a registered charity. New trustees are appointed on the nominats'on of the existing
Trustees. Not more than one third of Tru5tee5 should be an employee. Appointments are made after
taking into consideration the specthc skills and knovAedge of the appointee and the requirements of
the board as a whole.
The Trustees have complied their duty and Nmth due regard to the guidance on public benefit
given by the Charity Commission %then exer￿sIng any powers or duties to which the 9uidance was
relevant.
New Trustees are briefed on their legal obligations under charity law and the Trust deed. They are
Inforylled about the deci5ion-making process and familiansed with the business plan and financial
performance of the Charity. As soon as prath"cal. new Trustees are introduced to the key employees.
Specific training of Trustees is addressed as and vthen matters arise or a particular area is identified.
The Trustees normally meet formally four bmes a year.

To achieve these objective$, we have.,
Funded fv40 part time Cancer Nurse Specialist development posts at Derriford H05Pltal
funded a research project aimed at helping lo improve the lives of people wth lung cancer
provided funding for specialist education and training for oncology clinical staff
Assistsnce towards travel costs lo attend for treatment. additional Clothing. accommodation or ulilily
bills are the type of assistance sought. These reqtjesls are ma(Je lo the Charity through the Macmillan
Mustard Tree Support Centre at Demford Hosprtal ¥there full finan¢ial assessments are made prior to
application.
Tr6a¥urer'8 remarts
The financial performance of our Charity has significantly improved this year mainly due to the
increased income at the Yelverton shop and the delay in the start date of a large grant.
Reserves
Al the year-end reserves were £289,879 {an increase since last year - £241,670}. Money Spent on
generating funds. grants and support costs is £110.422 and the Charity has currently ￿MmItted fvnds
of £31.145 to grants (see nole 201. and have also sel aside significant funds lo meet further
appropriate requests. Therefore, the trustees consider the level of reserves are appropriate to cushion
existing activities from unexpected fluctuations in incoming reSour￿S and enable the charity to
continue lo function effectivety.

Incoming Resources
The incoming resources in the year was £147.558. The income arose from donations and ftJndrai$ing
events £11,430,. investment income £9,305 and charity shops income, £126,823. No legacies were
received during the year. The Yefverton shop income was about £17k higher than expected, thi5 IS the
second year of trading.
Resourcés Expandad
The resources expended in the year lotslle(1 £110.422. Of which grants are £22,077 vthich is about
£9k lower than planned mainly due lo a large grant starting later than planned.
The remainder of the expenditure was in line wilh the previous year costs of raising funds (note 51
which is made up of Charity shop expenditure. fundraising costs and stsff costs lotalled £76,834.
The charity remains in a good financial posrt￿n to meet ils. aims and objectives.
Investment pollcy

Introduction
The Charity's income fluctuates due lo varying levels of donations ar￿ legacies.
The Trustees ol the Charity have delegated preliminary decision making on investment matters lo the
investment ¢tsmmittee'. this compnses of the Chaiman. Vi¢e£haiman. Honorary Secretsry and
Honorary Treasurer.
The investment committee has appointed an independent professional investmenl adviser to provide
guidance on asset allocation, investment manager selection and ongoing performance analysis.
Investment Policy review and investment de¢i$ion$ wll be tsken to the Trustees for approval.
The nominated first signatory wll be the PCCF Treasurer, and Sthen unavailable wll be the Honorary
Secretary or Chairman
1. Investment Objectives
The Chanty Seeks to produce the best financial relum within an acceptable level of risk.
All income streams from investments and deposits are lo be used by the Iruslees to help carry out
their charitable objectives on behalf of beneficiaries.
The investment objective for the long-lerm reserves is lo generate capit81 grovth in exce$$ of inflation
over the long term.
The investment objeth.ve for the short-tem reserves is to preseNe the caprtal value wrth a minimum
level of risk.
Assets should (wherever possible) be readily available to meet unantscipated ￿$h flow requirements.
2. Risk
The key risk lo the long-temi reserves is inllation and the assets should be invested lo miligale this
risk over the long term.
The Trustees understsnd that Ihis is likely to mean that investments will be concentrated in real
assets and the capital value wll Iluctuate.
The long-term reserves should be widely diversified by asset dass, geographical and individual stock
exposure. The investment commrttee has commissioned an independent professional investment
adviser to recommend a surtable asset allocation strategy and to review this annually.

The short-temi reserves are held to provide financial security and may be required at short notice. As
such, capital volatility cannot be tolerated and investment of ihese assets should be focused on
security and accessibility.
3. Liquidity Requirements
The Trustees consider that the sum of at least £50.000 should be retained as free reserves to enable
them lo rneel any future urgent requests rapidly.
This policy is reviewed annually and reported to membern at each AGM.
4. Time Horizon
The Charity has divided rts reserves into those expected lo be held for a long-b.me horvzon and those
that may be needed in the short tem.
5. Ethical Investment Policy
The Iruslees have decided lo publish their ethical investment policy as follows..
In general. our Iruslees are obliged lo consider the type of investment and avoid investing in any
party'cular business that would for practical reasons conflict the aims of Plymouth and Comwall
Cancer Fund or that might hamper the Swrk of Plym¢)ulh and Comwall Cancer Fund.
Specifically, the trustees have considered $u¢h types of businesses for their long-term restricted and
unreslricled funds and have decided to..
exclude investment in companies %thich derive more than 10% of revenue from the tobacco industry
on the grounds that these could fundamentslly conflict the Charity's aims 89 8 cancèr support
charity.
This applies lo any direct investments in equib'e$. corporate debt. propety or pooled investment
funds.
The trustees will also bear this in mind when wisidering its selection of bank$ and other deposit
holding institutions.
Pooled funds are funds in %thich a number of drflerent investors invest. Because Plymouth and
Cornwall Cancer Fund's Specific ethical investment policy may not be able to be applied fully, or al all,
n investments in pooled funds and Indirect vehicles, il is essential that parameters are set for the use
of pooled funds and Indi￿¢t vehides.
Any investment manager or adviser wll be briefed accordingly ol this ethical investment policy
appendix lin conjunction with our investment policy) before being offered any contract or mandate to
provide investment ServI￿S or advice to our charity.
6. Management, Reporting and Monitoring
Long Term Reserves
The investment committee has appointed an independent professional investment adviser lo carry out
a process of investment manager Selection.
The long-term reserves are invested in a blend of V+idely diversified Common Investment Funds
ICIFSI, Common Authorised Investment Funds ICAIFS) or retail investment funds. known as open
ended investment ￿MpanY sha￿$ IOEICsl an(Wor unit Trusts (UTS) wth suitable ethical investment
policies in place. All fvnds are to be UK domialed and regulated by the Financial Conduct Authority.
The value of the Charty's long-temi reserves wll be monitored at least annually by the investment
committee.

An independent professional invesknent review is commissioned annually lo analyse finanaal return,
asset allocation and volatility and is presenled to the inveslment committee.
Short Terni Reserves
The investment committee manage$ the Chanty's Short-temi cash deposil reserves. The investment
committee monitors the short-term reserves at least annualty.
7. Approval and Review
This Investment Policy Ststement was prepared by the investment committee of the Plymouth and
Cornwall Cancer Fund lo provide a framework for the management of ils reserves. 11 will be reviewed
every three years lo ensure its conknnuing appropriateness.

The Committee wll only receive requests from a recognised health care professional on behalf of
patients or their carerfs. These health professionals indude the Mustard Tree Benefits Advisor or
delegated person ITelephone 01752 763672 for appointmenll, Cancer Nurse Specialists,
Chemotherapy or Radiotherapy Staff.

Why the support is needed
What the funding is for
Confirmation that a financial assessment has been undertaken, that the patient has received all
relevant entitlements and that the costs and expenses are reasonable.
On receipt of a grant applicabon, approval wll be sought from tsvo Officers or Trustees, up to a
maximum total payment of £500 per Applicant. Sometimes, applicats'ons for financial support come in
instalmenls and grants can be approved up to £250 inrtially, and lo up lo a maximum total payment of
£500 per Applicant.
Requests that exceed a total of £500 will be consi¢Jered by at least three Officers before payment. A
letter of confirmation of PCCF decision is senl to the applicanl Information Leaflell wrth payment
and an email lo the Health Profes$ionallMacmillan Financial Advisor who made the application on the

applicable in the United Kingdom and Republic of Ireland IFRS 102) and the Charities Act 2011.

102. The accounts (financial slatemenlsl have been prepared under the historical c05t convention

The trustees consider that there are no material uncertainties about the chanty's abilty to continue as
a going concern.
Incomg and 8ndo*in•nts
Voluntsry income including donations. gifts, legacies and grants that provide core funding or are of a
general nature is recognised when the charity has enliuemenl to the income. rt is probable that the
income wll be received and the amounl be measured wlh $Lrffi¢ient reliabilty.
Donatlons andlega¢les
Donations and legacies are recognised on a receivable basis when receipt is probable and the
arnounl can be reliably measured.
Investment Income
Dividends are recognised once the (Jividend has been dedared and nob"ficalion has been received of
the dividend due.
Expendituro
All expenditure is recognised once Ihere is a legal or constructive obligation to that expenditure, it is
probable settlement is required and the amount can be measured reliably. All costs are allocated lo
the applicable expenditure heading that aggregate similar costs to that category. whe￿ costs Cannot
be directly attnbuted lo particular headings they have been allocated on a basis consislenl wlh the
use of resources, wth central staff costs allocated on the basis of ts'me spent, and depreciats'on
charges allocated on the po￿On of the asset's use. Other SUPPOrt cost5 are allocated based on the
spread of slaft cost5.

These are costs incurred in attracting voluntary income. the management of investments and those

Grant provisions
Provisions for grants are made vthen the intention to make a grant has been communicated lo the
recipient but there is uncertainty about eilheT the ts.ming of the grant or the amount of grant payable.
Support costs
Support costs include central functions and have been allocated to acbwty cost categories on a basis
consislenl wlh the use of resources. for example. alloc*ing propety costs by Iloor areas, or per
capita, staff costs by the time Spent and other ¢osts by their usage.

The charity is considered lo pass the tests set out in Parlgraph 1 Schedule 6 of the Finance Act 2010
and therefore it meets the definibon of a ¢haritsble ￿MpanY for UK corpc>ralion tsx purposes.
Accordingly, the charity is polents'ally exempl from tsxation in respect of income or capitsl gains
received within categories covered by Chapter 3 Part 11 of the Corporation Tax Ad 2010 gr Section
256 of the Taxation of Char9eable Gains Act 1992, to the extent that such income or 9ain5 are
applied exclusively lo ehantable purposes.

The charrty operates a defined benefit pension s¢heme.Typically defined benefit plans define an
amount of pension benefit that an employee wll ￿Ceive on ret1￿Ment. usually dependent on one or
more factors such a$ age, years of Service and ¢ompen$alion.
The liability recognised in the Balance Sheet in respect of defined benefit pengion plans 1$ the present
value of the defineil benefit obligation al the reporting date minus the fair value of plan assets. The
defined benefit obligation 1$ measured using the projected unil credit method. The present value of tho
defined benefit obligation 1$ delemine(I by discounting the estimated future payments by reference to
market welds at the reporting dale on high44uality corporate bonds that are denominated in the
currency in which the benefits will be paid, and that have terms to maturity approximating lo the termy
of the related pension liabilty.
Actuarial gains and losses are charged or crediled to other ￿MPrehenSive income in the period in
which they arise.
