The trustees submtt their annual report and Ihe financial statements for the year ended 31 March 2025.
These financial statements have been Prepared in compliance wrlh FRS 102. The Financial Reporting
Standard applicable in the UK and the Republic of Ireland., the Slalemenl of Recommended Pra¢lice
applicable to charities preparing their accounts in accordance with the Financial Reporting Standard
applicable in the UK and Republic ol Ireland IFRS 1021 (Charities SORP IFRS 10211 and the Charities Act
2011. The Charity has applied Update Bulletin l as published on 2 February 2016 and Upjate Bulletin 2
published on 5 October 2038.
The charity is unincorporated and is administered by a ￿ard of trustees. the cuffenl membership ol which
is sel out on page 1.
The financial slalements have been prepared lo grve a and faiff view and have departed from the
Charities (Accounts and Reportsl Regulations 2008 onty lo the extent required lo provide a 'lrue and fair
view,. This departure has involved following the Accounting and Reporting by Charities.. Statement ol
Recommended Practice applicable to charities preparing their accounts in accordance wtth the Financial
Reporting Standard applicable in the UK and Republic of Ireland IFRS 1021 (second edition elleclive I
January 20191 issued in October 2019 rather than the Accounling arKI Reporting by Charities.. Slalemenl
ol Recommended Practice effective from 1 Aplll 2005 which has since been withdrawn.
ObjectNes and actfvllles
The Norfolk Accrdenl Rescue Service is govemed by its constTtulion adopled on 14 September 1970. The
charity provides immediate care lo a¢¢idenl victims OT Other emergencies. in the county ol Norfolk and
contiguous areas. All active members are qualified general praclilioners or paramedics. The charity only
responds lo 999 calls and members receTve no remunerab'on whatsoever. The charity provides members,
clolhing, equipment training up to the required NHS slandaid.
Publlc benellt
The Iruslees have due regard to guidance issued by the Charity Cornmission in respect ol public benefit
and are satisfied Ihal the charity meets the requirements.
Achlevement8 and pertormance
Norfolk AccKlenl Rescue servi￿ continues lo convert charitable incornp inlo clear, practical irnpact across
prevention, frontline response, and system resilience. During 2025, aclivty increased across all areas of
the organisalion, reflecting both growing demarmj and improved 0￿rational capability-
Investment in CPR training and public education remain￿1 a priority throughout the year. Regular training
sessions delivered from NARS headquarters, alongside targeted ¢ommunity outreach and increased social
media engagement, have expanded access lo lrfe-saving skills. By training adults and children to recognise
emergencies and start CPR, NARS slrewhens community confidence and improves the chances ol earfy
inteNenlion before ambulance a￿l¥al.
Frontline response a¢livily continued lo glow. Communrty First ResrJ)nders provided rapid early care within
local communities. white the inlroduelion ol the Emergency Responder group added further capabilty
through enhanced training and education. These responders are able lo provide earlier assessment,
treatment. and support, improving local resllie￿e and reducing pressure on the wider ambulance systern.
Clinieal capability was lurthei slrenglhened through NARS'S ongoing collaboration wrfth East ol England
Ambulance Service. Volunteer paramedics, nurses, and doctors were supported by Advanced Paramedics
operating under a formal memorandum of understanding, enabling more advanced clinical decision-
making, pain management, end-ol-lile care, and scene leadership. This partnership ensures that patients
receive time￿, appropriate care Whi￿ sutvirting ambulanee crews during periods ol high dewnand.

A key development duiing 2025 was the continued move to a hybrid workforce model. While approximately
gow. ol the ¢linical workforce remains volunteer-based. the inclusion ol Advanced Paramedics has
improved consistency and reliability of on-road cover. This has allowed NARS teams lo occupy shifts on
most days, increasing visibility. avablabiltty. and system impact, particularly in fUTal Norlolk.
Operational resilience was also strengthened. Successful grant funding enabled investment in vehicles and
equipment, with plans in place lor an additional response vehicle. lrnproved fleet availability is critical lo
maintaining service delivery and ensuring that teams can respond safely and effectively.
Behind the scenes, NARS invested in adminisiratNe, fvndraising, and clinical governance support lo match
the scale and complexity ol activity- These functions a￿ essential lor maintaining vehicles. servicing
medical equipment, managing compliance and govemance processes, and supporting a growing
operational workload. This investment urKlerpins sale practice, financial aecounlabilrty, and long-lerm
sustaillability.
In summary, 2025 saw NARS increase both activity and impact. Funding supported faster care lor patients,
stronger support lor ambulance crews. improved ¢ommunty preparedness, and a more resilient
emergency response across Norfolk. Corrtinued investment will be essenti￿ to sustain and build on this
impact as demand on ernergency services corbtinues lo rise.
Flnanciil review
Financial statements
The Balance Sheet and Statement of Financiaj Activilies are set out on pages 5 10 7 of the financial
statements.
Result for the year
The charity's incoming resources rncreased lo £284.482, compared lo £152.720 in 2024. Total resources
expende(I tolalled £249,40812024= £200,876). wh￿h resulted in a surplus of £35.074, compared to a deficit
01 £48,156 in 2024.
Financialposition
The charity has lolal funds of £561.120 {2024.' £526.0461 and these are all unre51ricled. The trustees are
satisfied the charity has adequate liquid resources available.
eseNes policy
The Iruslees aim to keep reserves ol a minimum six months. expenditure to meet the day-to4ay running
expenses ol the charity-
Governance and Intemal control
The Iruslees meet regularty to review the affairs of the charity.
Risk management
The trustees acknowledge the Charity Commission's recommendations that they undertake a review ol the
major risks lo which the Charity is exposed. This is carrred out on an ongoing basis.

All income is accounted for on a receNable basis.

Expenditure is recognised on an accwal basis as a lialiltty 15 incurred.
Charitable actwilies comprise those costs incurred by the charity in the delivery ol ils
activities and services for its beneficiaries. 11 includes both costs that can be allocated
