and for up to 12 Representative Members tTfUStees] appolnted by organi5ations
listed in the Trust Deed, and additional organlsatlons agreed by the Management
Committee. Elected Members a￿ elected at the Annual General Meetlng.

The Trustees meet as a Management Commlttee on a monthly basls, apart from
August.

l. The hall contlnues to be well used. As well as wular booklngs, demand for
casual booking5 ha5 been strong with the Village Hall contlnulng to be seen as a
popular venue for children's parties.
2. The Management Committee has continued to strive to provlde a well-malntalned
village hall for the benefit of the local community and a number of Improvements
have been made. These included:
A new sound system has been Instslled. Incorrmtlng a handheld and lapel
mic and the ability to play music via CD or Bluetooth. Thls has been well used
by regular hall users and casual users allke.
Fire alarm sensots were replaced, and a new 24 hour monltorlng system set
up wlth Flre Rlsk UK.
A new key fob system was installed with fobs Issued tr) regular hall users.
Casual user5 acces5 a fob via the key box outside, the code Is changed
monthly and emalled prior to use of the hall.
The guttering has l)een ovethauled and grips. brad(ets and stop ends
placed. Gutter hedgehogs have also been installed.
Nonfunctlonlng windows were replaced and all now operate correctly.

3. The car park lightlng was finally operational at the end of Juty. Planning
perniission was agreed in May for four tx)Ilard lights, plus exterior buildlng lights.
As Is requlred, Ilghting will tome on at dusk and go off at 11pm
4. The new play area shelterloutdoor classroom and ar￿fi￿al gra55 was completed
In Aprfil. This was funded from the Vlllage Hall's reserves with a contribution of
£5000 from the Pre5th001. The Parish Counol, made a grant of £lOOO, towards
thls and £2,451.10 was received from The Coop. which had selerted the project
to benefit from its community Fund. The￿ was an Informal opening ceremony
May. This was attended by the Chalrman of the Parish Counal, a representative
from the The Coop, members of the Village Hall Management Commlttee.
Preschool Committee, staff. parents, and the presthool children. Thls was covered
on soaal medla and also featured in the local press.
5. The Village Hall partl(Jpated In the Klngs Coronatlon ￿lebratIon In Aprll. The WI
decorated the outslde of the hall and the Pre-school, Games Afternoon and the
Welcome Club all marked the occasion.
6. We look forward to 2024 with some new projects In mlnd, a kltchen
furbishment and plannlng a Southwater Vlllage Hall Centenary celebration for
th
June 2025. We wlll also ￿leb17te with the preschool when they reath their 50
annlversary In the Summer.

l. There was ￿gnIficant addltlonal expeDdlture In 2023. Th1$ mainly related to the
Committee's various projects. in partlcular the shelterloutdoor dassroom for the
Preschool play area. This was all pald for from reseNes allocated for these
projerts.
2. The dlrect costs of runnlng the Vlllage Mall In 2023 were Covered by hlre charges
nd there was in fatt a surplu5 of £2765.13. Thls Is despite an Increase of 34% In
dlrett running costs. Thls Increase was malnly related to a one-off payment to
Sovereign Deslgn Play Systems Ltd to provlde play a￿a inspectlons for the next
flve years, the introductlon of flre alarni monltoring, and generally Increased
rna1ntenan￿ costs.
3. Despite the overall Increase in direct running costs, the Vlllage Hall benefltted
from another year of very low energy costs. The net cost was only £478.38. This
is because It continues to be on a low fixed tsriff for elettridty and gas
[negOtlated pre-Energy Crisis] until 31st August 2024. In additlon. it received
income for the electriclty produced by the solar panels from the Government's
Feed In Tarlff Scheme [Frr] amoUn￿ng to £1,490.45, and a further £1,134.94
from the ReneWat￿e Heat In￿ntiVe Scheme [RHI], for the energy produced by
the alr Source heat pumps.
4. When the current fixed tsrlff comes to an end there vlll be o slgnificant Increase
in the Village Hall's energy costs. In 2025. when the full effert of the new energy
charges will be felt it is unlikely that the tyrrent level of hire charges wlll cover
the direct running o)sts. In view of thls, the Management Committee will need to
review its current hire charges. Charges have not been increased because of its
strong commitment to suppo￿"ng local communty groups.
5. A Reserves Policy is In Pla￿ and the amounts put aside are regularfy revlewed by
the Management Committee.
