In 2024 the Trustees continued to disperse the assets of the Charity by making grants to amed
forces charitie5 whose purposes are comparable with the objects of the Charityi principally
rehabilrtation. research and wellbeing. They also sought legal advi￿ aboLrt the most appropriate
ways in which they could wind up of the Charity, or merge it wwth a charity wlth similar objects, or
allow it to continue In exlstertce with new trustee5 or a corporate trustee. They hope that this
proce￿ wlll be completed in 2025.
The Headley Court Charity was established undera Charity Commission Stheme fjated l AprS11968
and subsequentFy amended by a Charity Commi5Ston Schemes dated 17 October 2[￿￿1, 11 July 2017
and 29 July 2020 and a resolution passed by the Trustees on 31 Juty 2019. The Charity is governed
and managed by a Board of Trustees. who are supported by their UerL The Scheme ststes that
the￿ should be at least three trustees. induding an ex-offiuo trustee who shall be on Air Officer
from the Royal Air Force appointed by the Chief ofthe Air Staff. a person nominated by the Royal Air
Force Benevolent Fund. and one or two c(Tropted trustees. èll of whom seNe for a period of five
years. Followin8 the resignation of Air Marshal wa￿0Th in October 2023. the Chief of the Air Staff
elected not to appoint a replacement given the Impending demlse of the charity. All the current
trustees have been appointed or re-appointed in the last five years.

The Trustees gave careful consider4tion to the Charity COMMI￿10n.5 geneftl guidance on public
benefit when reviewing the ChariVs aims and objectives and in p￿nnIng future activities. In
parttcular. the Trustees considered how arry8fdnts they make would contribute to the Chari￿$ airn5
and objettives.
In 2024 the Trustees paid a grant of £363.LKfJ to The Not Forgotten. whith will fund thelr Adaptive
Ski Programme for the next three yeats. They also paid a grant of £2(KI,(KM) to HighGround. whid)
will fund an additional horticultural therdpist at DMRC Stanford Hall for the next 5 year

negotiations with a nurnber of militsry charitpes.

statements for each financial year which give a t￿￿ and fair view of the stste of affrdirs of the Charity
and of the incoming resources and application of resources of the Charity for that period. In preparing
these financlal ststements. the Trustees are requlred to:

I. ACCOUNnNG pouaES
a) Basls of Accountinr. The financial ststements have been prepared under the historical cost
convention as modified to include the revaluation of investmentg. Th@ gtatement of attounts has
been prepared in accordan￿ with the Financial Reporting Stsndard applicable in the UK and
Republic of Ireland IFRS 1021. The financial statements have been prepared in accordance with
the Statement of Recommended PractI￿- Accounting and Reporting by Charities p￿parIng their
accounts in accordance with the Finanaal Reporting Standards applicable in the UK and Republic
of Ireland IFRS1021 issued on 16 July 2014 and the Financial Reporting Stsndard applicable in the
United knngdom and Republic of Ireland IFRS102) and the Charities Att 2011. The Charity
constitute5 a public benefrt entity as defined by FRSIO2.
Going COn￿rn. The Trustees, hawng previously decided to wind up the Charity following the sale
of the Headley Court estate in May 2019. have now decided to continue the charity. After making
enquiries the trustees have concluded that there Is a reasonable expectation that the charity has
adequate reSou￿S to continue in operational existence for the foreseeable future. Therefore
the accounts have been prepared on a ~goin8 concem" basi5.
b) Income: Income is recognised when there is entitlement to the fijnds, the ￿ceipt Is probable, and
the amount can be measured reliably- Donation5 are recognised in full in the Statement of
Financial Attivtties in the year in which they are recer¥able. Bank interest rs accounted for on an
accrua15 basi5.
c) Resources Expended: Liabilities a￿ recognised as resources expended as soon as there is a legal
orconstructive obligation tommittingthe Charityto the expenditure. All expenditure is accounted
for on an accnJals basis and has been classified under headings that aggregate all costs related to
the category. The following accounting policies are applied to the different categorie5 Of
expenditure:
> Costs of charitable arti¥ity' These relate to charitable expenditure and the support costs of
the Charity- Charitable expenditure is recognised when it is incurred. Support costs are made
up of professional fees. administrative and governar￿e costs. Governan￿ costs are incurred
to ensure good public accountsbility and compliance with re8ulation and good practi￿.
d) Flnandal Instruments: The charity hasfinancial assets arKI liabilttses of a kind that qualify as basic
financtal instruments. Basic financial instruments are initially recognised at transaction value and
subsequendy measured at their settlement value.
e) Cash arrfl cash equi¥alents: Cash and tash equivalents include cash in hand, depostts held at call
with banks and other short-temi liquid investments with or¥inal maturities of three months or
less.

In January 2024. a grant of £ILM).fKrf) was paid to The Royal Air Forte Benevolent Fund in recognttion
of their historlc support to the Charity. Air Commodore PJ. Hughesdon had been a member of the
Fund's Key Management Personnel but left their employ in June 2023," he remains the Fund's
