(2) FOR ANY CHARITABLE PURPOSE FOR THE BENEFIT OF THE INHABITANTS OF THE SAID AREA FOR WHICH PROVISION IS NOT MADE OUT OF RATES, TAXES, OR OTHER PUBLIC FUNDS PRIOR IT BEING GIVEN THE PROVISION OF BENEFITS OF A PERMANENT OR ENDURING CHARACTER.
