the conditions of life of the inhabitants of the
area of benefit without distinction of political,
religious or other opinions by the provision and
maintenance of facilities for recreation and
other leisure time occupation.

Together with the Parish Council. it was
decided that. for a variety of reasons. the plans
for a new Reading Room were simply no longer
attainable at the present time. It was therefore
decided that the funds raised so far would be
utilised to renovate the Reading Room as
extensively as those fund5 allowed and these
works commenced in February 2022.

Commission and is satisfied that the Charity

During the year the refurbishment of the main
hall continued to be the main project
undertaken by the Management Committee.

Following the challenges faced as a result of
COVID and the continued closure of the
Reading Room due to the refurbishment
works. there has again been a significant loss
of income as a result. Letting5 are slowly
improving.
The Reading Room lottery, together with
contributions from the Whittlebury Good
Neighbour Scheme from the proceeds of two
village fayre5 forffled the incoming funds of the
Charity. The trustee ensured that overheads
continued to be kept to an absolute minimum.
however the impact of the increased cost of
fuel was devastating. The deficit arising in the
year could be met from the Chartws reserves
and the tfustee is making every attempt to
ensure that the income of the Charity could be
increased in the future to cover its annual
tosts.
The meetings known as The HLsg' re-started
and continue to be a popular occasion where
villagers can come together each week". It was
agreed that the proceeds from the coffee
mornings would be treated as contributing to
core fiJnd5 With effert from l April 2023.
The renovation of the Reading Room continued
during the year with the main work being the
tnstallatioll of a new kitchen.

generously offered to make a contribution
to these works and attempts are now being
made to obtain matched funding so that
this phase may commence.

## **Independent Examiner's Report to the Trustee of Whittlebury Reading Room and Playing Field (charity number 252683)** 

I report to the charity trustee on my examination of the accounts of the charity for the year ended 31 March 2023 which include the Trustees’ Annual Report (pages 1 to 9) and the Receipts and Payments Accounts (pages 1 and 2). 

## **Responsibilities and basis of report** 

As the charity’s trustee you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’). 

I report in respect of my examination of the charity’s accounts carried out under section 145 of the Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

## **Independent examiner's statement** 

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

1. accounting records were not kept in respect of the charity as required by section 130 of the Act; or 2. the accounts do not accord with those records. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
