In the interests of social welfare, to improve
the condition5 of life of the irtrhabitants of the
area of benefit without distinction of political,
religious or other opinions by the provision and
maintenano of facilities for recreation and
other leisure time occupation.

Together with the Parish Council, it was
decided that. for a variety of reasons. the plarbs
for a new Reading Room were simply no longer
attainable at the present time. It was therefore
decided that the funds raised so far would be
utilised to renovate the Reading Room as
extensively as those funds allowed and these
works commenced in February 2022.

Benefit Guidance issued by the Charity
Commission and is satisfied that the Charity
meets these requirement5 both in its objects

day to day undertaking of its charitable

A5 3 direct result of the Covid pandemic there
were long periods during which no activities
could take place in the Hall with a severe loss
of income to the Charity as a result_ The Village
Lottery continued to provide funds which
contributed towards meeting the overheads of
the Charity, which were kept to an absolute
minimum. The deficit arising in the year could
be met from the Charitls Reserve5 and the
Tnjstee made every attempt to ensure that the
income of the Charrty could be increased in the
future to meet its costs on an annual basis.

The weekly meetings known as The Hug, were
similarly affected by COVID restrictions. but
these meetings did start up again once
restrictions were lifted and it was ensured that
Government Guidance was followed with all
Health and Safety issues addressed at all times.

to get as many villagers as possible
involved. not only in the organisation
but also in attending events
to provide a social outlet for villagers
The renovation of the Reading Room started in
January 2022 and whi15t this also meant the
closure of the building for a sustained period of
time, it was decided that work had to be
commenced both to undertake urgent repairs
to the building and to renovate and redecorate
as much as funds would allow. This aimed to
make the building a far more attractive venue
for lettings and therefore improve the future
flow of income to the Chari

From inception to 31 March 2022 the 'Hug'
initiative has now raised in excess of £50,000 of
which £10,112 has now been expended in
respect of pre-planning and £20.796 on the
Start the renovation project itself. The balance
of Hug funds at 31 March 2022 was £40,750
which Included funds of £20,IX)O from WPC
which had been earmarked from a Community
Grant. The first stage of the renovation project
was completed in December 2022 and the
building has now been re-opened for events.

## **Independent Examiner's Report to the Trustee of Whittlebury Reading Room and Playing Field (charity number 252683)** 

I report to the charity trustee on my examination of the accounts of the charity for the year ended 31 March 2022 which include the Trustees’ Annual Report (pages 1 to 8) and the Receipts and Payments Accounts (pages 1 and 2). 

## **Responsibilities and basis of report** 

As the charity’s trustee you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’). 

I report in respect of my examination of the charity’s accounts carried out under section 145 of the Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

## **Independent examiner's statement** 

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

1. accounting records were not kept in respect of the charity as required by section 130 of the Act; or 2. the accounts do not accord with those records. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
