  1. The Council of Voluntary Welfare Work, as its name implies, is an association of organisations with a Christian foundation that provide voluntary welfare services to members of the Armed Forces, their families and, exceptionally to Service veterans. It has continued to coordinate their work under a Memorandum of Understanding (MoU) with the Ministry of Defence (MoD) that replaced the previous MoD Charter in June 2023 and receives an agreed Grant-in-Aid from the MoD to support the work. The Charity is governed by a constitution first adopted on 28 February 1967 and amended on 5 March 1997. In its constitution, it is stated: “Being an association of Christian member organisations, the Council’s objects are to advance the charitable work carried out by member organisations among the Forces of the Crown”.

  2. Apart from the Chairman (who is elected by the Council and endorsed by the MoD) the Members are nominated by the organisations represented. There were two changes in the membership of the Council during the year 2024/2025. Rev Scott Shackleton replaced Cdr Chris New OBE as CEO of Aggie Weston’s and Lt Col Joseph Petty replaced Cdr Patrick Keefe as CEO of CESSAC and CESSA HA.

Trustees’ Annual Report

  1. In considering the actions of the Charity, the Trustees have had regard to the guidance provided by the Charity Commissioners on public benefit. The charity coordinates the efforts of member organisations and represents them to the Military Authorities who sponsor the work. Across the Defence Estate, Pastoral Workers continue to operate lounges, cafes and family welfare activities in 20 Royal Navy establishments, and an additional 19 Centres on Army and RAF Bases in Cyprus, the Falkland Islands and the UK are administered by Member Organisations offering safe relaxation space for all ranks at home and abroad without charge. Around 70 full-time and part-time Pastoral Workers, Canteen Superintendents and Scripture Readers exercise welfare-related ministries with permission of Commanding Officers and Chaplains in establishments of the three Services.

  2. In Apr 25, the charity Miss Daniell’s Soldiers’ Homes (MDSH) formally merged with the Soldiers’ and Aviators’ Scripture Readers Association (SASRA) and ceased to exist as a separate charity. This coincided with the closure of the much-loved MDSH-operated ‘Jackson Club’ at Gibraltar Barracks, which will now be refurbished and operated by CESSAC in cooperation with other CVWW charities. Despite further rationalisation and a merger of charities, the overall work of CVWW members has grown, with the recruitment and deployment of additional Pastoral Workers across the RN and Scripture Readers for the Army and RAF. The Women’s Royal Voluntary Service (WRVS Services Welfare) have become established as Associate Members of CVWW, which has greatly improved the co-ordination of voluntary welfare activity in Defence locations and strengthened the collective influence of CVWW on Defence policy makers.

  3. Work has been carried out to further establish the current and future welfare needs of Defence personnel. Liaison with the Directorate of Army Personnel has resulted in greater understanding of the Defence and Army ‘People Plan’ and appreciation of the changing welfare needs of Defence personnel. As a result, CVWW welfare provision has begun to move away from the provision of full, alcohol-free canteen facilities towards a ‘lighter’ retail offering with greater emphasis on pastoral care for the ‘whole person’ and practical support for individuals and families.

  4. Over the past year, CVWW has continued to liaise with the Military Authorities, to advocate for member charities and to coordinate welfare activities between various groups. Requests have come in for additional CVWW facilities and services across the Defence estate, and CVWW has been able to facilitate discussions over possible welfare provision from member charities in new and existing locations.

  5. In the General Fund Income exceeded Expenditure by £5,962. The Charity has a policy of keeping approximately 3 years of expenditure in reserve to enable the operation to continue through a transition period should the grant funding of the Ministry of Defence become uncertain, without having to call upon member organisations for additional funding.

  6. The Trustees have reviewed the risks to which a small charity operating with few employees is exposed. Appropriate procedures are in place to identify, monitor and review these risks on a regular basis. Insurance is taken where appropriate.

Trustees’ Annual Report

  1. The post of General Secretary continues to be filled on a part-time basis by Colonel (Retd) John Lewis, who has day-to-day responsibility for the administration of the charity and the CVWW account. Pay and remuneration was set on appointment, based on an MoD civil servant equivalence and were last reviewed by trustees in Apr 24, when 4 additional paid hours per week were approved. 1AF continues as the independent examiner of the charity. The current account is held with Lloyds Bank (Cox and King’s Branch). A Business Savings Interest Account with Nationwide remains in place for the Reserves Fund.

Independent Examiners Report

I report to the trustees on my examination of the financial statements of Council of Voluntary Welfare Work (CVWW) ('the charity') for the year ended 30th June 2025.

Responsibilities and Basis of Report

As the trustees of the charity you are responsible for the preparation of the financial statements in accordance with the requirements of the Charities Act 2011 (‘the Act’).

I report in respect of my examination of the charity's financial statements carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent Examiner's Statement

I confirm that I am qualified to undertake the examination because I am a member of the Institute of Chartered Accountants in England and Wales (ICAEW), which is one of the listed bodies.

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the charity as required by section 130 of the Act; or

  2. the financial statements do not accord with those records; or

  3. the financial statements do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair' view which is not a matter considered as part of an independent examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

Basis of Preparation

The financial statements have been prepared on a cash basis when receipts and payments take place through the bank account or petty cash.

Assessment of Going Concern

Preparation of the accounts is on a going concern basis. The trustees consider that there are no material uncertainties about the Charity's ability to continue as a going concern.

Fund Accounting

Unrestricted income funds comprise those funds which the trustees are free to use for any purpose in furtherance of the charitable objects. Unrestricted funds include designated funds where the trustees, at their discretion, have set aside resources for a specific purpose.

Restricted funds are funds which are to be used in accordance with specific restrictions imposed by the donor or the term of specific appeal, often known as a ‘special offering’ in the church.

Incoming Resources

All incoming resources are recognised once the charity has entitlement to the resources and the money has been paid.

Resources Expended

Expenditure is recognised on a cash basis when payments have been made through the bank account or by petty cash.

Governance Costs

Include costs of the preparation and examination of statutory accounts, the costs of the trustees' meetings and the cost of any legal advice to trustees on governance or constitutional matters.

Taxation

The charity is exempt from tax on its charitable activities.
