THE MANAGEMENT OF THE BARGES IN SUCH MANNER AS TO SECURE THAT THEIR ARCHITECTURAL AND OTHER FEATURES WILL BE OPEN FOR INSPECTION AND STUDY BY MEMBERS OF THE GENERAL PUBLIC.
