## **1. REPORT OF THE TRUSTEES** 

The trustees present their report with the financial statements of the charity for the year ended 31 October 2022. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS I 02) (effective 1 January 2015). 

We are registered with the Charity Commission as Grace Baptist Ministry to the Young (“GBMY”) but use Pioneer Christian Camp (“PCC”) as our working name. This is commonly abbreviated to Pioneer Camp. Pioneer Camp has been in existence since 1952. 

## **Objectives and aims** 

The  objects  of  GBMY  are  to  teach  through  the  Holy  Scriptures  the knowledge  of  our  Lord and Saviour Jesus  Christ and to support and encourage the work of extending Christ's kingdom amongst children and young people by such means as shall commend themselves (including by arranging camps), subject to their being fully in accordance with the principles revealed in the Holy Scriptures. 

## **Significant Activities** 

The above objects are realised by running camps for children and young people at which they are taught from the Bible, daily, in a variety of ways, in addition to providing an enjoyable and active holiday in an outdoor setting. These camps build on, and support, the ongoing work of Sunday Schools and youth groups in numerous local churches. Over the years, Christ's kingdom has been extended as many young people have become Christians at camp, or subsequent to camp, and are now serving Him across the world. 

## **Public Benefit** 

Pioneer Camp seeks to help develop the youth work of existing churches by organizing and running a yearly camp primarily under canvas and usually on land provided by Christian farmers, to provide an enjoyable and active holiday with Bible teaching. We aim to benefit the young people by creating and developing new attitudes towards each other and other members of their communities and instilling good life values. This we believe benefits society as a whole and the young people individually. 

The trustees of GBMY believe they have complied with the duty in section 17(5) of the Charities Act 2011, to have due regard to the public benefit guidance published by the Charity Commission. 

## **Volunteers** 

All the staff who work at or for camp, including all the officers and trustees, are volunteers.

## **Financial review** 

Financial position: Pioneer Camp returned again in 2022 following the COVID pandemic and were able end the year with a small profit. This leaves the Accumulated Fund at the end of 2022 with a positive balance of £35,898.84 which is in excess of our reserves policy. 

Investment policy and objectives: The Trustees aim to keep funds in higher rate savings account at least to the amount of the charity's reserve. The trustees believe this is sufficient for the size and complexity of the charity at present. 

Reserves Policy: Pioneer Camp policy has been to hold at least £10,000 of reserves in liquid assets. This standard was maintained throughout 2022. The free general unrestricted liquid reserves at 3I October 2022 were £35,898.84. 

## **STRUCTURE, GOVERNANCE AND MANAGEMENT Governing document** 

Pioneer Camp is registered with the Charity Commission (Charity No. 250756). 

## **Recruitment and appointment of new trustees** 

Trustees other than those retiring by rotation can only be appointed at a general meeting if (1) they are recommended by existing trustees or (2) the required notice has been given by a committee member entitled to vote  of  the  intention  to  propose  that  person  as  a  trustee  and  the required notice has been given to those entitled to receive notice of the meeting. 

## **Organisational structure** 

Throughout 2022, the trustees have maintained meeting 3 times per year  via  Zoom  as  a  Committee,  including  an  AGM.   Additionally, individual  Trustees continue to  be  available via telephone,  text message, email and videoconference for meetings with the Charity's officers. 

## **Induction and training of new trustees** 

No new Trustees were appointed during 2022. 

## **Wider network** 

Pioneer Camp has and ensures good connections with other Christian evangelical networks such as the Associations of Grace Baptists in the South East and East Anglia, and the FIEC.

## **2. REPORT OF THE CAMP SKIPPER** 

- In 2022 Pioneer camp met fully in person for the first time in 3 years. It has clearly been missed and many returning staff and campers were excited to return to Athelington Hall Farm in Suffolk for 10 days of fun, fellowship and praising God. 

In total we had 54 boys and 54 girls attending camp, some for the first time, some for the fifth. Around two-thirds had never attended Pioneer Camp before and at times the lack of knowledge of routines and expectation was obvious, however during the course of the camp, the regular routines and expectations once again became embedded and obvious. 

Of these 108 campers, 27 had booked the short camp and left on the Sunday. The atmosphere of the camp changed on this day, becoming more relaxed, as those who remained were mostly older. We were blessed to have 36 members of staff, many with previous experience and most of these were full time.  The number of staff was less than usual and we did notice that at times we were stretched more thinly than usual. The reduction in staff numbers seems to have been contributed to by the ending of COVID restrictions and various staff taking holidays or having weddings that had been postponed in the previous two years. Pioneer camp returned to Athelington Hall Farm and we are incredibly thankful to the Havers family for providing the space, resources and time that we needed. 

Most campers were impeccably behaved, a small handful had to be reminded of our expectations and general rules of politeness, but sanctions never had to be escalated beyond a calm conversation and brief time out. Some of the older campers have expressed an interest in returning as staff in the near future. 

The staff were as ever brilliant, with some serving for one week but many for two and all worked tirelessly.  Camp can be a tiring time with long and active days but there remained a strong sense of cohesion and joy in service which can really only come from the Lord. 

Activities were organised by a young team of leaders and they did a brilliant job. The games were engaging yet relaxed, some campers don’t enjoy the pressure of sport, but there were activities for all. Festival day was once again a big hit, with a barn dance to finish the day. 

As ever, the most important aspect of camp were the Bible times. Musicians helped lead in sung worship and brilliant speakers delivered a range of talks, all based on the parables of Christ. 

Setting up camp was efficient despite the heat. We were blessed with extra visitors during both set up and clear up helping the work to be

completed quickly. Clearing up camp was completed in record time with nearly everything finished before we enjoyed our fish and chips on the Thursday evening. 

It was thrilling to hear of young people making a commitment to the Lord and I had the particular pleasure of baptising one of our older campers in his home church after camp. 

Finally, and most importantly, we must give God all of the glory for all of the events of the summer.  It was a wonderful time of Christian encouragement and fellowship and none would be possible without Him.

## **3. REPORT OF THE TREASURER** 

After not having run camp for 3 years due to the pandemic, we once again returned to our well-loved site at Athelington, Suffolk for 10 days in August with many returning campers but also many new faces joining camp for the first time. 

The return on investments fell slightly during the year but with increased donations and careful monitoring of spending, the year ended on a positive note with a surplus of £1,600. 

Due to the anticipated rise in inflation for 2022 the Committee have agreed a marginal increase in fees for campers and under-age children next year but also to allow a discount to those staff who also have children attending as campers.  In addition, camp will continue to allow a discount to any family sending three or more children from the same family as well as allowing for places to be offered to young people whose families may not be able to otherwise afford it. 

The Committee is committed to keeping the standards of camp high so that it is a pleasurable and safe experience for both the campers and staff. 

Minimum reserves have been set at a level of £10,000 by the Committee to ensure that camp could continue to operate and cover its basic unavoidable expenses in the event of it not being able to run in the future. 

Following the independent examination of the accounts, the Trustees have concluded that the accounts are a going concern for the 12month period following the signing thereof.

## 6. COIF Charity Deposit Fund 

This fund was changed from bank balances as in previous statements to other monetary assets to better reflect the type of investment that it is. 

7. The cost of Trustee Indemnity Insurance for the Trustees amounted to £190.00 

## 8. Camping Equipment 

Pioneer Christian Camp is the owner of camping equipment used for children's and young people's summer camps. The asset value is the insured value. Depreciation is assumed to be offset by donations, purchases and repairs. 

9. The deposit of £825 paid to Log Cabin Holidays in 2020 for the hire of cabins was rolled over to the accounts for 2022.

I report on the accounts of the Trust for the year ended 31 October 2022, which are set out on pages 1 to 14. 

## **Respective responsibilities of charity trustees and examiner** 

As the charity’s trustees you are responsible for the preparation of the accounts in accordance with the Charities Act 2011 (‘the Act’). 

I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

## **Basis of independent examiner’s report** 

I have completed my examination.  I confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that in, any material respect: 

- accounting records were not kept in accordance with section 130 of the Act or 

- the accounts do not accord with the accounting records 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in order to enable a proper understanding of the accounts to be reached.
