The Truro Diocesan Board Of Finance Limited (Limited By Guarantee) Trustees, Annual Report Forthe year ended 31 December 2Q24 "Forsuraly I know thè plans I have for you, says th• Lord, plans for your wellare and not for harm, to give you a future with hope" Jeremtah 29.11 The Iru5tees of The Truro Diocesan Board ol Finance Limited Ithe TDBFI. who 8re also the direclors ol the TDBF for the purposes of company law, continue to Iiust in the God of all grace. who calls us, and who is lailhful. We trust in the plans that God has made lor us, trusting that God gives all the gifts that we need, and praying foi wisdom that we might use those gift5 to God's purposes. God's church in Cornwall. the Isle5 of Scilly. and our Iwo parishes in Devon, is richly blessed, and the work of the TDBF has supported parish churches, schools and worshipping communities towards fruillulness and sustainability. 2024 Saw a continuation of the implemenlalion of strategic plans with the four kgy headline8 In this report being.. riist, the Iruslees continue to be commilted to 8UPPOrting strateglc Change through the Diocesan Plan for Change and Renewal based on plans made locally in each deanery. This strategic approach continued under the leade15hip ol Hugh Nelson as 8Cting diocesan bishop. During the v8C8ncy in see the truslees have Continued to support the sliategic approach outlined above. Bishop David Wiliams was announced as the new Bishop ol Truro in December 2024, he became Bishop of Truro in March 2025 and will be welcomed lo the diocese in May 2025. During 2024 the lop operation81 priorities of the TDBF have been.. clergy reciuilment- continuing to lower the'vacancy rate" and appoinling a record number of clergy., saleguaiding- implemenling the recommendations of the independenl INEQE safeguarding audit, including increasing the Size and capacity ol the safeguardin9 team., Change and Renewal - supporting deaneries and parishes in the implementalion of deanery plan5 8nd the Dioeesan Plan for Change and Renewal. The national church remains a key partner for strategio funding, partieularly for 8UPPOrting change and renewal. and supporting parishes with high levels of econotnic deprivation. Supporttng strategic change At a diocesan level, work to lead change and renewal is broadly in line with expectations al this point, bul the large nurnber ol clergy moves in 2023 and 2024 has had Iwo major impacts that can be seen in these accounts.. property majoi works spend has been brought fonN8rd in order to carry out works on properties when they are vacant to try to minimi5e disruption to ministry", and there has sometimes been delay or interrupted work toward5 fruitfulness and sustainability at paiish and deanery level. Trustees aulhorised significant additional spending on property during 2024. in effect bringing forward expenditure on majorworks thal would have followed in subsequer)l years. The work was prioiitised to suppori the aim ol reducing clergy v3c8ncy rates. and did result in reprofiling the budget mid-yeai with a consequenl additional spend of £1.25m against the original budget. Work lo grow and embed rnodels of ministry that are fruitful and sustainable is taking place across the diocese and the TDBF are supporting that work. We know that this work is moving more quickly in some places than in other5, and that in some places significant challenges remain. The approach of the trustees has been, and continues to be. sUPPOrt Ioc81 plans through resour¢e5 and project managemenl capacity, lo create a stable financial fratllework for parishes, and to seek national support for the work.
