The Charity is administered and managed by a Committee, The British Charities Committee. 

The British Charities Committee administers the funds of three charities based in Cairo, Egypt. The three funds are: 

- ! The British Hospital at Port Said Fund 

- ! The British Charitable Fund 

- ! Mary Elizabeth Brooke Fund (which is incorporated into the British Charitable Fund) 

These three funds are registered separately with the UK Charity Commission, and the British Hospital at Port Said Fund is the largest of the funds. 

The British Charities Committee comprises of staff members of the British Embassy in Cairo and also members of the British and local community in Egypt. The Committee includes Trustees (currently 2) and associate members (currently 8), plus a clerk to the Committee. 

The role of a clerk was introduced in October 2016, and was previously undertake by D Mitchell until her resignation in August 2021, the current clerk N Cabuk was appointed in August 2021. The clerk is the only paid member of the British Charities Committee 

The trustees review and consider potential and probable risks areas which the charity may be exposed to in relation to the following areas: governance, operational, financial, environmental /external, reputational and compliance with the law and regulations. The committee and trustees feel that systems and procedures are in place to manage those risks effectively to ensure that the charity’s objectives are met and that the funds and assets of the charity are safeguarded. 

Some examples include: adherence to all relevant laws and regulations (both UK and local laws and customs), clear strategies and objectives, a defined bidding process and eligibility criteria, consideration of any potential conflicts of interest, review of the composition of committee members and trustees in terms of experience and skill sets, security of assets (funds and capital), setting of budgets/targets, investment policies, foreign exchange implications, financial accounting, independent third party review and audit, controls and procedures to reduce the risk of fraud and error, awareness of the impact adverse publicity, the demographics of beneficiaries and local environmental / political influences.

The British Hospital at Port Said Fund accepts bids from organisations and NGOs in Egypt who apply for donations of equipment and or resources and or services from the Fund. 

The bids are submitted on a bidding form which asks for; 

- information on the project, 

- the amount of money being requested, (with quotes) 

- what exactly the money will be used for, 

- the impact of the project, including the public benefit that it will have on the local community. 

All bids received are closely scrutinised by the Committee to ensure they fall within the remit of the Fund, before a decision is made on whether to support a bid. 

Where possible, the fund purchases the equipment requested on behalf of the bidding organisation or deals directly with the suppliers of services 

Wherever possible Committee members will undertake field visits to potential projects in order to get a better feel for the work of the bidding organisation and if needed to ask for further details and clarification on the bid, or in the case of existing projects to ensure the money or equipment/resources donated has been used for the correct purpose, and to see first-hand the impact the project is having and to evaluate the success of the project. 

All of the Trustees/Committee members have read the Charity Commission guidance on public benefit and have regard to this in assessing and evaluating the bids that are received by the British Hospital at Port Said Fund.

The British Charities Committee operate the British Hospital at Port Said Fund within the following guidelines: 

- (a) To assist any reputable institution or organisation which is helping or caring for sick, disabled or under-privileged Egyptian people or refugees within Egypt. The fund was originally from a hospital so traditionally it has been used to assist medical projects and these should be a priority 

- (b) The maximum donation to a particular cause should not exceed 30% of the previous ������ dividend and interest outcome, or £20,000 **£19,500** sterling. This is assessed on a case-by-case basis. The Trustees should try to support one major project each year. 

- (c) Donations should be for a specific purpose and arranged in such a way that there is a reasonable certainty that the money/equipment will be used for the particular purpose in mind. The Trustees should arrange to visit projects which receive significant donations. Receipts for equipment should always be obtained. 

The Fund will not adopt or undertake long-term commitments to individuals/organisations.

**Summary of the main achievements of the charity during the year** 

During this financial year the British Hospital at Port Said Fund has continued to expand its activities and support a growing number of local NGOs and projects in Egypt. 

The projects and organisations the British Hospital at Port Said Fund has supported during this period include: 

**CAWU – LC (Center for Arab-West Understanding – Learning Center)** was established in 2007 to promote dialogue and understanding between peoples of different cultures and convictions. This has developed into a student internship program with western and Egyptian students working together in various dialogue or social development projects. That in turn resulted in setting up a learning centre for refugee students for non-Sudanese students since this did not exist in Cairo. Their teaching is based on the British IGCSE curriculum. They have also started a training program for refugee leaders in the greater Cairo area. 

CAWU-LC submitted a bid to the BHPSF to fund the purchase of 17 tables in order to set-up IT equipment they received as a donation from Marjorel. 

**The Egyptian Cure Bank** is a non-governmental organization with a slogan "Together … Against Disease". The organization’s primary goal is to provide medical treatment for those who cannot afford to pay for their treatment. Their mission is to provide a high quality Health Care System for those who cannot afford to pay from the Egyptian Society – free of charge. This is based on their expertise in both health care and charity work and supported by their strong network of operating systems together with the cooperation of pertinent service providers. 

The Egyptian Cure Bank submitted a bid to the BHPSF for 10 ICU Monitors during the height of the fight against COVID-19. These monitors were distributed to hospitals in need during this time. 

**Harpur Memorial Hospital** in Sadat City was opened in 2010.It is a charity hosiptal and provides health and medical care for all people regardless of their backgorunds. The hospital contains an outpatient clinic, emergancy department and inpatients clinic (15 beds). The number of patients is increasing year after year. It has two surgical operating rooms, a pharmacy, two chritical care units and a laboratory. At the time of the bid, the hospital had treated 71534 patients in their last year of operation (2019). 

Harpur Memorial Hospital submitted a bid to the BHPSF to fund an orthopaedic surgical table to increase the number of surgeries the hospital can perform and particularly be able to perform surgeries for patients in need of orthopeadic operations.

## **Section D** 

**Holy Bible Boys Orphanage** is a charity in Luxor for orphaned boys. It cares for 25 boys from age 6 until graduation. Daily services include full board meals, medical and psychological care including social support within a family atmosphere. The orphanage provides education starting from primary school up until a university degrees, as well as cultural and social clubs and a library for obtaining general knowledge. 

Holy Bible Boys Orphanage submitted a bid to the BHPSF for funding their oneoff electrical installation and electrical safety checks to the orphanage. This installation ensured that the orphanage was a safe place for the children to live in and for the social clubs to be available for the remainder of the community around the orphanage. 

Set up in cooperation with The Kolaly Evangelical Church, **The Kolali Family Medical Center** has been providing services to its neighboring communities for the past three years. The new Family Medical Center is offering primary care services to the clients approaching it, with many specialties such as; Dental care and Cardiac, Orthopedics, Ear Nose & Throat, Dermatology, Urology, Antenatal, Gynecology, Pediatrics, Internal Medicine, Minor Surgery, and few more services. 

The Kolali Family Medical Center submitted a bid to the BHPSF to fund a CBC machine (blood analyzer). Due to the COVID 19 pandemic they were experiencing an increased demand for screening patients and this CBC machine helped facilitate early detection and follow up of clients who may show abnormal CBC result or decrease lymphocytes. 

**The Parallel School** in Assiut - Their main aim is to prepare both Coptic and Muslim students, whether boy or girl, to re-enter government mainstream schools. Most of the students attending the school have previously attended government schools but require extra assistance to achieve their potential. 

The Parallel School submitted a bid to the BHPSF to fund several items needed for the day to day operation of the school such as desktop computers, air con units, PC speakers, printer, whiteboards and seqing machines. sewing 

**The Sudanese Dispaced Childrens Learning Centre** (SDCLC) is a school for the children of Sudanese Refugees. They teach children from year 1 until graduation. They also have a separate nursery for children up to 5 years of age. The students at the school sit the official Sudanese exams at Grade 8 and 11 and the school’s main aim is to get the children through these official exams and see some go on to university. 

The SDCLC submitted a bid to the BHPSF to fund furnishing their meeting room. The BHPSF provided chairs, a carpet and ceiling fans for this space so the school could host assemblies, training sessions, screenings, etc for the students and the wider adult community in the area.

At the AGM September 2019 the Committee agreed to investing more of the funds currently held in a bank account into the Charities Official n/a Investment Fund (COIF) to increase the income received from the investments.

When spending money outside the United Kingdom the majority of payments are all made by bank transfer or by visa debit card from the funds UK bank account, petty cash is only used for small sums such as delivery charges or for small purchases where bank and visa charges make the payment by cash more cost effective. 

When making payments to suppliers, quotes are first obtained and checked then once approved by the committee, the payment is made, receipts are obtained for purchases and kept on file. 

The funds petty cash is kept in a secure safe in a secure location.  Access to the safe keys and cash box keys are restricted to one designated trustee and the cash and petty cash book are reconciled every two months by two other trustees or the clerk and a trustee 

All expenditure outside the UK has to be agreed by the BCC at the monthly committee meeting and recorded in the minutes.  All paperwork and records of transactions such as bank statements and receipts are available for checking at any time by the trustees 

All the funds financial transactions are checked and reconciled annually by an independent accountancy firm and then verified by an independent auditor firm. 

Apart from the petty cash float which ������� exceed 20,000 Egyptian pounds, all the ������ assets are in a NatWest UK bank account or invested with the CCLA part of the COIF Charities Official investments Funds, the fund does not have an Egyptian bank account. 

Before transferring any funds overseas, the BCC has checked that the organisation is either a registered NGO or affiliated to a registered organisation such as a church or hospital. 

The BCC only purchases from suppliers that have been vetted and considered reputable prior to making any purchases.

We have audited the financial slatements of The British Hospital at Port Said Fund - Cairo "The
Fund" which comprise the statement of financial position as al June 30, 2021, and statement of
a¢tivilies and statement of receipts and disbursements for the financial year from July 1, 2020 to
June 30, 2021, and a summary of significant accounting policies and other explanatory notes. The
financial statements have been prepared by management of the fund based on the accounting
policies that mentioned in note No. (3} from the notes io the financial statements.

These financial statement5 are the responsibility of the fund's managemenl. Management is
responsible for the preparation and fair presentation of these financial statements in aLcordan¢e
with the accounting policies as referred to in note No. (3) from the notes to Ihe financial

conducted our audit in accordance with the Egyptian Standards on Auditing and in light of the
prevailing Egyptian laws. Those Standards require that we comply with ethical requirements and
plan and perforn] the audit to obtain reasonable assurance whether the financial statements are free
from rnaterial rnisstatement.

l. Baekground
The British Hospital at Port Said Fund The Fund" is regulated by a scheme of
his late Britannic Majesty King Georg¢ V's Consular Court for Egypt at Port
Said of the 28th June 1938 and is established under the Charities Act of 1960.
The purpose of the Fund is for the relief, in cases of sithi¢ss, of seafarers and
other persons in Egypt.
Summary of Significant Accountlng Pollcles
2-1 Basls of preparation of the fthanclal statement$
The financial statements hav¢ b¢¢n prepared in accordance to accounting
policies applied by the Fund's management and in the light of th¢ applicable
Egyptian Laws and regulations and the fijnd's manual. The statement of receipt
and disbursement and the statement of activities are prepared according to cash
basis.
2-2 Ba$ls of measurement
The financial statements have been prepared on the historical cost.
3 Funetlonal and pre$entatlon currency
,These financial statements are prcsented in Sterling pound, which is the fund,
functional currency,
24 Use of estim8te$ and Judgments
The prepp4ration of financial statements in conforn]ity with accounting basis
mentioned in note (3-2) and accounting policies in note (3-1) requires
management to make judgments, estimates and assumptions that affect the
application of accounting policies and th¢ reported amounts of assets, liabilities,
income and expenses. Actual results may differ from these estimates,
Estimates and unacrlying assumptions are reviewed on an ongoing basis.
Revisions to accounting cstimates r¢cogniz¢d in the year in which the
estimate is revised and in any future periods affected.
Infom]ation about critical judgments in applying a¢countiThg policies that have
th¢ most significant effect on the amounts recognized in the financial statements
is included in the following notes.

3-1 Foreign Curreney Translation
Transactions in foreign cutrencies are translated to the respective fijnctional
cU￿encY at exchange rates at th¢ dates of the transactions. Monetary assets and
liabilities denominated in foreign Currencies at the reporting date are retranslated
to the functional CULTency at the exchange rate at that date.
Non-mon¢tary assets and liabilities that are measured at fair value in a foreign
currency are retranslated to th¢ fijnctional currency at tbe exchange rate at the
dat¢ that the fair value was delern)ined. Non-monetary it¢m5 that are measured
b&sed on historical cost in a foreign CU￿encY are translated using the exchange
rate at the date of th¢ transaction.
FoTei¥m curyency differences arising on retranslation Are generally recognized in
the statement of activities.
3-2 Avallable-for-SAle Investments
Available-for-sale investments which its market value can not be m¢a8ured
precis¢ly ar¢ valuated at cost less the pennanent declines in its value, and any
change in its value (other than impainnent loss or gain or losses on exchange of
financial investments available-for-sale for monetary items) is recoded in the
statement of assets attd liabilitics. When investment is excluded the cumulative
gain or 108$ in th¢ statement of assets and liabilities is then transfarcd to
statement of activities.
3-3 Income Recognitlon
Income frorn investment in shares (Dividends T¢ceived on investments) is
recognized wh¢n the right to be received is established and according to the
statement of account.
