Description of the charity's trusts
The Trust was formed, and the constitution was adopted on 18th August
1965 and subsequently amended on 20th July 1977. A new scheme was
sealed on 23 September 2004, which altered the governing document of the
charity. The scheme was further amended in June 2007, January 2010 and
Jul 2015.
The Charity is constituted as a Trust.

Two further trustees are appointed by the Twstees. Those trustees must
be members of a Methodist Church within the Warrington Unitary ALrthority
which fomis part of the area encompassed by the Sankey Valley Methodist
Circuit.

The Trust has strong links with the Methodist Church in the local area.
The Trust Administrator completes the day-to-day grant administration and
accounting for the Trust. A contribution is made to the Circuit for offi
space, stationery etc.
RISKS: Trust's main risk arises from misuse of awards (e.g. applicants
benefitting financially from awards made). This is mitigated by a policy that
the Trust purchases the goods and ServI￿S requested and, only under
exceptional circumstances, makes direct payment to individual applicants.
Bank Transfers are the preferred method of payment which require dual
authorisation.
Four Trustees have access to the bank account so
transactions can be monitored. Applications are not generally accepted
from individual self-referrers and must be made by local referring agencies
working with vulnerable individuals.
DATA PROTECTION: The Fred Pendlebury Trust is registered with the
Information Commissioners Office under the Data Protection Act 2018.

TRUSTEES INDUCTION: Potential Trustees are briefed by the Chair prior
to their appointment. A Trustee handbook is available for all Trustees.
FIT AND PROPER PERSONS: For the purposes of the Finance Act 2010
it is considered that all Trustees are believed to be fit and proper persons
to hold the Offi￿ of Trustee.

Ob"ectives and activities
CHARITABLE OBJECTS: To relieve either generally or individually
persons of 50 years of age or over who were bom or are resident in the
area of benefit and who are in conditions of need, hardship or distress (for
further details see clause 19 of the scheme). The area of benefit is
defined as the Warrington Unitary Authority.

The object of the Trust is for the benefit of those who are over 50 years of
age and are resident in the Warrington area, in particular but not exclusively
by offering grants to cover the financial costs of items such as kitchen
appliances, domestic fumishings, essential repairs or decoration, access
equipment, medical appliances, clothing or in some cases emergency food.
The Trust also offers modest financial assistan￿ to applicants who are in
arrears.
Individual applicants to the Trust do not have to be pensioners or be in
receipt of any kind of benefit but must be able to show some evidence of
genuine need or financial hardship or distress. The Trust takes referrals
from organisations working with the vulnerable within the area of benefit,

There are seven Trustees who meet 8 to 10 times per year to discuss
applications. Between meetings emergency grants of up to £400 per
applicant can be approved by the Chair and the Deputy Chair, at their
discretion. Applications above this amount need to be circulated to all the
Trustees with approval required from each one.
During this financial year the Trustees have considered 54 applications.
We have received significant feedback from referral organisations and the
applicants themselves advising that the items purchased with grant
assistance make a huge differen￿ to the lives of the individuals concerned.
Over the financial year the Trust has received thank you letters and emails
from successful grant applicants.
With its strong Methodist connection. the Trust undertakes to bring a
Christian ethos to all its work by offering a compassionate and
understanding serrf1￿.
The trustees confirm that they have referred to the guidance in the Charity
Commission's general guidance on public benefit when reviewing the
Trust's aims and objectives and in setting the grant making policy for the
ear.

CONTROL OF GRANT MAKING: Before a grant is awarded, the
Administrator presents a report with all relevant details to the trustees.
Subject to the agreed cash limrts, the decision to award a grant is made by
the trustee panel meeting to discuss the applications which meets 8 to O
times a year. Payments are made to suppliers and contractors and only in
exceptional circumstances direct to a beneficiary so seeking to ensure that
grants made are genuinely used according to the purpose stated on the
application form.
CONTROL OF FINANCE AND INVESTMENT ASSETS: Note. The Trust
employs an administrator to manage the grant making administration and
financial book-keeping and ofFice space is provided by the Sankey Valley
Methodist Circuit for which a small charge is made.
i) A full financial report is presented to the Trustees at bi-annual general
meetings, at intervening times the financial position of the Trust is monitored
by the Administrator. In the event of unforeseen expenditure, the trustees
have sufficient reserves and financial control to minimise any financial risk.
ii) Assets: The Trust generates income for its charitable work from
investment funds operated by CCLA, specialist investment management for
charities and faith organisations. They are authorised to make investment
decisions based on securty rather than profit. The monies not invested in
this way are temporarily held on deposit with established banks and financial
institutions. The investment management team has authority to manage the
investments in accordan￿ with the Trust's ethical olic
and attitude to risk.

Summary of the main
achievements of the charity
during the year
During this financial year the Trustees have approved grants totalling
£20,927.30, of which applications totalling £925 were later withdrawn, as
were three applications from the previous financial year totalling £680.
The total sum paid out was £24,397.60 (including grfts for vacuum
cleaners and mattress protectors), of which £5,353.99 related to
grants outstanding from previous financial years. The amount for gifts
was £466.31.

The Trust cU￿entlY meets its running costs and grant awards from the
interest received on its investments. The Trust keeps between 3 and 6
months cash reserves available for use for these purposes. In order to
maintain these levels of cash resenies the Trustees review the grant award
criteria (maximum grant and period between reFeat applications) twice a
year and, if necessary, adjust the grant award criteria to maintain the stated
levels of cash reserves.

The investments of the Trust are made in accordance with Charity
Commission guidelines and are managed by CCLA Investment
Management.
The Trustees have adopted an ethical investment policy. This commits the
Pendlebury Trust to adopting an ethical policy that prevents it from directly
trading in companies that make a profit from gambling, pornography and
anns manufacture and dealings. This is why the Trust has chosen to invest
via CCLA.

charity (Yhe Trust") for the year ended 31 ￿ October 2023.
