The CIL is a society governed by a constitution and managed by a Committee whose details are listed on pages 23 and 24 of this report. The members of the Management Committee are elected each year by ecclesial representatives at the Annual General Meeting of the CIL.

C. OBJECTIVES AND ACTIVITIES
Public Benefit Statement
The Trustees and Committee have had regard to the guidance issued by the Charity Commission on providing a Public Benefit.
The primary aim of the CIL is the spiritual welfare of the members of the Central Christadelphian community. In supporting and encouraging them this has benefits for the wider community in which they live in that the aim is to promote Christ-like behaviour towards all.
Anyone who comes into contact with a Christadelphian and would like to learn more of their beliefs and is unable to attend a Christadelphian meeting place is eligible to receive the services of the CIL. The ones that are most suitable are first principle Bible studies, Sunday School lessons and, where appropriate, Braille material.

Details of the activities of the Christadelphian Isolation League (CIL) for 2023 are contained in pages 4 to 12 of this report.
Introduction – Matt Barton
As every year passes, whilst we are nearer the Kingdom of God being established with the return, we see the world continuing to be very troubled. 2023 seems to be no different, with one summary being “A turbulent year with glimmers of hope”, which I think is appropriate for us in 2023.
While the world may offer fleeting glimmers of hope, our faith in the Kingdom of God provides an anchor in these turbulent times. We need to maintain our hope in Christ no matter the struggles we face personally, or the situations we find ourselves in. There is no promise that this would be easy!
The Isolation League continues its work to support brothers and sisters and their families who find themselves isolated from their local ecclesia due to physical distance, illness, or other circumstances. The section reports that follow explain this in more detail, and we are ever thankful to our Heavenly Father for allowing us to continue this work, and to all those who have supported the CIL with finances, time, prayers and encouragement.
We pray that we may continue to support those in isolation, and their ecclesias, should our Lord remain away in 2024.
Exhortation Section – Roderick Titley
The work of sourcing and editing exhortations for brethren and sisters in isolation has continued during the last twelve months. Each brother is asked to write an exhortation based on the daily readings for a particular Sunday in the year. We are therefore indebted to those fifty-two brethren along with those who translate, photocopy, pack and send out these exhortations.
Although produced primarily for brethren and sisters in isolation, these exhortations have become a useful resource for those ecclesias who find themselves without a speaking brother at the breaking of bread meeting,

thereby providing encouragement and exhortation when remembering the Lord Jesus Christ in bread and wine.
Let us pray for the day of our Lord’s soon return when “the earth shall be filled with the knowledge of the glory of the Lord, as the waters cover the sea.”
Bible Study Section – Stephen Lockyer
The work of sourcing and distributing weekly Bible studies has continued uninterrupted during the past year, notwithstanding the passing of the baton. We extend appreciation and gratitude to Brother Colin for his stewardship of this patch of the vineyard for such a long time. Also, the wider team, who ensure studies are available weekly, in various languages, assisting the transition from the milk of the word, recognising “solid food is for the mature, for those who have their powers of discernment trained by constant practice to distinguish good from evil” (Hebrews 5:14).
The programme for 2024 was in place at handover. Work will commence soon on the plan for 2025 DV. The approach will remain unchanged; subjects selected from those offered, aligned where possible with the Daily Reading Plan, and giving a mix of study across Old and New Testaments.
We would welcome additional contributions for consideration; if you feel able to help, please make contact. May the Lord continue to bless this work, so those unable to attend a weekly Bible Class might be supported and helped in their studies of the Scriptures of Truth.

Lecture Section – Mark Titley
Having recently taken on the responsibility of the CIL lectures, I would like to thank Brother Vernon for his assistance and helpful words of experience in how I might best carry out this role. I am sure all those who received the CIL lectures would join me in thanking Brother Vernon for his hard work in organising and compiling the lecture papers over many years. I would also like to take this opportunity to thank the brethren who have considered God’s Word diligently and written each of the 12 lecture papers used during 2023. The giving up of their time and their effort in writing a lecture paper for an unseen audience is hugely appreciated by many in the UK and around the world. Although I look forward to playing my small part in the preaching of the Gospel message and the strengthening of my brothers and sisters through the CIL lectures, I pray that Christ will return very soon and will more excellently spread God’s Word and that being ‘in isolation’ will be a thing of the past. In order to provide a smooth handover of the Lecture section, we intend to rerun the lecture papers from 2003 on the theme of ‘The Call’ throughout 2024, before starting a new theme and lectures in 2025 God Willing. I thank all the brethren who have already agreed to write lectures in 2025 and pray for God’s blessing on the work that is planned.

Throughout the year our many dedicated teachers have continued instructing the students in the way which leads to life eternal.

The number of students in the Home-School Section is roughly the same as last year. However, the number of students in the Overseas Section has dropped significantly. There has been little or no response for a while from those on the Introduction Course.
Youth Week was held once again at Ringsfield Hall. The studies were led by brother Stephen Whitehouse on the theme “Jacob – A man changed by God.” Forty-one youngsters attended the week, ten of which came for the first time. The week was a huge success with many friendships being formed across the country. Bro Ben Clarke and his family attended the week, and he has now taken up the role as Sunday School Superintendent.
We are looking for brethren and sisters who are prepared to teach in the nonstandardised grades. If this is of interest to you then please contact me. We thank our many teachers who continue their dedicated work in teaching the young in the Way of Life.

Braille Section – Philip & Ruth Noakes
The Braille Section publishes two magazines on an alternating bi-monthly cycle making for six issues of each title in a year. Having two titles, “The Light” and “Gleanings,” enables a wider range of topics to be covered. Serialised books and articles are taken from Glad Tidings, the Christadelphian Magazine and from Christadelphian books to provide the readership with a comprehensive range of Biblical material.
In The Light we have been serialising, “Israel - Land and People of Destiny” to give an historical and geographical background to Bible reading. In Gleanings “God’s Living Word”, on how the Bible came to us and the 2017, 12 part CIL lecture series on “The Establishment of the Early Church”, following the teaching and events in the Acts of the Apostles.

We are very grateful for the quality of service we get from the Scottish Braille Press, Edinburgh.
Within our own resources we issue CIL Exhortations, Bible Studies and Lectures as well as the Christadelphian Hymn Book in Braille, and also in large print editions for those with failing eyesight. If you know someone interested in the Bible who reads braille, we can send Gleanings to them - please ask. The Braille library is still available from Birmingham, UK (190 volumes).
The dependable work of all the team is greatly appreciated, although we rarely hear back from recipients we are committed to providing these materials as a reliable source of encouragement in spiritual matters.

Braille material goes to 11 countries in Africa (Egypt, Ethiopia, Cameroon, Ghana, Kenya, Malawi, Nigeria, Tanzania, Uganda, Zambia, Zimbabwe) - 142 copies (We have recommenced sending 2 copies to Cameroon.) 2 countries in the Americas (Bahamas & USA) - 8 copies. 5 countries in other overseas countries (Bangladesh, Czech Republic, India, Malaysia, Sri Lanka) - 39 copies. CIL Magazine – Richard Benson
No issues of the magazine were produced in 2023. There have been discussions about whether there is sufficient demand for its publication, now that a wealth of other materials are available. A decision will be made in early 2024.
Recordings Library / Listening Panel – Cedric & Esther Shearn
2023 has been another really quiet year, we have not loaned any tapes or CD’s but have sold 55 CD’s. From the stock we have we have uploaded approximately 50 new recordings. The web site has continued to be made good use of with over 1,500 downloads per month.
The listening panel is working well, but as reported last year additional members residing in West Yorkshire would be helpful.

As always we are on the lookout for suitable good quality recordings, cassette tapes, CD/DVD or audio and video files. Please contact us if you have any recordings that we could use. There seems to be no call for the loan or sale of cassette tapes but we will certainly take gifted copies for uploading to the website.
Central Records – Mark Webb
The main work of the Central Records Section is to maintain a database of recipients and workers so that labels can be produced for the distribution of various printed items of CIL material. These labels are obtained using the information stored in a computer database. The records stored are for those that receive the printed services of the league and those that work for the League.

Most of the labels printed are for distribution of Lectures, Exhortations, and Bible Study papers in both English and Russian languages. Labels are printed for the material sent out directly from the UK by the distribution teams in South Wales.
The records are updated regularly from information that is received by letter, telephone and predominantly email. This resulted in around 230 changes being made during 2023.
The number of recipients has fallen, this has been influenced by overseas authorities charging import duties on material, many that joined during the coronavirus pandemic being able meet in person or on-line again and others obtaining the services from the website. It has also been reported that some Russian material has been returned, having been opened by the authorities.
GDPR rules introduced in 2019 continue to govern the handling of CIL data. Since a large proportion of the League’s expenses is in postal charges, it is essential that any known changes of addresses are reported as quickly as possible. Changes should be notified directly to the Central Records Section. League Literature and Services are provided in the following overseas countries:

Central Records Statistics
Website – Matt Barton
During 2023, the CIL Website (www.isolationleague.org), whilst still looking the same, underwent a number of changes in the background to make it easier to manage and to keep up to date with the latest platform security updates.
The website has been kept up to date with our latest articles, and has Exhortations, Lectures and Bible Studies going back 21 years, alongside Sunday School Lessons, CIL Magazines and the Recordings Library. There are translations of Exhortations in French, Farsi and Swahili as PDF downloads, as well as some Lectures in French. We also host the recordings of hymns by the Northern Christadelphian Choir, 120 of which are translated into Farsi. The Daily Readings (audio & text) are available in English and Farsi on our website, and we recently improved our WhatsApp integration, creating a Farsi Daily Readings WhatsApp group which gained over 100 members when launched.
A huge thank you to the small group of Brothers and Sisters who worked tirelessly during 2023 to create the audio for Farsi Bible Readings (www.isolationleague.org/daily-readings/farsi).

CIL Meet – Matt Barton
Our online meeting service, CIL Meet, provides Zoom, Google Meet and Teams access to ecclesias and other Christadelphian Organisations, with a simple access mechanism to run meetings using these platforms.
The service is now in use by many ecclesias and christadelphian organisations around the world, not just the UK, but also in Australia, France, Hungary & Serbia, Ireland, Malta, Nigeria & Turkey. A huge benefit this year has been the launch of Automatic Translated Captions on Zoom, which includes translation between English and Farsi. This facility is beyond the reach of most ecclesias due to Zooms licensing but available on CIL Meet, currently in use by 27 ecclesias. This is especially useful where translators are not available to support the meetings, and helps where language can be @)meet an isolating factor within an ecclesia.

Changes – David Harvey
There have been a few changes on the committee during 2023. Brother Colin Walton stood down from being the Bible Studies section leader and brother Stephen Lockyer has taken over. Brother Vernon Davies stood down from being the Lecture section leader and brother Mark Titley has taken over. Brother Ben Clarke has joined the committee as Sunday School superintendent and due to the reduced amount of work in the Overseas and Home Correspondence, sister Moya Southgate has stood down from being a Main Committee member. She will continue to undertake any work that needs doing in this area.
We thank all our members who are standing down from the committee for all the hard work they have put into the Leagues services over the many years they have been involved and welcome the new members. We were also sorry to learn of the falling asleep of brother John Pritchard. He had been a very active member of the CIL and served on the Main committee for many years.
We pray for our Heavenly Father’s blessing on the work of the CIL until our Lord’s return.

E. – FINANCIAL REVIEW
The Statement of Financial Activities of the CIL for 2023 and the Balance Sheet at the 31 December 2023, together with associated explanatory notes, are given on pages 16-20 of this report.
Total Income
Total income rose by over £121,000 in the year largely due to a one- off £125,000 donation to assist with the costs in maintaining the flat in Dublin coupled with an overall reduction in other income streams of around £4,000.
Total Expenditure
Total expenditure from these funds saw a rise of 9.4%, which was due to a variety of factors of which the additional funding for the youth week activities and a £10k donation to the work of the Christadelphian Bible Mission were the most significant.
General Fund
The General fund is the fund through which all the regular services of the CIL are paid. The major costs remain postage, printing, stationery and costs associated with hosting virtual meetings. Due to the above factors, the fund showed a surplus of £1,981 compared to a surplus of £8,256 for 2022.
Legacy Fund
The Legacy Fund finances most of the costs associated with less regular expenditure of the CIL e.g. equipment purchases, pastoral visits and Youth Week. Due to the fall in legacy donations, this year saw a reported deficit of £38,392 as opposed to a deficit of £26,170 in 2022. The Committee has continued their commitment to using these funds as best as they can to help those in Isolation.
The Eire flat is funded through CALS and CIL donations along with collections and donations from the local area. This year saw a surplus of £129,618 for the period. 2023 saw the end of CALS contributions toward the maintenance of the flat.
Total Balances
The total balances at the end of the year increased by £93,209 to £375,827.

Reserves Policy
The CIL does not have a formal reserves policy but the balances which are held in instant access accounts are such that they would meet the normal expenditure of the League for at least 12 months.
The committee would like to thank all ecclesias and individuals who have financially supported the CIL so generously during the year.

INDEPENDENT EXAMINER’S REPORT TO THE TRUSTEES OF THE CHRISTADELPHIAN ISOLATION LEAGUE
I report on the accounts of the Christadelphian Isolation League for the year ended 31 December 2023, which are set out on pages 16 to 20.
Respective responsibilities of trustees and examiner
The charity’s trustees are responsible for the preparation of the accounts. The charity’s trustees consider that an audit is not required for this year under section 43(2) of the Charities Act 1993 (the 1993 Act) and that an independent examination is needed. The charity is preparing accrued accounts and I am

qualified to undertake the examination by being a qualified member of ACCA. It is my responsibility to:

examine the accounts under section 43 of the Charities 1993 Act;

to follow the procedures laid down in the general Directions given by the Charity Commission under section 43(7)(b) of the 1993 Act; and

to state whether particular matters have come to my attention.
Basis of independent examiner’s report
My examination was carried out in accordance with the general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a ‘true and fair view’ and the report is limited to those matters set out in the statement below.
Independent examiner’s statement
In connection with my examination, no matter has come to my attention:

(1) which gives me reasonable cause to believe that in any material respect the requirements:

to keep accounting records in accordance with section 41 of the 1993 Act; and
-
to prepare accounts which accord with the accounting records and comply with the accounting requirements of the 1993 Act

have not been met; or

(2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

SECTION C. NOTES TO THE ACCOUNTS
1. Basis of Accounting
The financial statements have been prepared in accordance with Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2015) - (Charities SORP (FRS 102)), the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) and the Charities Act 2011.
Basis of preparation
The CIL meets the definition of a public benefit entity under FRS 102. Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy notes.
2. Accounting Policies
Income – Voluntary income and donations are accounted for as received by the charity. Tax reclaims on donations are included at the same time as the gift to which they relate. Investment income (bank interest) is included in the accounts when receivable.
Expenditure – All expenditure is recognised once there is a legal or constructive obligation to that expenditure, it is probable settlement is required and the amount can be measured reliably. All costs are allocated to the applicable expenditure heading those aggregate similar costs to that category. Where costs cannot be directly attributed to headings, they have been allocated on a basis consistent with the use of resources.
Assets – All expenditure on equipment costing less than £1,000 is written off in the year of purchase.

The Isolation League Website is a resource for all Brothers and Sisters. New Exhortations and Studies are added weekly, and Lectures monthly. There are currently over 2,800 articles on the site. Sunday School lessons for Kindergarten, Infant and Junior grades are also available, as well as over 6,000 audio recordings as downloadable files.

CIL Meet is our live streaming service provided for Christadelphian Organisations and Ecclesias, that enables streaming meetings and services online (with language translation) using Zoom, Google Meet and Microsoft Teams.
Zoom, Google Meet and Teams accounts are provided with a simple mechanism on the IsolationLeague.org website to run meetings using these accounts. You can also use these accounts directly as well.
In addition to the usual features found in those meeting apps (chat, screen sharing, whiteboards, virtual backgrounds, breakout rooms, etc.), the following are available as part of CIL Meet:
