IN EXCEPTIONAL CASES THE TRUSTEES MAY GRANT SUCH RELIEF TO PERSONS OTHERWISE ELIGIBLE THEREFORE WHO ARE RESIDENT IMMEDIATELY OUTSIDE THE SAID AREA.
