The coronaviruspandemicthat caused the first lockdownin the UK in March 2020 led to some changes in practice,such as stopping the
monthlyClerk'svisit to the almshousesand instead making telephonecalls; delayingnon-essentialworks such as a new kitchen that had
beenplannedforonealmshouseanda buildingreportthathadbeenplannedforboththealmshouseand34HighStreet:these items
and others will be carried out in 2021 as restrictions are eased.
```

Trusteemeetingswere movedto being 'online'via Zoom as the countrycommencedits first lockdownand this practicecontinues while
the pandemic restrictions remain.
```

```
TheTrustcontinuestomaintainthefouralmshouses,thoughplannedmaintenanceprogrammesfor2020weredelayeddueto the
CoronavirusPandemicasthesafetyoftheresidentsisparamount.SmokingisforbiddenatMillardHouse,otherthanina designated
outdoorsheltered area; however,the occasionalsmell of cigarettesmoke continuesto be an issue. In additionto the existing air filter in
the communalhallway,a smallerfilterhas been providedforthe homeofonetenantwhosufferswiththe fumes;plansare underway
for fitting a smoke detector in the communal hallway.
```

The Trust supported70 individualsat Christmastime who fit our criteria for help within the parish. This help was maintainedat £120 per
person and the cash was deliveredby hand by the Trustees and Clerk. A total of £8,400 was providedunder this categoryand in addition
a grant of £150 was made to the individual who maintains the allotment's grassy paths.
```

TheTrustalsosupportedsevenlocalgroupsandorganisationsatChristmastimewithgrantsrangingfrom£200to£550.Six further
groupsthat usuallyreceiveChristmasfunds were not runningthis year becauseof the pandemic,so funds were not required.A total of
£2,175 was provided under this category.
```

Asanticipatedinlightofthepandemic,thecharityconsideredanincreasednumberofapplicationsfromindividualsin financial
difficultiesandapprovedgrantsforthepurchaseoffurniture,whitegoods,schooluniforms,food,assistancewithdebtreliefand help
withthe costof a memorialheadstone.The charityalsocontinuedto providetop up fees to enableone personto stayin a care home.
£1,600wasgiventoPHASEtosupportcounsellingforyoungpeople,and£1,980wasgiventoJigsawforthedevelopmentof a
counsellingprogrammeaimed at primaryschools.Supportwith runningcostswas given to both New Start Debt Adviceand the Citizens
Advice Bureau, to the value of £1,200 and £1,450 respectively.
```

In total,£9,752was given to help individualslivingin the localcommunity,this was an increaseof almost£7,000comparedto grants to
individualsin 2019, reflectingthe impactof coronavirusin the area. £3,600was paid to help a resident living in a care home, and  £6,930
was given to local organisations.
```

DaggsAllotmentsprovidedasourceofjoyformanyplotholdersduringthepandemic,aswhengovernmentrulesallowed,they were
abletovisittheirplots(followingsocialdistancingandhygienemeasures)foronehourperdayduringlockdownforexercise.A great
senseofcommunitywasalsoharboured,withanewFacebookgroupcreatedforshieldingmemberstosharerequestsforhelp, and
otherstoofferhelp-thisgrouphasnowbecomeageneralpageforsharingnewsandadvice.Therearecurrently15peopleon the
waiting list for a plot.
```

Despitetheimpactof'lockdown'andclosureofnon-essentialbusinesses,theThornburyDeliandBarcan+Kirbycontinuedto be
tenantsthroughouttheyearat34HighStreet.Inanattempttohelpmitigatetheimpactofthevirus,theThornburyDeliwill refrain
frompayinganyinsurancemoniesowinguntilsixweeksafterthegovernmentadvicechangesfrom'workfromhome'to'goto work'.
Maintenanceworks that had been started at the end of 2019 was completed,resulting in a separate fire alarm system for Barcan + Kirby
and a completed electrical safety certificate. The electrical work and fire alarm work cost £1,823.
```

fixed income stocksand cash deposits.Consistentwith this objective,the Trusteeswish to obtain dividendand interest income from the
portfolio each year to contribute towards the purposes of the society.

TheTrusteeshaveestablishedapolicywherebytheunrestrictedfundsnotcommittedorinvestedintangiblefixedassets("the free
reserves")held by the charityshouldbe betweentwiceand fourtimesthe averageof the last three yearsexpenditure.At this level the
Trustees feel that they would be able to continue the current activities of the organisation in the event of a significant drop in funding.
Ifthisoccurreditwouldbenecessarytoconsiderhowthefundingwouldbereplacedoractivitieschangedaccordingly.Thecharity is
nowbecomingmorewidelyknownin the localcommunityand requestsforgrantsare regularlyreceivedfromvariousagenciesas well
as individuals

## **`REVIEW OF FUTURE DEVELOPMENTS`**

In2020,theTrustcontinuedtoworkwithanddeveloprelationswithhousingagencies,debtadviceagenciesandthelocalcouncil -
much of the increasein grants made in 2020 was as a result of referralsfrom these agencies,and was in large part also impactedby the
pandemic.TheTrusteeswillcontinuetosupportthoseinneedintheParishin2021,againworkingwiththelocalagenciesand also
accepting requests from individuals.

Thereareseveralmaintenanceitemsthatwilltakeplacein2021,whichweredelayedin2020.Theseincludeanewkitchenat the
almshouses,anewmobilityscootershedbeinginstalledwithanelectricalsupply,andbuildingreportstobecarriedoutonboth the

considered to have a special knowledge of Thornbury are co-opted and serve for a five-year term. They are chosen by the trustees.

The organisation responsible for administering Thornbury Consolidated Charities is Thornbury Town Trust.

Mrs Sally Bertramcontinuesin the role of Clerk to the Trust.It has been a difficultyear for the Trust becauseof The Covid19 pandemic
resulting in no physicalmeetings during the year. Mrs Bertram devised a modifiedform of agenda papers and briefing notes to assist the
TrusteesinholdingcomplexmeetingssuccessfullybyZoomtechnologyaswellasefficientlymanagingtheday-to-dayhandlingof the
Trust's accounts and charitable objectives.
