Charity ha$ adopted a recruilmenl and retention policy. This recognises that Chrislchureh is a small town
of approximately 55,000 people and the number of people who may be suitable Iru51ee5 and meet the
criteria may be limited. As such, whilst the poliGy reco9nises the need to recruit people with appropriate
skills. Il Is not prescriptive in melhod of recruilmenl and seeks lo avoid barriers lo suitable candidates, lor
example, by convening meelings al suitable limes & venue and doing what il Can lo manage conflicts of
interest and subsidise the cost of childeare. if appropriate. There are no appointed officers from among
the fruslees excepl the Chair. As such, the induclion procedure is infomal. The Clerk explains the
Charity's objectives and structure and supplies the new Iruslee with copies of Ihe documents necessary
to understand the Irusle8's responsibili1￿s. Advtce and guidance are readily available both from the Clerk.

The objective of the Charity is to provide relief in need and ￿lief in siGkne3s either 9¢nerally or indivldually

outside Christchurch. This can be applied to residents who are in need, hardship, distress, sick,
convalescent, disabled. handicapped, or infimi. by making grants or paying for items. services, or facilities
lo redu￿ $uffering. The Charity can also make or receive donations or Subseriplions lo or from other
organisalions which provide similar services a5 well as liaise wilh oltter caring organisalion5 and public
bodies.

The Charity's main sources of income are interest and dividends on investments and rents received from
the Charity's properties. Most of Ihe investments and all the freehold property is permanently endowed
although all income is allocaled lo Ihe non-pennanenlly endowed fund. The Charty retain5 slockbrokers
lo advise on inv&slmenls. Pur¢ha$es and sales of investments are made on a regular basis on the advice
of th8 Stockbrokers to maintain an appropn'ate ￿turn for the Charity. Investments are held in the name of
a nominee, Charles Sianley and Company Ltd. lo avoid having lo aller holder's names each lime there is
change in Iruslees and lo facilitate the purchase and sale of inveslmenls. As a result of the completion
of the sale ol land owned by the Charity in Barrad( Road for redevelopment, the income of the Charity
from ils endowment funds has risen subslanlially

A. Policy
The Trustees have relerred both lo the guidance contained in Ihe Charity Commission's general guidance
on publiG benefit when reviewing the Charity's aims and objectives and planning its aclivilies, and also lo
the Charity's own constitution which permits help both lo those who are Infirm as well as those in need
either directly or through olher caring organizalions. However, il is felt Ihal the objects Of the Charity in il's
conslrtulion are unclear and the Charity is in the process of a ￿vIeW. In the meantime it has adopted a
Publicity, Income and Granl-Giving Policy lo darify and ensure consistency in ils allocation of fund5 and
has adopted guidelines in relation lo those who do not ne￿ssarIlY have a permanent residence in
Christchurch. For example, the homeless and those in temporary accommodation SUGh as a hostel or
fuge.

This Policy anticipates continuing lo largel organrzalions rather than individuals but with a greater
emphasis on continuing contact with those organizalions, and the general promotion of the work the

foGus of the Charity. Where po3¥ibl¢ th¢ Charity refers individual applic8nt8 to other welfare or9onisations
beller placed to help them. With this in mind the Charity..

charity, Ihe Christchurch Home Equip Furniture Project la part of the Christchurch Foodbank+l,
which is better equipped lo deal with such requests.
Will nol considef applications for help for coun5elling. which pose parti¢ular problems for the
Charity both in assessment and in providing the necessary funds bul will ￿fer lo other
organisalions where appropriate lo do so.
Refers those in financial need who Can be assisted by a grant of less than £200 to either the
Chfistchurch Fo¢xlbank+ or lo the Chrislchurch Community Partnership, bolh of whom administer
a Hardship Scheme originally esiablished by Ihe Charity lor Ihis PUfPOSe.
Cash grants given by the Charity in each year since 2020 together with a total for each year can be found
in the Help Given page ol the Charily's website". hllps."Ilcmlrusl.org.uk. The increase in grant aid from
£37,308 in 2022, 10 £53.399 in 2023 and then lo £81.720 in 2024 is a direct result of the increased income
from the money recoived from the sale of Ihe land lo the rear of Ihe Charily s properties in Barrack Road.
Of particular note during the year.
The Charity iesolved lo conlinu8 funding th8 provision of specialisl face lo face benefits advice
provided by Citizens Advice. Bournernoulh ChTislchurch & Poole. (Granl: £10.6691. "Specialist"
advice relates lo the reconsideralion of. and ap￿alS against. benefit assessments. Towards the
end of the year this was increased lo include applications for Personal Independence Payments,.
the Over 65 Allendance Allowance & Childs Disabled Living Allowance in view of complexilies
inherent in such applications.
The Charity continues to fund the lace-lo-face Communily Money Advice debt advice service
provided by Failhworks Wessex through the Christchurch Foodbank+
(Grant.. £18,370)
The Charity continues lo assisl the Faithworks Wessex Chrisl¢hurGh Home Equip Furniture Project
operated through the Christchurch F¢>xlbank+ wilh 50% 01 its funding. (Grant.. £6,000>. The Project
provides household goods and fumilure lo those in need. Not only doe5 this provide essential
goods lo those who could not otherwise afford Ihem, bul also triggers, in addition lo items
purchased, further goods donated or otherwise obtained withoul cost to the Project. Contact with
the families enables Christchurch Foodbank+ lo identify i55ue5 within households requiring further
inpul and support. The Home-equip PToiect benefilled 185 homes. a lolal of 241 adults and 315
children in 2024.
The Hardship Scheme establish by the Charity during the pandemic is administered by two local
charities, Failhworks Wessex through Chrislchurch Foodbank+ and the Christchurch Community
Partnership. No limit is pla￿￿ on Ihe overall lunds Ihal Ihe Charily is prepared lo commit lo the
scheme and the maximum sum per application has been increased to £200 lo reflect inflation.

The Charity supporte(S the Diverse Abilities CHAOS programme loi young people with profound
learning and physical disabilities by providing a grant to fund 120 play sessions al il's new
Treehouse facility al Hum. IGranl-. £11,574)
Following an approach by the Chafily lo the Arc al Somerford during 2023. il funded the Arc Craft
Clvb in 2024 to support children and lo provide an avenue for 8dvice and guidance to parents and
carers on such mallers as debt and benefits IGranl.. £2,180)
The Charity approached Macrni118n Caring Locally in 2023 to ascertain whether cash grants could
assist Ihose iTrlhefin31 slages of life. The Charity was wery pleased. IheTefoTe. when in 2024 il was
approached lo cover Ihe cost of personal alams lo two people to enable them lo continue living at
home. Although the lolal cost in grant aid was only £466, il is an example of how a small amount
given quickly and wilhoul luss can make such an enormous difference lo a person's Iile.
Financial Review
The Charity was able lo increase substantially it's grant aid compared with previous years as a result of
increased income following the sale of land al Barrack Road la51 year. Expenditure of the Charity exceeded
income by £21.278 during the ¢urrenl year. The Charity ended the year with a ¢10sing vnreslri¢led cash
balance of £73.539. This is considered 5uffioent lo fund ongoing activities. Furthemiore. the Charily has
subslanlial non-permanenl endowmenl fund of £580.498 thal Can be called sjpon if appropriate.
Additionally, the Chafily holds 8 peimanenl endowment fund of £2,754,221.
The Charrty Seeks lo apply all income received in any financial yeaf in satisfaction of all administration
expenses arising in thai year and In furtherance of its Charitable objetts. The Charily would seek lo reinvest
any surplus arising al the end of the financial year rf they were satisfied that the ongoing needs of the
Charity leither in its administration or in furtherance of Its charitable obie¢lsl could be mel in the medium
term by in¢ome arising during Ihal penod. In the event of continuing annLtal surpluses, the Trustees will
lake such a¢lion as 1$ appropriate lo ensure that insofar as is possible income in fully ulilised annually
whether by seeking lo extend the numter of referrals for assistan￿ or by re-examining the obiecls or area
of benefit of the Charity.
